    Risk Officer

    OVERALL RESPONSIBILITY

    The Risk Officer is responsible for the maintenance and execution of a comprehensive process to facilitate the identification, assessment, and monitoring of risks that may impact PPRA’s overall performance. The role includes assessing and profiling risks for the entire Authority and registering identified risks into the risk register.

    REQUIREMENTS

    • A post-graduate Diploma qualification in Governance, Risk, and Compliance Management or equivalent.
    • Membership with IRMSA will be advantageous.
    • Minimum 5 years working experience, with at least 3 years at a supervisory level.
    • Knowledge and understanding of the legislation governing Real Estate.
    • Advanced knowledge of Risk Management and controls frameworks.
    • Knowledge of PFMA and National Treasury regulations.
    • Proficiency in data analysis tools and statistical applications.
    • Excellent report writing and presentation skills.
    • Project Management skills and MS package.
    • Research, presentation, facilitation, and organizational skills.

    KEY RESPONSIBILITIES

    • Implement and maintain the PPRA’s risk management framework and procedures to mitigate potential risks.
    • Facilitate the development of risk scenarios for decision-making.
    • Facilitate the identification of risks that are significant to the achievement of PPRA’s strategic objectives.
    • Develop risk profiles per Unit in the organization.
    • Coordinate risk assessment projects.
    • In collaboration with Risk and Compliance, follow up on progress made in resolving Internal Audit findings.
    • Register identified risks for monitoring purposes.
    • Prepare consolidated strategic and operational risk registers for reporting purposes.
    • Identify and report on the impact of such risks to the organization.
    • Contribute to the development of operational plans in the unit.
    • Contribute to the development of Internal Audit strategic and operational plans.

    Manager - ICT Governance Security Risk and Compliance

    OVERALL RESPONSIBILITY:

    The Manager: ICT Governance, Security, Risk and Compliance is responsible for developing frameworks, strategies, policies, standards and procedures for the creation and maintenance of users on PPRA ICT system. The incumbent is responsible for developing and ensuring compliance with set requirements for performing transactions on PPRA system, ensuring implementation of a framework for handling requests for access to PPRA information and ensuring that the organisation’s policies, processes, practices and technologies proactively protect, shield and defend the organisation from Cyber threats, Risk and prevent the authorised users of information systems from performing unauthorised acts.

    REQUIREMENTS

    • Bachelors’ Degree in Information Technology (NQF 7) or equivalent
    • Valid COBIT 5 or COBIT 2019 or CGEIT Certification CISM or CISSP Certification, Post Graduate degree CISA ISO 27001 would be advantageous
    • Minimum 5 years working experience, 3 of which must be at supervisory level
    • Knowledge and understanding of ISO processes, IT Governance, Security Management and Corporate governance principles
    • Policy conceptualisation and implementation
    • Proven experience in IT planning, Governance, organisation and development
    • Experience with systems design and development from business requirements analysis through to disaster recovery plans to day-to-day management
    • Excellent understanding of project management principles and solid understanding of data analysis, budgeting and business operations
    • Superior analytical and problem-solving capabilities

    KEY RESPONSIBILITIES

    • To manage the ICT Governance and Security within the Information Technology service, ensuring that set performance expectations are met
    • To maintain and build relationships with all stakeholders and service providers to ensure service level requirements are met
    • To manage the development and implementation of ICT Governance and Security policies, processes and procedures
    • To perform risk and compliance service for PPRAs IT Systems and Infrastructure
    • To perform awareness on Cyber Security and IT Governance

    Compliance Officer

    OVERALL RESPONSIBILITY

    The Compliance Officer will be responsible for ensuring that all regulatory compliance applicable to the PPRA business is implemented and enforced in line with the controls established by the PPRA Risk and Compliance department. The role includes performing periodic compliance monitoring reviews to identify areas of non-compliance and improvement, aiding the business unit in executing its responsibility to comply with associated laws, regulations, governance and professional standards, business practices, code of conduct, internal standards, policies, and procedures, and assisting with the implementation and operationalization of risk and compliance management frameworks within the PPRA.

    REQUIREMENTS

    • Prepare draft reviews for Internal Audit charter Compliance Framework, Policies, and Procedures annually or as required.
    • Develop and implement a comprehensive compliance program aligned with organizational requirements.
    • Assist with inputs regarding the review of compliance enablers, including Compliance Management Policy, Compliance Management Strategy, Compliance Management Framework.
    • Develop and implement a compliance risk management plan in accordance with the approved standards, methodologies, and tools.
    • Develop compliance risk profiles per Unit in the organization.
    • Prepare consolidated operational compliance risk registers for reporting purposes.
    • Contribute to the development of Internal Audit and Compliance strategic and operational plans.
    • Provide secretarial and logistical support to the Chief Risk and Compliance Officer during Compliance Forum Meetings.
    • Provide compliance reports.

    Chief Information Officer

    OVERALL RESPONSIBILITY:

    Develop and integrate ICT systems to ensure the smooth running of all existing systems. Implement modern infrastructure and ensure the maintenance of architectural models of business processes. Ensure effective and efficient business operations through optimizing the use of information and management of ICT-related projects across PPRA.

    REQUIREMENTS

    • Master’s Degree in Computer Science or equivalent NQF level 9.
    • 10 years working experience, 3 - 5 of which must be at senior management level in a large/complex organization.
    • Understanding of ICT Systems, Networks, and ICT Architecture.
    • Sound knowledge and experience of having formulated, implemented, and maintained a robust cybersecurity strategy and framework.
    • Demonstrable experience in delivering comprehensive cybersecurity awareness training programs which were implemented to maintain a high level of awareness among all users.
    • Understanding and knowledge of large-scale system development and maintenance.
    • Legislation applicable to PPRA, PFMA, GAAP, KING IV, LRA, SDA, BCEA, and Companies Act.
    • Advanced Computer and digital literacy.
    • Experience in clearly defining the roles and responsibilities of third-party service providers and ensuring that proper service level agreements or contracts are in place.
    • People management skills, Emotional Intelligence.

    KEY RESPONSIBILITIES

    • Manage and deliver a strategic ICT direction and ensure uniform delivery in terms of the PPRA ICT performance expectations.
    • Contribute to the development of the PPRA Strategic Plan and Annual Performance Plan and provide input based on a review of ICT-related issues, trends, and best practices in the industry.
    • Manage and position the ICT Unit’s operations to ensure alignment with stakeholder needs and build its position and credibility in the organization and the industry.
    • Oversee the development of an ICT Architecture Plan (Master Systems Plan).
    • Oversee the implementation of an IT architectural strategy, policies, and procedures.
    • Oversee ICT Operations and Infrastructure Management function.
    • Oversee the implementation of ICT governance and security policies, processes, and procedures.
    • Provide support for identifying compliance gaps and implementing required remediation.
    • Develop a budget and manage compliance with the annual budget.
    • Ensure optimization and availability of resources that facilitate service delivery in the division.
    • Develop and ensure implementation of quality assurance to manage IT risk.

    Systems Administrator

    Job Description

    The Systems Administrator is responsible for supporting and maintaining PPRA’s ICT systems, including desktop provision, network infrastructure, and associated software and business applications to maximize the use of PPRA ICT. The role provides PPRA’s systems users with support in the deployment, configuration, and management of computing and infrastructure services.

    MINIMUM REQUIREMENTS

    • National Diploma in Information Technology or equivalent.
    • Minimum 3 years’ working experience in a similar environment.
    • Previous working experience in SAP Business One, Office 365, Microsoft Exchange.
    • Working knowledge of legislation affecting the organization.
    • Customer service orientation.
    • Analytical, task, and deadline orientation.

    KEY RESPONSIBILITIES

    • Maintenance of customer care support system.
    • Supports, tests, and troubleshoots hardware and software problems.
    • Support SAP Business One, Office 365, and Microsoft Exchange.
    • Provide technical analysis and implement systems to meet the PPRA’s IT goals.
    • Provide administration of all projects related to functions in the unit.
    • Install new software releases and system upgrades, evaluate and install patches, and resolve software-related problems.
    • Audit system software and licensing to ensure compliance.
    • Participate in disaster recovery incident handling when required.
    • Support and maintain end-user requirements, including troubleshooting, account maintenance, and training.
