    Deputy Registrar of Seafarers Grade: D1

    KEY PERFORMANCE AREAS

    • To assist the Registrar with certificates of competency, proficiency, endorsements, certificates of equivalency and ensure that they are issued in accordance with the Act and reflect the competencies of the seafarers.
    • Ensure that Registers are secured, backed-up and updated continually.
    • Advice and assist with Investigation of fraudulent certificates of competency, proficiency, and endorsements.
    • Advise and assists the Registrar on matters dealing with changes and improvements in operating procedures, in corrective or preventive action. Coordinate the implementation of operation changes and procedures.
    • Ensure that the services provided conform to the written operation procedures.
    • Develops and recommends operating/administrative/procedural changes.
    • Assist in the formulation and implementation of departmental policies, practices and programs coordination and make recommendations to increase effectiveness and efficiency within the department.
    • Ensure that all findings related to any Audit is properly and timeously closed out and identify the root causes of any findings to prevent any reoccurrence.
    • Coordinate the work activities of any assigned employees, prioritizes and coordinates work assignments, reviews for accuracy and recommends improvements in workflow, procedures.
    • Assist in the formulation and implementation of departmental policies, practices and programs coordination and make recommendations to increase effectiveness and efficiency within the department.

    • Manage the Registry team on day-to-day, creating succession to key roles and enhancing departmental capability.
    • Lead the development of internal training and development programs.
    • Cultivate productive working relationships through the promotion of cross functional collaboration and teamwork.
    • Provide clear direction on shared and departmental goals, including key performance indicators - translating and prioritising each through performance management.
    • Resolve employee grievances withing a specified timeframe.
    • Address poor behaviour through the Disciplinary and Grievance procedures with the guidance of Human Capital.
    • ​Cultivate positive behaviour in accordance with SAMSA Values.

     MINIMUM REQUIREMENTS​

    Qualifications

    • Diploma/Degree in Maritime Studies
    • STCW Certificate of Competence an advantage at operational or management level.

     Knowledge and Experience

    • Previous supervisory experience preferably in a related field
    • Three (3) years of experience at supervisory/management level
    • Three (3) years’ experience in the Maritime Industry and dealing with seafarer-related matters.

     Competencies

    High levels of competence on the skills below is a requirement:​

    • Sound knowledge of Maritime Legislations and IMO Conventions and Protocols as amended wrt seafarers and fishers.
    • Technical knowledge of the following acts and regulations:
    • SAMSA Act, 1998 (Act No. 5 of 1998) as amended.​
    • Protection of Personal Information Act.
    • ​Merchant Shipping Act, 1951 (Act No 57 of 1951) as amended.

    ​Promotion of administrative justice Act 3 of 2000.

    • Merchant Shipping (Certification, Manning, and Training) Regulations 2021, as amended.
    • Merchant Shipping (National Small Vessel Safety) Regulations 2007, as amended.
    • Maritime Labour Convention 2006.
    • Seafarer’s identity Documents Convention (Revised) 2003 (No.185).
    • ​Practical knowledge of quality assurance.
    • Skilled at supervising a multidisciplinary team including standards & compliance, qualification & licensing, port regulatory & emergency response, enforcement & compliance, maritime security/safety, quality assurance and corporate service.
    • Well-developed written and oral communication skills, interpersonal skills, and the ability to communicate effectively.
    • Planning and organisation skills.
    • Sound analytical and problem-solving skills.
    • Research skills.
    • Conflict management.
    • Computer Literacy (MS Word, MS Excel, MS Power point, BI software).
    • ​Practical knowledge in shipping.​

    Junior Naval Architect

    KEY PERFORMANCE AREAS

    • Registration & Licensing of ships: Determine and define the principal dimensions, tonnages and technical specifications/ characteristics of a vessel for approval by the Naval Architect, for the process of ship registration and licencing of vessels.​
    • Naval Architecture: Assess and comment on technical plans of vessels for the approval of the Naval Architect Vessel Plan Approvals.
    • Legislation/Regulations: Identify shortcomings in existing legislation and generate proposed amendments of existing or the drafting of new legislation from a technical perspective. Draft Marine Notices, Circulars, guidance documents and procedures in support of existing legislation for the approval of the Naval Architect.
    • Administration: Assist in archiving and knowledge management. Attend committee meetings to contribute to technical and operational outcomes as requested by the Naval Architect.
    • Casualty Investigations: Under the direction of the Naval Architect, assist surveyors with investigations into casualties of a specific technical nature where a naval architectural input is required.

     MINIMUM REQUIREMENTS

    • Bachelor of Science in Mechanical Engineering with MSc in Naval Architecture or Bachelor of Science in Naval Architecture
    • Preference will be given to candidates registered with ECSA and SAIMENA
    • 3-5 Years of experience within the Maritime sector will be an added advantage.
