    Company Secretary

    POSITION OVERVIEW:

    The National Student Financial Aid Scheme (NSFAS) requires an experienced Company Secretary to oversee the various governance functions of the Board to effectively and efficiently manage the Board Secretariat and provide a comprehensive Company Secretariat function to ensure adherence to and provide guidance on legislation and relevant prescripts required by the Board.

    The successful candidate will be accountable to the Board, reporting to the Board chairperson and on functional responsibilities and for administrative purposes, he/she will report to the Chief Executive Officer (CEO)

    RESPONSIBILITIES:

    • Provide general legal advice and guidance to the Board Members, on their rights, duties, responsibilities, obligations and powers in line with Corporate Governance prescripts and good practice.
    • Provide advice and guidance to the Board and its Sub-Committees to ensure compliance with all legislation relevant to the nature of the NSFAS operations.
    • Supervise and manage the activities and performance of the Secretariat function.
    • Organise, and prepare agendas and meeting packs for and take minutes of the Board and its Committee meetings.
    • Ensure that minutes, resolutions, work plans and actionable items are accurately recorded and followed up on.
    • Coordinate and monitor the implementation of Board resolutions.
    • Attend Board and Sub-Committee meetings.
    • Maintain statutory books or registers.
    • Deal with correspondence, collate information and finalise Board reports.
    • Ensure Board decisions are communicated to relevant stakeholders.
    • Update Board and Sub-Committee charters, codes, policies and terms of reference as required.
    • Implement and maintain procedures where relevant.
    • Arrange for external training/briefing and induction of new Board and Sub Committee members
    • Conduct legal compliance and regulatory risk analysis for the Board and create a compliance register
    • Determine the annual Board calendar linked to the reporting timelines as per PFMA, 1999

    DESIRED QUALIFICATIONS, SKILLS AND EXPERIENCE
    Minimum requirements:

    • LLB or B. Com-Law and Postgraduate Qualification in Business or Corporate Governance.
    • Admission as an Attorney.
    • 5 years’ experience in Company Secretariat functions, legal, governance or commercial advisory.
    • Knowledge of the public sector.
    • Knowledge of the PFMA, National Treasury Regulations, Government Prescripts, and the King Reports on Corporate Governance.
    • Knowledge of Company Secretarial practice and administration.
    • Ability to use MS Office package at an advanced Level.
    • Preferred:
    • Member of the Chartered Institute of Secretaries (CIS.)
    • Knowledge of the higher education sector.

    Accommodation Manager: Student Support

    POSITION OVERVIEW:

    • To participate in the development of NSFAS policies, operation plans, systems and procedures that drive the efficient and effective implementation of the NSFAS student accommodation programmes intended to support students.

    RESPONSIBILITIES:

    • Provide semi-technical and liaising support for the Student Accommodation Unit:
    • Responsible for the Online and Manual Application Queries at campuses.
    • Ensure effective registration processes and adherence to NSFAS policies.
    • Identify challenges and ensure these are communicated timeously to the relevant stakeholders.
    • Track the implementation of identified projects within the CIO’s Office support programmes.
    • Analyse and interpret project reports on completion of the project to evaluate return on investment and to inform decision-making in the unit.
    • Policy, Systems & Procedure Development:
    • Participate in the development and management of the NSFAS student accommodation/housing strategy, policy(ies), guidelines, and procedures in line with the student-centric model.
    • Optimise and manage processes developed in the value chain of student accommodation to maximise the student experience.
    • Core Strategic Objectives
    • Manage queries through a centralized mechanism with a reporting functionality.
    • Ensure that all NSFAS-funded students qualifying for private student accommodation are processed correctly in the system.
    • People Management & Ethical Leadership
    • Manage and participate in the recruitment and selection of subunit vacancies in line with EE targets.
    • Delegate student accommodation programmes to subordinates for implementation.
    • Lead and manage the subunit team to achieve the set and agreed programmes.
    • Direct, inspire, coach, and mentor subordinates to deliver quality programmes in line with NSFAS Values.
    • Lead and manage the individual performance contracting and review process for subordinates.
    • Lead and manage all disciplinary matters of subordinates related to performance and conduct issues.
    • Stakeholder Management & Relationships
    • Manage the utilisation and implementation of the student accommodation policy, processes, efficiency channels and databases to resolve stakeholder queries and complaints.
    • Manage and delegate the sharing of the accredited list of accommodation providers with institutions of higher learning for the smooth student experience.
    • Collaborate with stakeholders on debates and programme development matters of interest and influence.
    • Provide input to the Publication and updating of the details of NSFAS student accommodation programme.
    • Manage the complaints and resolve incidences with students and accommodation providers.

    DESIRED SKILLS AND EXPERIENCE
    Minimum requirements:

    • NQF Level 7 in Commercial, Public Administration, Business Management.
    • 5 Years plus experience in supporting student programmes at Higher institution level.
    • Working knowledge of lease agreements and dispute resolution processes.
    • Good understanding of the Higher education sector.

    • Computer literacy – Intermediate MS Package Suite
    • SQL Certificate
    • Driver’s License
    • Preferred:
    • NQF Level 8 plus in Commercial, Public Administration, and Business Management.

    Chief Information Officer

    POSITION OVERVIEW:
    The Chief Information Officer will be responsible for ensuring that required fit-for-purpose technology solutions are provided and maintained to support the delivery of business strategy and operations.

    RESPONSIBILITIES:
    Core Strategic Objectives

    • Develop and implement IT strategies that align with the organization’s overall goals and objectives.

    Governance

    • Draft and manage Service Level Agreements with internal and external clients.
    • Be responsible for the implementation of ICT governance, risk awareness and management and compliance frameworks

    • Compile risk registers and risk mitigation plans
    • Provide updates and reports to the Management Committee, Board and relevant Committees in accordance with the organisational and PFMA requirements.

    • Develop and implement requisite budget.

    • Reports and accounts on ICT budgets, forecasts and expenditures as and when required by statute, the Executive and Board.

    Collaborate with other executives and department leaders to understand their technology needs and priorities.
    Communicate IT strategies, initiatives, and performance to stakeholders, including the board of directors.
    Build and maintain relationships with external partners, vendors, and service providers.
    Participates in the strategic positioning of NSFAS and promotes the enterprise with relevant internal and external stakeholders.

    QUALIFICATIONS, SKILLS AND EXPERIENCE
    Minimum Qualifications

    • Postgraduate qualification in Information Technology or related field.

    Knowledge and Experience

    • A minimum of 5 years Chief Information Officer or Executive management experience in ICT.
    • Reasonable understanding of procedures and statutory requirements applicable to Schedule 3(A) public entities
    • Good knowledge of governance, risk and organisational performance management principles
