    Associate Credit Risk Analyst (X2)

    • The purpose of this position is to realise the responsibilities of the Risk Support Department (RSD) of the Prudential Authority (PA) in respect of the supervision and regulation of credit risk in banks, insurers and financial market infrastructures (collectively referred to as regulated financial institutions). This includes being involved in operational duties associated with on- and off-site analysis as well as being part of a team of risk specialists who are responsible for providing specialist knowledge, skills and experience in the credit risk management area.

    Detailed Description
    The successful candidate will, among others duties, be responsible for the following key performance areas:

    • Review and evaluate the strategies, policies, procedures and practices related to the granting of credit and the ongoing management of the portfolios of regulated financial institutions.
    • Develop analytical methods to analyse and interpret risk-based regulatory data submissions.
    • Prepare detailed reports based on the outcome of the analysis performed.
    • Ensure regulated financial institutions’ compliance with regulations governing credit risk.
    • Monitor exposures to credit risk, as reported to the PA under the standardised and internal ratings-based approaches.
    • Provide specialist credit risk support.
    • Contribute to risk-based meetings with regulated financial institutions and their auditors.
    • Interact with external credit assessment institutions when necessary.
    • Participate in the internal capital adequacy assessments of banks.
    • Ensure that the own risk and solvency assessment (ORSA) process of insurers adequately captures credit-related risks.
    • Inform the PA of the aggregate behaviour of regulated financial institutions regarding credit risk.
    • Stay abreast of international best practices and developments surrounding credit risk.
    • Conduct research and provide input into the regulatory framework (e.g., the Banks Act 94 of 1990, the Regulations relating to Banks, circulars, directives and guidance notes) in line with international best practices.

    Job Requirements
    To be considered for this position, candidates must have:

    • a relevant Bachelor’s degree (e.g. Accounting, Financial Management, Risk Management or Banking) or equivalent NQF level 7 qualification; and
    • two to five years’ relevant working experience in the financial/banking/regulatory sector or in risk management.

    Additional requirements include:

    • knowledge of the risks facing regulated financial institutions;
    • knowledge of financial products;
    • good working knowledge of Microsoft Office software packages ( i.e. Word, Excel and PowerPoint) and other related software packages;

    Resolution Planning Specialist

    • The main purpose of this position is to assist with the development of policies related to the resolution of financial institutions and to assist with the development of resolution plans.

    Detailed Description
    The successful candidate will be responsible for the following key performance areas:

    • Conduct research and draft policies related to the resolution functions of the South African Reserve Bank (SARB).
    • Draft plans and assess the operational preparedness of the financial institutions in resolution.
    • Analyse data submitted by financial institutions for the purpose of developing resolution plans and conducting resolvability assessments, and present findings to the Senior Resolution Planning Specialist.
    • Identify information gaps and develop proposals to address them.
    • Ascertain and interpret industry-wide issues associated with the coordination and management of a failing financial institution, as well as the risks posed by such a failure.
    • Participate in engagements with financial institutions and industry stakeholders on issues related to resolution.
    • Identify and highlight impediments to orderly resolutions, and facilitate internal and/or external meetings to review these and develop recommendations for the SARB Executive.
    • Stay abreast of international best practices and sector developments, analyse the implications of these changes for the work of the Resolution Planning Division, and make proposals on how these developments might be applied to improve current practices.
    • Prepare presentations to various SARB and industry forums on matters related to resolution.
    • Execute the day-to-day activities of the division.

    Job Requirements
    To be considered for this position, candidates must be in possession of:

    • a minimum of an Honours degree in Economics or an equivalent qualification; and
    • a minimum of five years’ job-related experience with a background in economics and/or accounting.

    Additional requirements include:

    • a good understanding of investment analysis, valuations and liquidity management;
    • in-depth knowledge of regulatory frameworks and international standards;
    • an understanding of, and experience in, crisis management;
    • proven experience in risk reporting and/or intelligence gathering in the supervision of banks;
    • an understanding of financial market infrastructures (FMIs);
    • knowledge of, or experience in, managing distressed assets;
    • experience in mergers and acquisitions;
    • proven facilitation and presentation skills;
    • strong interpersonal skills;
    • strong communication skills (verbal and written); and

    Team Leader - Regional System Customer Support

    • The main purpose of this position is to supervise the customer support offered to participants, central banks and regional clearing and settlement operators and to monitor the regional settlement system.

    Detailed Description
    The successful candidate will be responsible for the following key performance areas:

    • Manage the operations of the Customer Support Centre.
    • Perform system testing for the regional system according to the system test framework.
    • Execute and monitor the cost recovery for the regional system.
    • Perform a supervisory role* for the regional system.
    • Ensure that calls are logged, monitored and resolved according to agreed standards.
    • Approve static data changes on the system.
    • Manage and update user profiles and user access on the system.
    • Develop and maintain a training programme for new team members.
    • Supervise internal audits and assist with external audits to ensure compliance.
    • Supervise the reconciliation of all control and sundry debtors accounts.
    • Support risk management and compliance for the systems.
    • Supervise business continuity planning (BCP) test coordination and execution for participants and the regional system.
    • Develop and maintain the system procedures and processes.
    • Create a performance culture in the unit, define performance expectations and conduct effective performance management of direct reports.
    • Evaluate own performance against a given criteria and identify and address task-specific learning needs.
    • Plan, organise, control, manage and evaluate the work of team members and administer human capital functions.
    • Collate and provide management with information for decision-making purposes.


    Job Requirements
    To be considered for this position, candidates must have:

    • a minimum of a Bachelor’s degree or an equivalent qualification; and
    • five to eight years’ experience in a payments or settlements environment.

    Microsoft Exchange Online Specialist

    • The main purpose of this position is to provide specialised technical expertise and recommendations on Microsoft 365 products and services, and to provide third-level support for Microsoft Exchange Online while ensuring its optimum availability and performance as well as troubleshooting problem areas in a timely and accurate manner.

    The successful candidate will be responsible for the following key performance areas:

    • Design, configure, test and deploy Microsoft 365 and Microsoft Exchange Online products and services.
    • Provide maintenance and third-level support services on all Microsoft 365 products and services to ensure continued availability and performance of the technologies.
    • Troubleshoot and perform root-cause analysis related to Microsoft 365 products and services.
    • Manage the technology life-cycle on all Microsoft 365 and Microsoft Exchange Online products and services.
    • Implement and maintain the governance and security model for the platform as developed by the Cyber and Information Security Unit at the South African Reserve Bank (SARB).
    • Proactively monitor and report on Microsoft 365 products and services for their availability and reliability.
    • Provide periodic reports on the health, usage, performance and life-cycle status of the platform.
    • Develop , maintain and document technical standards, procedures, user guides, standard operating procedures, instructional documents etc. relating to the Microsoft 365 and Microsoft Exchange Online products and services according to best practice to ensure continuity.
    • Collaborate and engage with internal and external stakeholders to ensure the functionality of the deployed technologies.
    • Remediate any security vulnerabilities identified on the platform.
    • Stay abreast of new developments in Microsoft technologies.

    Job Requirements
    To be considered for this position, candidates must be in possession of:

    • the minimum of a Bachelor’s degree (NQF 7) in Information Technology (IT) or an equivalent qualification;
    • a Microsoft 365 Certificate in Exchange Online Support Engineer Speciality; and
    • the minimum of 5–7 years of experience in an IT support environment and in managing and administering a Microsoft Exchange Online environment.
