    Senior Administrator: Finance

     Role Purpose
    The successful candidate will provide financial, administrative, and clerical services in order to ensure effective, efficient, and accurate financial and administrative operations. 
    The successful candidate will report to the Manager: Financial Administration. 

      Key Performance Areas

    • Receive all relevant authorised documents (Purchase Orders, Invoices, and Contracts).
    • Assimilate deductions and garnishee orders from payroll.
    • Validate compliance of these documents with PFMA, Procurement Policy, delegation of authority and financial policies and procedures.
    • Prepare payment requisitions.
    • Obtain necessary authority for payment approval.
    • Capture invoice documentation on the accounting system and post relevant documentation to creditor’s ledger and general ledger.
    • Schedule a payment batch, interface to electronic Bank Funding System and obtain relevant signatories to release payment.
    • Post payment batch and print remittance advices and advise creditors of payment.
    • Complete payment numbers on requisitions and all required documentation.
    • Generate historically aged trial balance and review long outstanding payments.
    • Manage accruals and recurring creditors invoices.
    • Maintain a filing system for all financial documents.
    • Ensure the confidentiality and security of all financial files.
    • Prepare bank reconciliations.
    • Attend to and resolve all audit queries.
    • Provide administrative support to ensure effective and efficient office operations g., filing, retrieving, archiving, journals.
    • Train interns in all aspects of creditor administration.
    • Collaborate with other business units / teams to ensure a consistent approach with regards to query resolution and approach.
    • Ensure alignment of all work process to the required quality standards.
    • Perform other related duties as delegated by the supervisor and/or line manager.

    Key Requirements: Qualifications, Experience and Competencies 
    Qualifications

    • Minimum National Diploma in Finance or NQF Level 6 equivalent in a Finance field.
    • A Degree [NQF Level 7] in a Finance related field will be an added advantage.

    Experience

    • A minimum of three years’ financial administration experience of which 2 years must have been spent as Administrator.
    • Experience in Financial Consulting and Auditing will be an added advantage.
    • Demonstrable experience in MS Office (MS Word, MS Projects, MS Excel, PowerPoint, and Outlook).
    • Must have used an Accounting Software before and understand how the modules therein work.

    Competencies: Knowledge  

    • Sound knowledge of Accounting Principles.  Understanding of Great Plains Accounting Software will be an added advantage.  
    • Understanding of the PFMA, skills development legislations and relevant accounting standards will be an added advantage.

    Manager: CEO Office

     ROLE PURPOSE:
    To oversee and manage the operations of the Office of the CEO through monitoring the delivery of strategic initiatives.
    This position reports to the Chief Executive Officer.

    KEY PERFORMANCE AREAS:  
    Strategic Support to the Office of the CEO:  

    •  Provide strategic leadership and direction in the development of all business process management, corporate strategies, annual performance plans and reporting. 
    •  Be the strategic link between the SETA and all stakeholders on matters of strategic, annual performance planning and reviewing. 
    •  Monitor all inter-departmental service level agreements and manage departmental performance targets. 
    •   Attend all monthly departmental meetings and actively manage action plans. 
    •  Coordinate the Board and Management Committee strategic planning sessions. 
    •  Compile quality Board and Management Committee strategic planning reports from the sessions held. 
    •  Quality review Executive Management reports for Board and Board Committee submissions and ensure timeous submission. 
    •  Collate and quality assure all responses on the Board and Board Subcommittee action plans prior to distribution. 
    •  Chair the monthly meetings of the Office of the CEO; or any other meeting as directed. 

    Internal & External Stakeholder Liaison: 

    •  Proactively manage submissions to/from the organisation’s principals i.e., DHET, DMRE, SAQA, QCTO. 
    •  Actively coordinate and liaise with the Stakeholder Relations Unit for effective stakeholder partnerships. 
    •  Ensure services to stakeholders are delivered timeously and accurately as prescribed in the stakeholder management framework. 
    •  Establish a collaborative partnership with both public and private organisations to ensure sustainable implementation of the SETA’s programmes.
    •  Ensure that stakeholders’ enquiries and complaints are directed to the relevant business unit and investigated on behalf of the CEO. 
    •  Manage all stakeholder relations pertaining to the Office of the CEO. 
    •  Promote the image and reputation of the MQA in the Office of the CEO. 

    Corporate Communications:  

    •  Assist the CEO in monitoring and attending to internal and external communications directed to the CEO’s office. 
    •  Ensure accurate dissemination of information by maintaining the corporate news board. 

    Operations Management:  

    •  Develop and manage the operational plan for the office of the CEO and ensure the implementation and monitoring thereof. 
    •  Align business activities of the office of the CEO to operational plans. 
    •  Manage all projects from the Office of the CEO and ensure implementation in line with the project plans. 
    •  Facilitate and coordinate the performance planning, monitoring, and evaluation processes of the SETA. 
    •   Prepare operational reports, advice the CEO on decisions made relating to the operational matters. 
    •   Ensure efficient execution of all resolutions taken in management, stakeholder, governance structures and related meetings. 
    •  Establish and enforce procedures and systems for effective running of the Office of the CEO. 
    •  Prepare documents for submission to governance structures and ensure integrated reporting. 
    •  Provide oversight of business unit submissions to ensure alignment and validate accuracy and integrity of information. 
    •  Prepare and/or vet all other documents submitted to the CEO for approval. 
    •  Attend meetings on behalf of the CEO in instances where he/she is unable to.

    Financial Management: 

    •  Ensure that projects and functions in the CEO’s office are executed on time and within budget. 
    •  Investigate and recommend mitigation methods and minimise / contain the project’s risk impact. 
    •  Ensure accurate statutory reporting and effective reporting to all governance structures. 
    •  Manage the SETA’s risk exposure and provide direction in maintaining an effective system of internal controls in respect of performance planning and reviewing.

    Innovation & Excellence: 

    •   Ensure the implementation of processes and systems that capture and exploit innovative opportunities. 
    •  Standardisation of reports and documents concerning the office of the CEO.

    People Management: 

    •  Manage the performance of subordinates. 
    •  Facilitate performance management on all staff of the Office of the CEO.

    KEY REQUIREMENTS: QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:  
    Qualifications:

    • A National Senior Certificate (NSC) or National Certificate: Vocational (NCV) (NQF 4)
    • A Bachelor’s Degree (NQF 7) in Business Administration/Management, Public Management, Commerce, Law, or Equivalent at NQF level 7.
    • A Postgraduate Diploma or Honours Degree (NQF 8) in the above-mentioned field will be an added advantage.

    Experience:

    • Minimum of 8 years’ relevant work experience of which 3 – 4 years must have been spent at supervisory level coordinating various projects, rendering strategic support, and managing the office at an executive level.
    • Public Sector experience will be an advantage.
