    Accountant

    OVERALL RESPONSIBILITY

    • The Accountant role is responsible for assisting the Senior Accountant in maintaining accurate financial records, timely reporting, and sound investment management systems in order to obtain an unqualified audit report. This includes assisting with the preparation of monthly trial balances, reconciling the balance sheet and investment accounts, monitoring and maintaining debtors and creditors age analyses, and monitoring and maintaining monthly variance reports and quarterly management accounts.

     MINIMUM REQUIREMENTS

    •  National Diploma/ Advanced Certificate in Finance/Accounting or equivalent.
    •  Minimum 3 years’ experience in similar environment
    •  A working knowledge and understanding of the legislation governing the Property Practitioners.
    •  Good background knowledge and understanding of government policy and legal compliance issues in the public sector.
    •  Knowledge of current trends, research methods and practice.
    •  Exceptional financial management knowledge.
    •  Sound understanding of investment models and available portfolios.
    •  Sound understanding of the industry and business environment.
    •  Legislation applicable to PPRA (PFMA, GAAP, KING IV, TAX, GAAP & GRAP, IFRS).
    •  Reporting and budgeting.
    •  Results and Stakeholder orientation.
    •  Emotional Intelligence.

    KEY RESPONSIBILITIES

    •  Ensure completeness and accuracy of allocated general ledger reconciliations.
    •  Ensure the accuracy payroll related processing and Reconciliations.
    •  Review of weekly and monthly bank reconciliations.
    •  Review Petty Cash reconciliation.
    •  Ensure accuracy of Investments/Financial Assets, assets, liabilities and income statement General Ledger accounts (i.e., processing and reconciliations).
    •  Revenue invoicing and Management by ensuring accuracy of various revenue GL accounts and completeness testing.
    •  Query management.
    •  Assist with year-end, Auditor General and Internal Audit related tasks and duties as allocated by Senior Accountant.
    •  Assist with ad-hock responsibilities from the Senior Accountant.

    Account Officer

    OVERALL RESPONSIBILITY

    • The role is responsible for ensuring that all EFT receipts and speed point payments are received and recorded, Reconciliations for Accounts Receivable, Bank Accounts, Payables and all allocated GL accounts are up to date, Resolving of Customer Queries and Manage own file documentation.

    MINIMUM REQUIREMENTS

    •  National Diploma in Accounting/ Finance NQF 6 or equivalent.
    •  Minimum 3 years’ experience in similar environment.
    •  A working knowledge and understanding of the legislation governing the Property Practitioners.
    •  A proven track record of customer service delivery, pro-activeness and the ability to integrate the operational requirements in Finance service delivery.
    •  Good background knowledge and understanding of government policy and legal compliance issues in the public sector.
    •  Sound understanding of the industry and business environment.
    •  Legislation applicable to PPRA (PFMA, GAAP, KING IV, TAX, GAAP & GRAP, IFRS).

    KEY RESPONSIBILITIES

    •  To support the optimisation of the section/unit.
    •  To develop and implement a filling system for all the financial documentation.
    •  To ensure that there is a manageable financial record within the PPRA.
    •  EFT receipts and speed point payments are received and recorded.
    •  To ensure that all the Property Practitioners’ audit reports are recorded correctly.
    •  Effective administration of revenue section in compliance to relevant legislation, national policies, regulations, frameworks, and guidelines.
    •  To perform the day-to-day processing of accounts payable /receivable transactions.
    •  To support the budget planning process.
    •  Perform ad-hock duties.

    Claims Officer

    OVERALL RESPONSIBILITY

    • The Claims Officer is responsible for receiving, investigating and facilitating the consideration of claims lodged against the PPRA’S Fidelity Fund in order to have valid claims approved, reduce fraudulent claims against the fund and assist in recoveries

    MINIMUM REQUIREMENTS

    •  Bachelor or Laws (LLB) degree.
    •  Admission as attorney or advocate would be an advantage.
    •  Minimum 3 years’ working experience, in a similar environment.
    •  A working knowledge and understanding of the legislation governing real estate and insurance law.
    •  Knowledge of fidelity funds governance, legal principles of insurance law, and claims legislation for the property sector.
    •  Good knowledge of principles of all aspects of South African civil law and litigation.
    •  Good background knowledge and understanding of property law and the property industry.
    •  Ability to understand and implement PPRA policies and procedures effectively.
    •  Knowledge of Claims investigation and assessment.
    •  Legal report writing and case presentation.
    •  Research, presentation, facilitation and organisational skills.

    KEY RESPONSIBILITIES

    •  Implement effective and efficient claims administration and processes for PPRA.
    •  Retrieve complaints documentation from IT systems.
    •  Assess the nature of the claim for compliance with legislative and legal requirements.
    •  Investigate claims and probity of evidence.
    •  Liaise with claimants to assist them to prove their claim against the Fidelity Fund.
    •  Comply with all claims policies and procedures.
    •  Engage with the claimants with updates, progress investigation and outcome.
    •  Liaise with SAPS, court officials, government agencies and banks to obtain information pertaining to claims under investigation, where necessary.
    •  Present claims for consideration and adjudication to relevant persons / committees.
    •  Prepare approved claims for submission to finance for processing.
    •  Prepare claims reports and statistical reports.

    FFC Renewals Officer

    OVERALL RESPONSIBILITY

    • The role reports directly to the Manager: FFC Renewals. The role is responsible for provision of the effective, efficient, and accurate administration of FFC renewal processes.

    MINIMUM REQUIREMENTS

    •  National Diploma or NQF level 6 equivalent.
    •  Minimum 2 years’ experience in a similar environment
    •  Good background knowledge and understanding of Government policy and legal compliance issues in the Public Sector.
    •  Computer literacy - MS Office (Word, Excel, PowerPoint, Outlook, and Internet Explorer) at an intermediate level.
    •  Previous working experience in Paper-trail system will be an added advantage.
    •  Verbal and Written Communication.
    •  Interpersonal, Organisational Skills.
    •  Results & Stakeholder Orientation, Attention to detail.
    •  Problem Solving skills.

    KEY RESPONSIBILITIES

    •  To support the optimization of the section/unit.
    •  To implement the effective and efficient FFC Renewal processes.
    •  Value adding relationships built with stakeholders.
    •  Ensure FFC documents are scanned and indexed.
    •  Assist and support in any other renewals functions (e.g., queries, amendments, etc.) when required.
    •  Manage stakeholder interactions.
    •  Reconciliation of debtors with credit balances.
    •  Manual invoicing of penalties.
    •  Attending activities of all unissued FFCs.

    Fidelity Fund Accountant

    OVERALL RESPONSIBILITY

    • This role is responsible for the administration of the Fidelity Fund in terms of section 36 of the PRA Act. The incumbent in this role maintain relevant systems, policies, processes and procedures of the Fidelity Fund in order to effectively identify and mitigate risks, prevent fraud and monitor compliance with legislative, regulatory and good governance requirements and practices.

    REQUIREMENTS

    •  A National Diploma (NQF 6) or equivalent qualification in Financial Accounting.
    •  Minimum 3 years’ experience in a similar environment.
    •  Degree /BTech in Accounting / Bcompt will add advantage.
    •  Experience in SAP and Caseware.
    •  Sound understanding of investment models and available portfolios
    •  Knowledge of Legislation applicable to PPA (PFMA, GAAP, KING IV, TAX, GAAP & GRAP, IFRS).
    •  Good background knowledge and understanding of Government policy and finance compliance issues in the Public Sector.
    •  Good Interpersonal, communication and organising skills.

    KEY RESPONSIBILITIES

    •  Support the optimisation of the fidelity fund.
    •  Ensure collection of revenue.
    •  Manage and monitor all the Fidelity Fund financial processes
    •  Manage General Ledger and Journals.
    •  Raise monthly transactions in the accounts.
    •  Review of the monthly journals processed on the system.
    •  Ensure completeness and accuracy of general ledger reconciliations of all the accounts.
    •  Effective management of the Accounts Payable.
    •  Monitor the Cash Book.
    •  Ensure Accuracy of the annual financial statement.
    •  Financial controls are implemented in all accounting processes and procedures.
    •  Administer the claims paid from the Fidelity Fund in terms of section 37 and 38 of the PPRA Act.
    •  Accounts the funds collected accurately in the records of the Authority.
