    Chief Executive Officer

    Overview

    • The CEO role at the KZN Growth Fund presents a unique opportunity to lead the charge in reversing enduring legacies of apartheid and addressing socio-economic challenges in South Africa. As the head of KZN Growth Fund, the CEO will play a pivotal role in implementing strategies outlined in the KZN Economic Reconstruction and Recovery Plan. With a focus on promoting Broad-Based Black Economic Empowerment (B-BBEE) legislation and supporting small and medium businesses, particularly those led by Black Industrialists, the CEO will spearhead initiatives to foster economic growth and job creation.
    • The ideal candidate for this CEO position will possess a deep understanding of developmental finance, economic policy, and business leadership. They will be tasked with accelerating equity investments in strategic black industrialist-led projects, aligning with government objectives outlined in Provincial Growth and Development Plans. Additionally, the CEO will prioritize support for businesses in townships, rural areas, and those owned by people with disabilities, ensuring inclusivity and equitable economic participation.
    • The CEO of the KZN Growth Fund will be instrumental in driving forward the mission of the organisation, promoting sustainable development, and creating meaningful impact in the lives of individuals and communities across KZN.     Key Responsibilities

    Strategic responsibilities:

    Drive Inclusive Economic Growth:

    • Identify and invest in projects with high potential for sustainable job creation, rural and township economic development, and poverty alleviation in alignment with provincial goals.

    Enhance Human Resource Development:

    • Facilitate internships and skills development programs to enhance youth and adult skills, preparing them for future employment opportunities and contributing to economic growth.

    Promote Environmental Sustainability:

    • Ensure funded projects adhere to Equator Principles and environmental regulations, supporting alternative energy generation and sustainable practices to mitigate climate change.

    Maintain Governance and Policy Compliance:

    • Uphold good corporate governance standards, adhering to the Public Finance Management Act (PFMA) and King IV principles, striving for a consistent favourable audit record.

    Align with Provincial Strategic Goals:

    • Strategically invest in projects aligned with EDTEA's strategic objectives, focusing on inclusive economic growth, sustainable tourism development, environmental conservation, and institutional excellence.
    • Through strategic investments and adherence to governance standards, the KZN GROWTH FUND CEO will play a pivotal role in driving economic transformation, fostering environmental sustainability, and promoting inclusive growth in KwaZulu-Natal.

    Operational responsibilities:

    Financial Results:

    • Deliver financial results as outlined in the Annual Performance Plan (APP).
    • Ensure the implementation of processes and systems that lead to unqualified audits.

    Customer and Marketing Results:

    • Manage shareholder relationships effectively to uphold the image of the KZN GROWTH FUND as a responsive organisation with high levels of professionalism, both to clients and the public.

    Internal Process Results:

    • Ensure legal compliance and best practices throughout the KZN GROWTH FUND value chain, particularly in the investment process, due diligence, risk management, etc.
    • Improve the KZN Growth Fund's performance on the BBBEE scorecard significantly.

    People Results:

    • Foster a high-performance culture through effective performance management processes and ethical leadership.

    Job-Related Knowledge and Skills

    • In-depth understanding of Financial Services and Developmental Finance Institutions sectors, and sound knowledge of industrialisation and government economic policy.
    • Extensive experience in development finance, corporate finance, and business banking or a relevant financial environment.
    • Strong financial acumen and commercial astuteness at a strategic level coupled with sound business judgment.
    • Strong leadership skills, leading by example and demonstrating leadership with the ability to inspire confidence and develop excellent relations with all stakeholders.
    • Passion for world-class delivery, and an understanding of, and an appreciation of the need for development funding and how to balance the economic and socio-political variables, coupled with politically savvy.
    • Working knowledge of the NEF Act, PFMA, and other related legislation.

    Qualifications and Experience

    • Minimum: A relevant Master’s Degree/MBA/MBL/MDevFin/CA (SA) or equivalent.
    • A minimum of 10 years of relevant experience, with at least 5 years in an executive role that reported to a CEO or Head of an Institution directly.

    Human Resources Manager

    Job Description

    • The Human Resources Manager reports to the Chief Executive Officer. The candidate is instrumental in supporting the business strategy, serving as a business partner that provides generalist human resources support to the organization.
    • The Human Resources Manager must have the knowledge of competency-based recruitment practices and processes, be a competent employee relations practitioner, be emotionally intelligent and able to handle conflict effectively, and have well-developed analytical ability and proactive problem-solving skills.

    The ideal individual will be responsible for:

    • Develop, implement, and monitor the HR Strategy for KGFA.
    • Coordinate the recruitment and selection processes of the organization.
    • Oversee the consistent application of remuneration policies.
    • Manage payroll processes.
    • Monitor the Performance Management Policy and System.
    • Oversee the development and implementation of the annual training and development plan.
    • Ensure compliance with all relevant employment laws by the entity.
    • Represent the entity in all employment law-related disputes, including internal disciplinary hearings and CCMA arbitrations.
    • Proficiency in MS Office, particularly Excel.
    • Must display leadership and influence ability to effectively operate in an EXCO of a small entity and manage a small team.

    The following minimum requirements must be met to be considered for this position:

    • Formal post-graduate qualification in human resources management.
    • Minimum of 7 years of human resources generalist experience, with at least 5 years at middle management level.
    • Must have experience in developing and implementing human resource strategies, policies, and procedures.
    • Must have represented organizations at the CCMA arbitration level for at least 3 years.
    • Experience in the recruitment and selection of employees at middle management (Paterson grading D band) for at least 3 years.
    • Experience in Organizational Development and Change Management.
    • Excellent MS Office skills, particularly Excel.

    Chief Investment Officer

    Job Description

    • The Chief Investment Officer reports to the Chief Executive Officer. The successful candidate will be responsible for leading the investment team to get approval for quality deals. The candidate will provide effective professional leadership, ensure the attraction and implementation of sound investment deals, and manage internal control systems of the Fund and other relevant legislative requirements.

    The ideal individual will be responsible for:

    • To design and execute the strategic plan of the Investments Department to achieve the objectives of the Fund.
    • To manage the departmental budget within the fund’s overall budget.
    • To effectively market the Fund to originate, appraise, and execute quality deals to comply with the mandate of the Fund.
    • To manage the current investment portfolio to mitigate against risk and maximize the value of the portfolio.
    • To provide leadership and direction for the Investments Department to ensure sound implementation of the Investment Policy as adopted by the Fund.
    • To retain and manage the department’s human resources to ensure the department’s objectives are attained through performance management of staff to ensure high levels of productivity.
    • To update and inform the CEO and Trustees on the department’s activity by drawing up and submitting the project team’s reports.

    The following minimum requirements must be met to be considered for this position:

    • B Com preferable in Finance, Accounting or equivalent.
    • Relevant Post Graduate Qualification (e.g. MBA, Development Economics).
    • Minimum of 3-year finance degree.
    • Minimum 10 years of financing and investment transacting experience.
    • Minimum of 7-9 years of direct experience in an Executive Role responsible for:
      • Private Equity transacting
      • Project Finance structuring and transacting
      • Debt and Equity book portfolio management
      • Corporate Finance / Mergers & Acquisitions experience
    • Minimum of 3 years’ practical application experience in the Public Finance Management Act (PFMA).
    • Previous key person registration with FSB preferred.
    • Deep financial acumen and familiarity with private placement structures and regulations.
    • First-hand experience in the Private Equity life cycle of funds and investments—exit experience a must.
    • Demonstrable value-add through operational or strategic oversight of portfolio companies.
    • Demonstrable Fundraising experience.

    Chief Financial Officer

    Job Description

    • The Chief Financial Officer reports to the Chief Executive Officer. This is an opportunity for a suitably qualified senior executive to lead the finance and administration function of the KZN Growth Fund. The candidate will provide effective professional leadership and ensure the establishment and implementation of sound financial management, accounting, procurement, and internal control systems and processes in compliance with IFRS, PFMA, and other relevant legislative requirements.

    The ideal individual will be responsible for:

    • Develop short and long-term strategic financial objectives for the Fund, in line with overall business strategy.
    • Direct and oversee all aspects of the financial management, accounting, and reporting functions of the Fund.
    • Effectively manage financial aspects of the Fund’s project loan portfolio.
    • Provide financial advice and support to the CEO.
    • Provide financial reporting to the Board and Committees.
    • Manage and minimise the company’s financial risk exposure by maintaining an effective system of internal controls in liaison with the relevant assurance providers.
    • Accurate financial reporting under the relevant regulatory requirements and international standards.
    • Provide EXCO with advice on the financial implications of business activities and provide consultative support to planning initiatives through financial and management information analysis, reports, and recommendations.
    • Liaise with external auditors and attend to audit queries.
    • Management of supply chain management.
    • Manage the process of preparation of annual financial statements and review.
    • Manage the safeguarding of assets.
    • Review and draft policies and procedures.
    • Ensure quarterly reports are accurate and submitted to EDTEA and Treasury timeously.
    • Manage finance team and performance reviews.
    • Provide input on Debt and Equity portfolio.
    • Provide guidance and leadership in finance and organisation.

    The following minimum requirements must be met to be considered for this position:

    • Chartered Accountant or equivalent with at least 10 years post-qualification experience.
    • Minimum 5-7 years of financial management experience at senior management and/or executive level within the banking environment or associated fields, preferably with experience in project finance/development finance/investment banking.
    • Advanced knowledge of international financial reporting standards.
    • Knowledge of PFMA legislation and Treasury Regulations.
    • Strong Excel skills and financial modelling expertise will be an added advantage.
    • Acumen and experience to manage and interact with key stakeholders at the senior level, Board, and other relevant Board sub-committees, including business, project sponsors, professional, and entrepreneurial individuals.
    • Advanced knowledge and understanding of accounting principles, Commercial law, and all related compliance legislation including the Public Finance Management Act and FAIS.
    • Good understanding and knowledge of the formulation and implementation of policies and procedures.
