    Programme Specialist: Adolescents and Young People (AYP)

    The duties and responsibilities of the Programme Specialist will include, but not limited to:

    • Provide input to Programme Description and NACOSA’s Programme philosophy, alignment with country priorities and plans, theory of change, evidence-informed methodologies, national and international M&E indicators, and targets, including chapters on specific grants.
    • Coordinate with other Global Fund Principal Recipients in the delivery of a harmonized, high-impact AYP programmes in Tshwane, Gauteng.
    • Provide input to programmatic policies and standard operating procedures (SOPs), quality assurance strategies, etc., as required to ensure efficient programme implementation.
    • Provide input to programme operational plans and specialised layered services.
    • Manage the Implementing Partner Selection process, including developing calls for proposal, and lead capacity assessment, selection, adjudication of implementing partners
    • Lead in periodic assessments of program quality and support data and finance quality assurance assessments with implementing partners.
    • Provide programme orientation to service providers, implementing teams or implementing partners to introduce the programme, its intended purpose, goals, targets.
    • Coordinate and manage area based programmatic workplans and ensure that grant implementation is in alignment with the approved workplan, budget and targets.
    • Provide in-depth programmatic guidance, mentoring, technical assistance, and leadership to implementing partners and service providers to ensure programme deliverables are met.
    • Assist in the analysis of the projects’ performance in the designated areas of expertise.
    • Review programmatic spend of implementation teams / partners to ensure adherence to programme budget and compliance to donor rules.
    • Make recommendations regarding payment to service providers / implementing partners
    • Conduct regular site visits and meetings with implementing partners to ensure effective communication and efficient programme implementation.
    • Network with, and build strategic alliances and relationships with key stakeholders involved in the project in the local, national and international environment.

    Requirements

     Required qualifications, skills and experience

    • Bachelor's Degree in Social Science, Public Health, Sociology, post-graduate qualification would be advantageous.
    • Minimum 5 years related experience in leading direct implementation teams in target-driven programmes.
    • Minimum 3 years’ experience in the HIV/AIDS and TB sector.
    • Experience working as a Public Health programmes Specialist or in a similar role where technical guidance had to be provided to implementers or programme staff will be advantageous.
    • Knowledge of South African HIV and TB Guidelines including HIV prevention, sexual and reproductive health; HIV Testing Services; TB screening and adherence support. 
    • Experience in working with the Education sector (Secondary and Primary School settings) in SRH programmes. 
    • Project management skills, training and facilitation experience, networking & partnership, and interpersonal skills;
    • Experience in developing training materials and experience in report writing;
    • Knowledge of HIV prevention and sexual and reproductive health is an advantage;
    • Excellent communication skills in English;
    • Excellent computer skills (Word, Excel, PowerPoint) and experience with web-based data systems;
    • Highly organised, deadline driven and efficient with planning skills and a proactive and positive approach;
    • Ability to work well in a team environment, with a variety of internal and external stakeholders;
    • Willingness to travel frequently and a valid South African Driver’s license.

    Clinical Mentor - Cape Town

    The duties and responsibilities of the Clinical Mentor will include, but not limited to: 

    • Support the implementation of GBV clinical care and HIV care and treatment services within the supported sub-districts, including but not limited to the implementation of HIV testing, Post Exposure Prophylaxis, STI prophylaxis, Emergency Contraceptives, Trauma containment and linkage to ART initiation, retention strategies, and differentiated models of care. 
    • Identify gaps in clinical guideline implementation at the facility level and develop plans to address these. 
    • Support the implementation of clinical guidelines at the facility level through on-site mentoring support and contribute to the achievement of priority programme targets. 
    • Provide direct service delivery to support the achievement of Post Violence Care services to adolescent girls and young women, and other survivors of GBV. 
    • Support team members with the management of complex clinical cases, including facilitating all referrals to other services needed by survivors. 
    • Track and monitor all programme components, including operational research projects as applicable, using agreed indicators. 
    • Ensure compliance with clinical guidelines and policies at all supported facilities, in collaboration with other NACOSA USAID GBV teams and other DREAMS partners. 
    • Support the identification and implementation of Quality Improvement projects. 
    • Participate in monthly progress meetings with the district teams to monitor progress of the strategic plan and deliverables. 
    • Identify training needs of DOH and Direct Implementation staff and Implementing partner staff. 
    • Capacitate DOH and Direct implementing teams to deliver on the clinical components of the project and other related strategies, through formal and on-site training. 
    • Monitor the implementation of training and mentoring activities. 
    • Ensure the transfer of skills and knowledge to DOH and NACOSA colleagues. 
    • Support the implementation of clinical support materials related to Post Violence Clinical care services. 
    • Support clinical file reviews and audits to identify skills gaps. 
    • Participate in the development of training and mentoring plans in the supported districts. 
    • Complete training and mentoring reports including description and analysis of participant assessment and evaluation and communicate report to relevant stakeholders. 
    • Report on key achievements, challenges, and successes according to programme reporting timelines. 
    • Ensure high-quality data is reported for the programme area according to reporting timelines. 
    • Ensure clinical and program data is regularly reviewed and analysed, gaps identified, and action plans or mitigation plans implemented in collaboration with other team members. 
    • Track facility-level progress towards achieving targets. 
    • Disseminate accurate reports to internal and external stakeholders on an ongoing basis. 
    • Take ownership and accountability for tasks and demonstrate effective self-management. 
    • Follow through to ensure that quality and productivity standards of own work are consistently and accurately maintained. 
    • Maintain a positive attitude and respond openly to feedback. 
    • Take ownership of driving your own career development by participating in ongoing training and development activities such as forums, conferences, policy-setting workshops, etc. 

    Requirements

    Required qualifications, skills, and experience.  

    • A Degree or Diploma in Nursing. 
    • A minimum of 3 years working experience in Public Health, HIV Management, SRH or Mental Health is a must; 
    • Experience working in Primary or Community Healthcare facilities. 
    • Experience in NIMART, PHC or Mental Health will be an added advantage. 
    • Experience in Clinical Forensic Medicine will be an added advantage. 
    • Certification in HIV Management. 
    • Sound technical knowledge of HIV prevention strategies and sexual and reproductive health. 
    • Experience implementing retention interventions, and linkage to care interventions an advantage. 
    • Experience working in a donor-funded organisation/NGO or project-based environment. 
    • Qualification or experience in training, mentoring, project management and quality improvement methodologies an advantage. 
    • Knowledge of clinical systems and data management. 
    • Good computer skills, specifically in MS Word, Excel, PowerPoint 
    • Read, write, and speak in two official South African languages, of which one must be English. 
    • Travel will be required within and outside of the district. 
    • Ability to work in a highly demanding and pressurized environment, flexibility, management, training, and leadership experience.
