    Researcher

    JOB PURPOSE

    • To administer research within Skills Planning Department.

    ROLE CONTEXT

    • Administration of research functions within the Skills Planning department in the Research Unit working closely with Research Manager

    KEY PERFORMANCE AREAS
    KEY PERFORMANCE AREA - FUNCTIONAL OUTPUTS / ACTIONS
    RESEARCH

    • Support the Research Manager within the Research division to strengthen the Sector Skills Plan and AgriSETA specific research
    • Conduct desktop, field, and telephonic research
    • Under the guidance of the Research Manager develop questionnaires/interview schedules and other data gathering tools for stakeholders
    • Administer face–to–face interviews/questionnaires and telephonic interviews with stakeholders
    • Manage records and tracking of all the questionnaires received
    • Capture research data
    • Collate all records of all the questionnaires received

    CAPTURING OF DATA

    • Data collection and capturing of questionnaires for incorporating into the Sector Skills Plan and Research Reports
    • Administering, capturing, and editing all questionnaires for all research related activities

    SECTOR SKILLS COMMITTEES

    • Organise Sector Skills Committee (SSC) meetings and plenaries
    • Draft minutes for meetings
    • Receive and capture travel claims
    • Conduct site visits prior to the Sector Skills Committees meeting and plenary
    • Organizing Sector Skills Committees files
    • Responsible for the logistical arrangements

    MANAGEMENT OF DATA

    • Collate, capture, and store all questionnaires and other research tools used to capture
    • Compile research related data on request
    • Maintain various datasets
    • Basic data analysis

    STAKEHOLDER LIAISON

    • Maintain stakeholder relations.
    • Provide guidance to stakeholders on research opportunities.
    • Provide feedback on travel claims for SSC members

    ADMINISTRATION

    • Organize meetings for research purposes with stakeholders. Generate weekly and monthly reports
    • Assist with basic administration tasks
    • Manage records and tracking of all research-related activities

    AD HOC

    • Any other duties which may be assigned from time to time

    • Internal departments: All departments within AgriSETA
    • External research partners and stakeholders

    MINIMUM QUALIFICATIONS AND EXPERIENCE

    • NQF Level 6 Qualification or Equivalent with Research Methodology as a module
    • A relevant postgraduate qualification will be an added advantage
    • 2 years’ experience conducting research
    • Experience in undertaking interviews and questionnaires with individuals and focus groups
    • Basic statistics experience
    • Drivers license is mandatory

    REQUIRED COMPETENCIES

    • Demonstrated competence with Microsoft Word, Excel, and Outlook
    • Excellent written, verbal, and interpersonal communication skills

    Supply Chain Management Officer REF: AgriS07/10/2023

    JOB PURPOSE

    • To ensure implementation of procurement provision of the PFMA, the Preferential Policy Framework Act and other relevant legislation for effective supply chain management at AgriSETA
    • The Management of supplier relationship including price, negotiation, planning, production, inventory control and quality control
    • Management of the Supply Chain Unit ROLE CONTEXT
    • Ensure that goods and services are procured timely for improved service delivery and smooth operation of the SETA.

    KEY PERFORMANCE AREAS

    FUNCTIONAL OUTPUTS / ACTIONS PROCUREMENT OF GOODS AND SERVICES IN LINE WITH SCM POLICY, TREASURY REGULATIONS, nPRACTICE NOTES, CIRCULARS AND INTRUCTION NOTES

    • Source quotation from tax compliant service providers registered on CSD in a set turnaround time.
    • Compile RFQ comparative schedules and recommendation for approval
    • Generate purchase orders the distribute them to end users and suppliers.
    • Ensure and confirm compliance with SCM prescripts.
    • Verify if supplier is not listed on restricted suppliers list at National Treasury.
    • Ensure that requisitions are approved according to the Delegation of Authority
    • Update the RFQ register of all procurement below R1million (update the status on requisition) evaluate and preparerecommendation reports to ensure that compliance has been met daily.
    • Verify payment on receipt of invoice. 

    BID ADMINISTRATION 

    • Ensure the National Treasury Instruction note on enhancing compliance monitoring and improving transparency, accountability in the Supply Chain Management has been implemented in all procurement processes.
    • Assist the end user in compiling fair and equitable terms of references or specifications that are in line with the SCM Policy and Procedures
    • Compile tender documents.
    • Finalising the scoring of each bidder
    • Explaining all the scoring processes
    • Provide administrative support on all Bid Committees.
    • Prepare the memorandum for BEC and BAC
    • Prepare all appointment letters for BSC, BEC and BAC (Terms of Reference) for each committee member prior to Bid Committee meetings
    • Ensure members complete the Declaration of Interest
    • Render secretariat service to bidding committees.

    MANAGEMENT

    • Prepare SLA’s and submit the contracts for vetting prior to commencement of the contract (attach proof of vetting)
    • Ensure that contracts are signed and witnessed by all parties before commencement of services.

    TRAVEL MANAGEMENT 

    • Assist all employees and external stakeholders regarding travelling logistics (Ensure that travelling is in line with National Travel Policy Framework)
    • Book travel through Agencies and send vouchers to the end user prior to travel
    • Resolve all after-hours queries
    • Respond to internal and external queries
    • Make all the necessary travel arrangements on receipt of approved travel requests
    • Communicate any changes and updates with agencies, service providers and appropriate parties.

    STOCK CONTROL 

    • Manage AgriSETA stores.
    • Safeguard AgriSETA Inventory (Stationery, Cartridges) and groceries
    • Ensure stock is replenished (low stock)
    • Responsible for the stock control system for stationery, cleaning materials and consumables
    • Quarterly stock counts and keep records.
    • Monthly signed inventory register must be in place.

    REPORTING 

    • Submit reports to the SCM: Manager within stipulated timelines.

    AD HOC 

    • Any other duties which may be assigned from time to time

    INTERNAL AND EXTERNAL

    • Internal divisions: All divisions within AgriSETA
    • External: Clients of and visitors to AgriSETA. Various Service Providers.

    QUALIFICATIONS AND EXPERIENCE

    • NQF 6 in Supply Chain Management / Logistics, or equivalent 3 years or more related experience in Supply Chain Management environment

    Assistant Manager: Internal Audit

    JOB PURPORSE

    • Contribute to the coordination, implementation and execution of the Audit Plan and Audit Strategy for AgriSETA.

    KEY PERFORMANCE AREAS
    FUNCTIONAL OUTPUTS / ACTIONS

    • Conduct all the allocated audits as per the audit plan according to set audit standards and procedures
    • Conduct special projects as effectively and efficiently as per the Annual Audit Plan
    • Conduct audit investigative processes from beginning to end and ensure that processes are documented completely and accurately, within specified timelines
    • Conduct all the developed audit programmes and testing procedures relevant to risk and test the objectives
    • Ensure preparation of all working paper documentation adequately, and ensure work is performed in accordance with the Institute of Internal Auditors (IIA) standards
    • Discuss findings with client personnel during the course of the audit to ensure the accuracy of the findings reflect the actual reality
    • Contribute to the compilation and drafting of reports of audit findings and make recommendations for improvements in operations for review by the Internal Audit Manager
    • Submit the draft reports to the Assistant Manager for management to ensure concise and accurate reporting and conformance and compliance to auditing reporting standards
    • Conduct follow up audits within required timeframes to monitor management interventions and progress
    • Contribute to the development of the Annual Audit Plan by providing inputs
    • Assist with the coordination of meetings with management to discuss draft audit reports
    • Ensure that the relevant auditing management systems and optimise controls and processes are maintained;
    • Ensure that work, at all times, is conducted in compliance with statutory requirements, policies and procedures in line with IIA Standards and SETAs policies and procedures
    • Ensure that all working papers and evidence are updated and saved on the system at all times
    • Ensure that audit progress is updated on the auditing system on a regular basis
    • Sound effective and efficient administration of all records and information to enable easy accessibility and accuracy and comprehensiveness of information
    • Adherence to AgriSETA policies, procedures, PFMA and relevant legislation
    • Continuously track, monitor and measure individual performance against set standards and performance targets
    • Ensure the effective utilisation of research, up-to-date knowledge and intelligence to continuously support the SETA’s performance
    • Professional conduct at all times ensuring all behaviour and conduct are aligned with the SETA values
    • Effective, professional communication and dialogue with all Stakeholders and Management Perform ad-hoc audits as and when requested by management

    MINIMUM
    QUALIFICATION & EXPERIENCE

    • National Diploma (NQF6) in Auditing / Accounting or equivalent
    • 2-3 years’ experience in internal auditing
    • Knowledge and ability to work on accounting and auditing systems
    • Knowledge and understanding of International Standards for the Professional Practice of Internal Auditing
    • Ability to observe and understand business processes
    • Experience of working in a similar position within the SETA environment will be an added advantage
    • Computer literacy (MS Excel, MS Word, MS PowerPoint)
    • A valid driver’s licence
