    Technical Advisor: Quality Improvement

    Job Description

    Technical QI Support

    • Support the development & review of the Anova sub-district & facility 959595 plan, in line with overall Anova 959595 plan
    • Provide technical assistance for development & review of 959595 implementation plans at facility & sub-district level.
    • Provide technical assistance for programs design and planning
    • Assess current health system’s needs, and implementing activities to support project reporting requirements and routine projects management
    • Use data (weekly – monthly) to monitor performance against target, guide Anova roving teams on which facilities to prioritise for support & which programme areas to prioritise, based on performance data
    • Oversee the implementation of facility quality improvement plans

     Training & Mentorship

    • Facilitate skills building and in-service workshops for Anova & DoH staff on Quality Improvement methodologies and techniques.
    • Mentor Anova & DoH staff on development, implementation & review of QI plans
    • Conduct facility visits with Anova roving team weekly to provide support for facilities where QIPs are being implemented
    • Facilitate learning sessions or cluster review meetings or performance review meetings for Anova & DoH teams.
    • Provide tools for design, implementation and monitoring of implementation of QI plans & HSS activities

    SIMS, EWI, Ideal Clinic and other Formal Assessments

    • Conduct baseline SIMS, EWI, Ideal Clinic and other standardised assessments in all supported facilities annually
    • Implement remedial & quality improvement activities to address gaps identified by formal assessment. Conduct follow-up assessment thereafter
    • Ensure all supported facilities achieve minimum light green for all SIMS care & treatment CEEs and Ideal Clinic status achieved and maintained annually

    Reporting & Administration

    • Submit monthly reports to line manager timeously
    • Submit other progress reports as requested
    • Keep record of all QIPs and processes followed from planning to implementation of the QIPs
    • Report on QI projects conducted by writing up abstracts, posters, articles etc. for conferences, journals, meetings etc.
    • Form part of Anova sub-district & roving team
    • Participate in monthly Anova sub-district meetings by presenting feedback on QIPs and activities
    • Represent Anova in relevant DoH and Funder meetings & forums
    • Establish & maintain good working relationships with all key stakeholders within & outside of Anova

    Any other tasks as agreed with line manager.

    Essential qualifications and experience

    • A degree in Nursing, Public Health, Quality Management or Social & Behavioural Science
    • Quality Improvement Advisor Course or other training in QI methodologies will be an added advantage
    • At least 2 years’ experience in a management or senior role within comprehensive HIV/TB programmes
    • Minimum 2 years’ experience in designing QI plans, tools and learning materials
    • Sound knowledge and understanding of national public health priority programs
    • Must have knowledge of and documentation of best practices
    • Ability to effectively present information and respond to questions from senior managers, DOH, partners and funders
    • Supervision and project management skills could serve as an advantage

    Medical Officer

    Key duties and responsibilities:  

    • Support linkage to ART for hospital in-patients who are eligible to start ART; including through DSD
    • Review and manage patients with unsuppressed viral load on 2nd line ART regimen
    • Manage patients with complications of HIV, TB, ART or TB medication
    • Coach and train junior doctors and nursing staff on HIV management to ensure transfer of knowledge
    • Establish and maintain functional referral networks with referring CHC and PHC facilities
    • Support Quality Improvement activities that result in achievement of 95-95-95 goals at allocated hospital

    Minimum qualifications and experience:

    • MBChB degree with valid HPCSA registration as Independent Practitioner
    • Minimum 2 years’ post community service clinical experience
    • HIV Management diploma or training an advantage
    • At least 2 years’ experience in comprehensive HIV management
    • Good knowledge of Antiretroviral therapy, TB and chronic medication

    Project Manager

    Key Duties and Responsibilities

    • Manage and coordinate all ANOVA Health Institute- programme activities and implementation management at assigned district/sub- district level/nodes.
    • Develop and maintain key relationships (liaison) with relevant government department and staff, and other stakeholders with a view of joint problem solving and addressing challenges.
    • Collaborate with DOH facilities to implement the COPC policy in all nodes.
    • Support the development & implementation of the project in healthcare facilities, communities, schools, DOH and ANOVA workplan.
    • Produce a list of strategic partners and stakeholders that are directly linked with programme goals and objectives, constantly work with the various stakeholders to strengthen linkage, and improve outcomes.
    • Report project findings to internal and external stakeholders in aid of programme advocacy.
    • Manage a diverse team of staff in conjunction with other line managers to ensure efficient project delivery.
    • Arrange daily, weekly, monthly meetings with staff and all relevant stakeholders
    • Implementation of project as prescribed by DOH SLA
    • Monitor outputs in comparison with DOH targets.
    • Advise and give input on QIP’s.
    • Advise on additional activities to reach targets.
    • Set priority actions and activities based on SLA and community needs.

    Minimum Qualifications, Experience and Skills Required

    • A degree or diploma qualification as a Professional Nurse
    • Registration as a Professional Nurse with the South African Nursing Council
    • Minimum years: 5 - 7 in public health/social development and demonstrated expertise in community care and HIV/AIDS.
    • 5 years’ experience proven track record in leading and managing NGOs/NPOs teams and development programs.
    • 5 years’ experience as a manager or team supervisor delivering primary healthcare services including HIV/TB/S2TI, home based care, etc.
    • In-depth understanding of programme issues and policy work at local and district level.
    • Demonstrated ability in writing and presenting programs.
    • In-depth knowledge of the Western Cape Department of Health community programme, programme rules and regulations and reporting requirements.
    • Experience with budget development and implementation of quality control.
    • Valid Driver's Licence
    • Proven track record of successfully managing and delivering projects on time and within budget.
    • Strong leadership, communication, and interpersonal skills.
    • Ability to work under pressure and meet tight deadlines.

    Retention Coach

    Key duties and responsibilities:

    Project implementation

    • Recruit and receive referrals of high-risk men.
    • Schedule and arrange appointments for clients at the clinics
    • Provide comprehensive counselling to promote retention in line with DoH policies and guidelines and in line with District 909090 DIP and Sub-district IP 909090 plans.

    Stakeholder engagement

    • Attend weekly Mens health Meetings.
    • Act upon the recommendations and outcomes of the Mens Health Meetings.
    • Collaborate with Ward Based Outreach team and DoH Social Worker, Dietician, Lay Counsellors and Clinicians for bi-lateral referrals.  

    Reporting

    • Report daily with numbers if men mobilised, linked to care
    • Keep an updated record of number of clients offered adherence counselling, linked into care, index testing and partner disclosure, I-ACT individual session and support groups, referrals in line with stationery used by DoH and Anova.

     Administration

    • Be available to work on weekends &/ or Public Holidays to provide mobilise recruit men and provide adherence counselling at DoH facilities when required, a minimum of at least one Saturday per month (When required).
    • Attend Anova team & staff meetings as required

    Engagement with DoH and Anova staff

    • Form part of the facility team and work 8 hours daily according to their agreed upon starting & finishing time
    • Form part of a multidisciplinary teams within Anova to promote 90% retention.

    Senior Technical Advisor: System Strengthening & Partnerships

    Key duties and responsibilities

     Stakeholder engagement, Provincial and District Partner Coordination 

    • Develop and update Memorandum of Understanding (MOUs) and Service Level Agreements (SLAs( between Anova and Limpopo DoH, Department of Social Development, and other key stakeholders identified.
    • Facilitate the signing off of MOUs and SLAs by relevant stakeholders.
    • Identify potential threats to the Anova/DoH relationship and implement risk mitigation plans, working closely with other Anova managers.
    • Coordinate and facilitate monthly meetings between DoH team and PEPFAR funded orgnaisations in Capricorn & Mopani district.
    • Identify key stakeholders (key decision makers, implementers, and senior management) at district levels to enable successful implementation of the Anova programme.

    Technical Support to Provincial DoH Team

    • Provide Technical Assistance to DoH district HIV/TB programme managers to develop workplans, including activities to accelerate Treatment Initiation and Retention in line with the 95-95-95 strategy and NSP for HIV/TB/STI.
    • Implement annual and quarterly joint strategic and work plan development: Through a consultative process to align work plans with the strategic directions and targets in national and provincial plans, the annual PEPFAR Country Operational Plan, and USAID priorities.
    • Collaborate with DoH district counterparts, conduct quarterly reviews of HIV/TB programme performance against targets and support the development of quality improvement plans (QIPs) to address performance gaps.
    • Implement Quarterly joint Program reviews: performance monitoring with DoH using the latest available site-level data for decision making, adaptive management, and continuous quality improvement to close Program gaps and improve equity.
    • Collaborate with provincial and district DoH counterparts to ensure timely adoption of national health policies.
    • Support and strengthen Health governance structures through targeted Management Development Training – budget planning, financial management, human resource planning and performance management.
    • Communities of practice – capacitation of facility managers and tele-mentoring platforms.
    • Provide administrative support and capacitation to clinic committees.
    • Support AIDS Councils, encouraging private sector participation and use of community-led monitoring feedback

     CBO/CSO Engagement

    • Community Development and Enhancement Program: Oversee organizational and technical capacity building program to improve the engagement of CBOs in HIV and social support services.
    • Contracting local CBOs to deliver program targets: Provide oversight of Anova community sub-awardees.
    • Ensure that CBO participation maximises geographic coverage, and priority populations (PLHIV, youth, key populations, and people affected by GBV).

    Team Supervision

    • In line with Anova HR policies and processes supervise and manage District Systems Strengthening, Programme Managers, District Community Managers, and other staff providing TA to local AIDS Councils and clinic committees.

    Essential qualifications and experience

    • A Master's degree in Public Health, Social Work, Health Administration, Business, Administration with a focus on public health, social sciences, social work, or related field.
    • A minimum of eight years of experience with progressively increasing responsibility in designing, implementing and managing large, complex activities involving multiple partners.
    • Demonstrated working knowledge and experience of the health care delivery system, the linkage between facility and community, and the network of community-based civil society organizations in South Africa.

    Enrolled Nurse - Vanderbijlpark

    Key duties and responsibilities:

    • Support facilities with phlebotomy work by identifying clients eligible for viral load monitoring and collect blood specimens for viral load testing.
    • Screen clients for STIs, TB, Hypertension, Diabetes and refer for provision of symptomatic management.
    • Provide phlebotomy services for baseline bloods (pre-ART patients), VL and other monitoring bloods for patients already on ART in decanted modalities or general follow-up care.
    • Supervise the implementation of Anova’s APACE support activities at facility and facility level, in line with 95-95-95 strategy and workplan.
    • Support Anova and/or DOH counsellors providing case finding and linkage to care services as well as adherence club.
    • Supervise IQC, PT and other RTCQI activities at facility level.
    • Supervise and perform monitoring activities including updating of registers and collection of statistics and validating of data.
    • Track laboratory results and ensure appropriate distribution, capturing and filing thereof.
    • Adhere to individual target requirements as per team lead/supervisor directive, maintain data collection requirements and submit reports as required.

    Essential qualifications, skills and experience:

    • Enrolled Nursing qualification.
    • At least 3 years’ experience in Enrolled Nurse duties.
    • At least 3 years’ experience in HIV or Public health environment.
    • Able to demonstrate ability to manage data collection and reporting.
    • Computer Literate – MS Office Packages (MS Outlook, MS Word, MS Excel & PowerPoint).

    Clinical Mentor

    Job Description

    To provide technical assistance, capacity-building and health system strengthening support to initiate or enhance the roll-out of various services within the Anova Adolescents & Youth Programme.  The Clinical Mentor will be roving and serve to provide mentorship and strengthening of clinical health services, as part of a comprehensive package of adolescent & youth friendly services. S/he will be part of a multi-disciplinary team which provide site support for the implementation, improvement and expansion of such services amongst the broader APACE Programme.

    Main Job Purpose:

    • Routinely monitor performance (data) & registers of adolescents & youth services at facility level (especially indicators pertaining to HTS, PrEP, ART, STI management and sexual & reproductive health and rights (SRHR); and provide mentorship & technical support where required
    • Conduct clinic file audits (adolescent & youth) for each supported facility and implement corrective measures together with the health care practitioners involved, where needed
    • Work with Anova sub-district team and PASP team to use data to identify poor performing facilities, put together and implement QI plans as agreed upon with the team & facilities
    • Ensure facilities have the latest adolescent & youth health policies
    • Identify training needs at facility level through a skills audit and routine monitoring of training gaps of staff
    • Advocate for off-site training and/or arrange for in-service training where needed
    • Attend TOT on adolescent and youth services related guidelines on behalf of Anova APACE programme
    • Provide training to relevant staff (Internal & external staff) on programmes related to Management of Adolescents living with HIV or at risk of contracting HIV (PrEP, SRHR, STI’s, Adherence support, AYFS etc.)
    • Mentor & coach the NIMART DsD nurses and Anova Apace teams on key issues related to Management of Adolescents living with HIV or at risk of contracting HIV (PrEP, SRHR, STI’s, Adherence support, AYFS etc.)
    • Work with Anova roving technical team to identify gaps within the health system and implement corrective measures where necessary
    • Ensure the AYFS and the establishment of youth zones is prioritised e.g. flexi/happy hour/youth clinic days etc.
    • Perform baseline assessments prior to implementation of PrEP and AYFS as required for the purposes of quality improvement that is aligned with the adolescent youth programme and NDoH’s relevant strategies (Ideal Clinic, AYFS, 959595) at supported facilities and implement corrective measures

    Qualifications and Experience

    • Valid registration as a Professional Nurse with the South African Nursing Council
    • Clinical Assessment Treatment & Care (PHC Nurse Clinician is an advantage)
    • NIMART trained and mentored
    • 2 to 5 years’ Experience in working as a professional nurse including work in HIV/AIDS/TB with special focus on adolescents and youth specific care at Primary Health Care level
    • Trained on Paediatric management of ART
    • Experience in implementing and support youth programmes, particularly around the promotion of sexual reproductive health and rights and AYFS
    • Experience in training an advantage
    • Experience in engaging with youth and practitioners working with young people
    • Ability to communicate in local languages (an advantage)
