    Group Chief Operating Officer

    Job Description

    Job Purpose: Lead, direct, assume accountability and realizes the value for company stakeholders by directing operations, managing and monitoring the company’s day-to-day operations and major capital projects to achieve PetroSA (existing Operations) purpose of commercializing all the state-owned assets in the in the Petroleum sector and to manage them as a profitable business for the benefit of all South Africans.

    Responsibilities:

    • Direct, monitor and report on the integrity of the company’s assets to ensure optimal asset performance, asset and employee safety and the achievements of environmental targets.
    • Direct, monitor and report on the production and delivery of products and services in accordance with world class quality standards and regulations to ensure customer requirements are met.
    • Direct, monitor and report on the implementation of SHEQ management practices and systems to ensure compliance to regulatory requirements and the safeguarding of employees and assets
    • Review and monitor that all procurement and contracts entered into meet all legislation and regulatory requirements and that competitive pricing is achieved.
    • Direct, monitor and report on the development and execution of capital projects to ensure infrastructure and logistics for operational capacity to produce and deliver product according to customer requirements
    • Direct, monitor and report on the approval of optimal staff levels for each division/function and manage and monitor the increase effectiveness of Shared Services to the business and implementation of actions to overcome barriers to shared service delivery to ensure optimal utilisation of resources within the organisation
    • Direct, manage and monitor the development of operational systems, processes and policies to support business plans and the implementation of continuous improvement initiates and corrective actions to ensure effective utilization of resources to achieve maximum productivity and compliance to regulatory standards.
    • Direct, monitor and report on the implementation of action plans and risk mitigating actions to secure the Operations Installation (National Key Point) and its people. 
    • Manage, monitor and report on the social investment in terms of skills transfer and social partnership to ensure the upliftment of previously disadvantaged individuals and communities and improve customer satisfaction.
    • Manage and monitor executive staff performance and the development of learning and growth plans, provide ongoing coaching and handle personnel related queries to ensure good performance delivery, retention and a continuous leadership pipeline.

    Minimum Requirements

    Minimum Qualifications:

    • An Advanced Diploma(NQF Level 7)/Bachelors Degree in Engineering
    • An Accredited MBA or Postgraduate Technical qualification (Added advantage)

    Minimum Experience:

    • 15 years’ experience with 10 years in Senior Management within the Petrochemical Industry(Upstream/Midstream/Downstream)

    • Liquid Fuels Charter
    • Preferential Procurement Framework
    • King III Report and principles of Corporate Governance
    • Trends, best practices, and policies affecting the industry and business.
    • South African Legislation relating to SHEQ (e.g., Mine Health and Safety Act and Occupational Health and Safety Act etc.)

    Project Manager

    Job Description

    Job Purpose: Manage the development of mega and major multi-disciplinary projects, executed by a single or various entities inside or outside PetroSA to ensure that the contracting entity executes the project for PetroSA according to the standard set, meeting the major milestone within the approval budget, timelines, and quality requirements.

    Responsibilities:

    • Translate strategic user requirements and organisational objectives and develop, co-ordinate these into project plans for the PetroSA projects as well as take responsibility for integration into operations.
    • Facilitate the progress of approval for opportunities through the PetroSA and external stakeholders to ensure that projects are ready to proceed to the next phase.
    • Manage and coordinate an Enterprise risk assessment through the corporate Risk Register for projects and develop mitigating actions to ensure all risks to be managed are identified
    • Direct, control and manage through nominated staff all aspects of the project including in-house engineering, procurement, construction, interfaces, administration functions and all external work undertaking by contractors and consultants throughout the design, supply, construction, and commissioning phases of the project.
    • Manage and monitor internal stakeholder performance and implement corrective actions to ensure stakeholder compliance to internal SLA’s and the delivery of services as required
    • Oversee Programme and Project Management during the initiation, planning, execution, monitoring and evaluation, and close out phases to ensure the objectives of the programme / project are realised.
    • Ensure initiation and execution of the projects is in accordance with the PetroSA Project Management Framework, such that completion of the project is achieved by the authorised completion date, within the authorised budget and equals or exceeds the expected quality.
    • Develop, manage and monitor the evaluation and appraisal project budgets, track and monitor expenditure against actual expenditure to ensure funds are optimally utilised in the evaluation and appraisal
    • Provide advice, guidance and consultative expertise to stakeholders regarding business development matters, direction and sustainability of PetroSA, to best meet strategic objectives and inform the decision-making process

    Minimum Requirements

    Minimum Qualifications:

    • Advanced Diploma (NQF Lev7)/BTech or BSc. Eng (Civil, Electrical, Mechanical, Information Systems or equivalent)
    • Certified Project Manager(PMP, Prince2 etc)
    • Professional registration with the relevant accredited Industry bodies such as PMSA, PMI etc

    Minimum Experience:

    • 5-8 years relevant experience, including Infrastructure project
    • Petrochemical Industry experience(Added advantage)

    • Public Finance Management Act
    • Economic modelling and forecasting
    • Project management
    • Risk management
    • South African Legislation relating to SHEQ (e.g. Mine Health and Safety Act and Occupational Health and Safety Act etc)
