Key Responsibility Areas 

• Develop plans, policies and procedures for network, hosting, Unified Messaging and Channel Enablement services implementation strategies and ensure compliance with governance frameworks. 
• Develop and oversee the maintenance plan for the hosting services in order to ensure technical performance, availability and stability or sustainability 
• Manage the Network (WAN & LAN) unified messaging and channel enablement services operations in the Province to ensure effective and efficient service delivery 
• Ensure that the data center is adequate to support various customer system landings 
• Customer service: Manage organisational resources to resolve customer issues and to identify root causes while balancing the financial realities and strategic goals of the company 
• Own the supplier relationship and ensure the ongoing management of performance, quality, cost, contractual commitments 
• Designs, implements, integrate, and provide full support for hardware in a multi-tiered, multi-platform environment 
• Manages implementation and maintenance activities for computer system hardware and configurations 
• Extremely close management of Incidents, Problem tickets and Change Controls in a complex data center environment to reduce risk and utilize safe times for repair and change 
• Responsible to asset tagging and the data center inventory management 
• Manages the integration of new technologies into the company environment 
• Financial and business management 
• Human Capital Management.  

Qualifications and Experience 

• Minimum: 3-4-year National Diploma / National First Degree in Software Engineering/ Computer Science /Information Technology or relevant equivalent. A relevant certification will be an added advantage. 
• Experience: 8 -10 years’ experience in the IT Infrastructure field. Experience should include: minimum 5 years’ experience in a management/leadership level/role. Experience in managing analysis, design, development and support of complex enterprise IT infrastructure solutions. Experience in managing medium to complex IT projects and or services with multiple internal / external dependencies, management of application support, LAN/WAN support, desktop support, software maintenance and support, within the corporate/public sector.

Key Responsibility Areas 

• Execute tactical and Strategic sourcing, processes and administration activities for identified basic ICT Cluster commodities in order to deliver fast and efficient tender turnaround times as well as achieve business operational efficiencies. 
• Execute fact-based negotiation strategies and tactics as well as support supplier selection processes so as to enhance defined value propositions for SITA LOB ICT Cluster 
• Manage customer/ supplier/internal stakeholder relationships to ensure supply chain stability, monitor and drive governance contract compliance and performance 
• Manage resources (i.e. budget/finances, assets and human capital) within the business unit to ensure efficient operations 
• Execute the implementation of strategies for the promotion of the Procurement transformation agenda (B-BBEE, SMME, Local content, Black equity/ownership, industrialization/manufacturing skills development, black youth, people living with disabilities, and black women) in order to develop the indigenous ICT sector 
• Execute and report on SITA LOB ICT Cluster related risks, exposures and trends 

 Qualifications and Experience 

• Minimum: 3-year National Diploma / Degree in Commerce/ Engineering/ IT /Supply Chain /Logistics/Law- or any relevant qualification equivalent to NQF level 6. 
• Experience: A minimum of 5 - 6 Years practical experience in Procurement and Supply Chain Management of which at least 3 years must be at management/supervisory level. 1-year experience in Public Sector Procurement would be an added advantage, with exposure to the following Public Finance Management Act Preferential Procurement Policy Framework Act Broad-Based Black Economic Empowerment Codes and Regulations Treasury Regulations. 

Technical Competencies Description 

• Knowledge of: Procurement and supply chain best practices SCM/Procurement processes, procedures and transaction systems Basic knowledge of ICT Tactical and Strategic Sourcing with emphasis on quick turnaround for Lines of Business Strategy execution Facilitation of supplier negotiations Financial management and cost analysis Supply Value Chain Analysis Risk Management Legal aspects for Procurement Supplier relationship management Tender administration and management Contract management and purchasing.

Key Responsibility Areas 

• Lead the design and development of new features for the software systems, and improvement of the existing ones; 
• Implementation, debugging, documentation and release of the software solutions; 
• Provide maintenance and enhancement support of the existing systems; 
• Perform software systems coding assignments; and 
• Supervision of the Software development team. 

 Qualifications and Experience 

• Minimum: 3 years National Higher Diploma/ Bachelor's degree in ICT (Computer Science, Information Systems, Technology and Engineering) or related field. 
• Experience: 6-7 years’ experience with full software development lifecycle (SLDC), including solution development, operational responsibility in a large corporate/public sector organisation. The experience must include: Good solid programming Skills and understanding of C# or JAVA or Visual Basic 6. Experience in two or more of the listed programming languages will be an advantage. Oracle database knowledge and experience is essential and required.
• Experience in solution analysis, development, implementation and maintenance/enhancements of systems within the corporate/public sector, including: Successfully developed and implemented applications. Software development team leadership competency. Software development deliverable effort planning, estimations and execution management.
• Developed efficient and effective IT solutions to diverse and complex business problems. Extensive experience with a wide variety of database management systems and maintenance. Extensive experience with a wide variety of programming languages and technologies, HTML, CSS, JavaScript, Bootstrap. Extensive experience with working on multiple tasks and report status. Experience in interacting with customers. Experience in maintaining technical documentation that supports the systems. 

Technical Competencies Description 

• Solid understanding of computer science including algorithms, data structures, operating systems and databases. ICT Governance and Compliance Governance e.g. Cobit and ITIL. Strong knowledge to design test plans according to the software requirements specification. Broad and extensive knowledge of the software development process and its technologies.
• Extensive knowledge of design techniques, tools, and principles involved in the production of software requirements specifications, models and designs. Strong knowledge of user interfaces. Strong knowledge of solution Integration strategies and tools. Working knowledge of Cloud Computing. Strong knowledge source control and version control tools like Git and SVN. Working knowledge of virtualisation and containerisation (Docker, Kubernetes). Working knowledge of DevOps (Continuous Integration, Continuous Delivery, Continuous Testing, Continuous Monitoring Infrastructure as Code, Config Management).
• Working knowledge of Agile Methodologies (Feature-Driven Development, Test-Driven Development, Scrum, Extreme Programming). Extensive background in coding. Extensive knowledge of software testing techniques and tools. Extensive knowledge of software team leadership IT Quality Management e.g. ISO9001 and CMMI IT Security ICT Standards COTS (Commercial of the Shelf) Products OSS (Open Source Software) Products IT Strategies and Architectures. • Analyse the business domain area and propose optimization strategies to improve business performance 
• Manage the lifecycle of requirements management and provide specialised business advise to clients. 
• Develop the Business Solution Specification in accordance with ICT standards and the enterprise architecture for Government. 
• Manage and develop business analysis and design projects spanning multiple environments to ensure that it is successfully delivered. 
• Participate in procurement of integrated IT solutions in accordance with ICT standards for Government, and within the SITA Supply Chain Management governance framework. 
• Participate in execution of comprehensive software test activities in accordance with SITA Testing methodologies, techniques and Tools. 
• Participate in packaging and releasing of integrated IT software components in accordance with SITA application development standards. 
• Keep abreast of the latest industry developments and ensure that appropriate technologies are used for knowledge management to ensure innovation and improved productivity.  

Qualifications and Experience 

• Minimum: 3-year National Diploma / bachelor’s degree in business, Computer Science, Information Systems, Technology and Engineering or related field. 
• Experience: 6 -7 years Application Support experience- on the DOD HR Application (PERSOL), Business Process Management/Business Architecture -, Requirements Management and end-to-end business process modelling including business reengineering. DOD HR Management Information System (HR MIF) experience will be an advantage. 

Technical Competencies Description
