    Senior Economic Policy Analyst - IERPD

    Brief description

    The purpose of this position is to conduct analysis on global and domestic financial regulatory developments related to the agenda of international forums such as the Financial Stability Board (FSB) and G20, participate and represent the Bank in international fora working group meetings, compile briefing and speaking notes for the Executive, coordinate with the relevant departments in the Bank dealing with financial regulatory issues, and assist in the formulation of country policy positions and strategies for the purpose of influencing the international macroeconomic and financial agenda.

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Provide technical support to the division and assist in identifying strategic challenges, opportunities and policy priorities for the South African Reserve Bank (SARB) based on analysis and trends in the global and domestic financial regulatory environment, and/or financial markets. 
    • Conduct relevant research and analysis to contribute to the development of policy positions and strategies, and influence the international agenda for the benefit of South Africa.
    • Provide support to the Division Head in managing projects, including logistical arrangements for seminars, meetings, conferences and workshops.
    • Participate in, and represent the SARB, at working group meetings of the Group of Twenty (G20) and other forums, where relevant, conveying the South African policy position. 
    • Prepare briefing documents and speaking notes for the governors and senior officials attending international meetings.
    • Coordinate and contribute to briefing and speaking notes for meetings of the Financial Stability Board (FSB)
    • Manage the SARB relationship with international organisations (e.g. International Monetary Fund, World Bank,  and Bank for International Settlement (BIS)), coordinating with other SARB departments, National Treasury and the Financial Sector Conduct Authority (FSCA), where relevant. 
    • Liaise with National Treasury, FSCA, other relevant government entities, and specialist SARB departments to ensure consistency with the domestic and international agenda. 
    • Build strategic relationships and networks with relevant counterparts in international forums.
    • Develop briefs and make presentations to staff members in own department as well as to departmental forums and other departments in the SARB on topics of interest in the international forums. 
    • Provide support to the Division Head in representing the SARB at international meetings and forums, as and when required, and develop and manage international cooperation and partnerships, including diplomatic relationship on behalf of the SARB.

    QUALIFICATIONS

    To be considered for this position, candidates must have:

    • a minimum of a Master’s degree in Economics or Finance, or an equivalent combination of education and job-related experience; 
    • a minimum of eight to ten years’ experience in an economic or global macroeconomic policy and research environment, with a minimum of five years’ experience in a thought leadership or mentorship role; and 
    • knowledge of policy development formulation and international financial institutions.

    Associate Actuarial Analyst - RSD

    Brief description

    The main purpose of this position is to realise the responsibilities of the Prudential Authority (PA) in respect of the supervision and regulation of life actuarial risks in insurance entities. The successful candidate will be involved in operational duties associated with on- and off-site analysis, and will be part of a team of risk specialists in the PA responsible for providing specialist knowledge, skills and experience in the life actuarial risk management area.

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Provide actuarial support concerning both solo and group entities, this includes but is not limited to the following: 
    • scrutinising the financial soundness of life insurers; 
    • participation in on-site visits to life insurers; and 
    • the consideration of internal model approvals.
    • Scrutinise and check the compliance of submissions by life insurers’ actuaries.
    • Assist in maintaining the statutory returns required by regulated entities.
    • Participate in projects initiated within the PA and industry forums.
    • Develop and test systems and procedures for internal use.
    • Maintain and upgrade databases.
    • Participate in and execute projects initiated within industry forums.
    • Transfer knowledge and skills to stakeholders, both inside and outside of the PA.

    QUALIFICATIONS

    To be considered for this position, candidates must be in possession of:

    • have a relevant Honours degree (NQF 8) in Actuarial Science;
    • be actively pursuing studies and ideally have passed or been exempted from at least seven A-series subjects of the Actuarial Society of South Africa. Credit will also be given for passes in any of the more advanced subjects; and
    • two to five years’ relevant working experience, preferably in the life insurance industry.

    The following would be an added advantage:

    • good communication (verbal and written) skills;
    • ability to perform under pressure without compromising quality;
    • ability to work independently and within a team;
    • good interpersonal skills; and
    • proactive problem-solving skills.

    Job related skills and knowledge:

    • Solvency Assessment and Management (SAM) experience;
    • computer literacy (preferably including programming skills);
    • ability to understand complex financial models; and
    • ability to deal professionally with internal and external clients.

    Additional requirements are as follows:

    • knowledge of the Insurance Act 18 of 2017;
    • knowledge of the Prudential Standards;
    • knowledge of the risks that insurers take;
    • ability to influence, build and maintain relationships; and
    • reliable own transport, as the position requires travel between the PA’s temporary offices in Irene and the offices of supervised entities that are generally outside of Pretoria.

    Economic Research Department

    Brief description

    The main purpose of this position is to provide professional library services to the South African Reserve Bank (SARB) and by efficiently supporting the library’s operations and effectively maintaining its materials.

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Provide effective access to the library’s collections and resources by implementing policies and procedures and by cataloguing and classifying print, audio-visual and electronic resources.
    • Maintain the organisation of the library’s materials through accurate inventory of resources to facilitate convenient access and efficient retrieval of information by users.
    • Provide library services in response to the information needs of users by attending to their daily requests for information and training them to effectively search the library’s catalogue, the Internet and other electronic resources. 
    • Communicate procedural requirements and/or circulating notices on new interventions/ materials to the personnel of the SARB through verbal and written mediums.
    • Arrange for inter-library loans of materials not available in the SARB’s library.
    • Conduct stock counts of library materials, remove outdated/unused items from the shelves and update the electronic databases.
    • Compile lists of overdue library materials and notify borrowers of their overdue materials.
    • Design posters and library packs to promote the resources of the library to users in the SARB.
    • Support independent research conducted by SARB staff members.

    QUALIFICATIONS

    To be considered for this position, candidates must be in possession of: 

    • the minimum of a degree in Library Science or Information Science (NQF 7), or an equivalent qualification; and 
    • the minimum of 2–5 years of experience within a library or information science environment.

    The following would be an added advantage:

    • registration with a professional organization such as the Library and Information Association of South Africa (LIASA).

    Additional requirements include: 

    • quality assurance knowledge and skill;
    • cataloguing and classification knowledge and skill;
