    Project Manager X2 – REF: JW388EX/2024

    PURPOSE

    Responsible for project management and contract administration of projects within the capital programme, actively driving the technical, administration, contractual and financial framework.

     KEY RESPONSIBILITIES

    • Monitor contractors and consultants in terms of the contract document, General Conditions of Contract (GCC), specifications and other legislative requirements.
    • Check progress, approve and process payment certificates submitted by contractors and consultants.
    • Conduct site visits to check if work is undertaken according to plans.
    • Compile project plans on MS Projects and track progress. Review Preliminary and Detailed Design Reports in conjunction with Johannesburg Water stakeholders.
    • Evaluate if the Bill of Quantity supplied by consultants is in line with the project scope and is reasonable and market related. Indicate proposed new services on GIS.
    • Procure resources such as contractors, consultants, and equipment in accordance with the Company’s procurement policies and procedures and CIDB legislation.
    • Prepare and present Bid Committee reports and conduct tender briefing sessions in conjunction with Supply Chain Management Unit.
    • Formulate project cost plans and cash flow plans before the start of the project.
    • Monitor expenditure versus budget and report potential over- and under expenditure to the Investment Manager.
    • Ensure that contractors adhere to quality plans as well as the GCC and SA National Standards (SANS 1200). Monitor the quality of the activities on projects, consultants, contractors, and all stakeholders throughout the duration of a project.
    • Ensure overall compliance with Occupational Health and Safety and Environmental Management. Identify and quantify project risks.
    • Develop and implement mitigation plans.
    • Check close-out report compiled by the consultant to ensure that all the elements of the project have been recorded. Brief Ward Councilors, together with the Communications Department on the project. Manage all human resource activities related to this position.

    Programme Manager X2 – REF: JW388EX/2024

    PURPOSE

    Responsible for the successful delivery of the capital investment program on time and within budget, including overseeing the planning, organisation, implementation and monitoring or a series of projects, where the day-to-day management is carried out by the project managers under his / her guidance. ensuring that the project purpose, scope, objectives, constraints and risks are fully understood and documented and complied with.

    KEY RESPONSIBILITIES

    • Prepare the departmental contributions to the JWater 3-year Strategic Plan and the Annual Business Plans.
    • Review the structure for the section and make recommendations for possible improvements.
    • Ensure the development and implementation of systems, policies, and procedures for the department. 
    • Control departmental expenditure by ensuring spending is appropriate and necessary for achievement of objectives.

    • Ensure that the project purpose, scope, objectives, constraints, and risks are fully understood and documented and complied with direct the preparation of the plant for organising, executing, and controlling field construction activities, ensure that all practices conform to the necessary legal requirements such as Health and Safety, Environmental legislation and other requirements as governed through Act.
    • Maintain performance control of adherence to contract warranty and guarantee, ensure proper close-out of projects by monitoring the process quality, checking that all issues are covered.
    • Manage and monitor the Project Managers to ensure quality control.
    • Ensure that proper auditing, monitoring, and controlling in all areas of functional responsibilities by checking and approving all payments of certificates and fees.
    • In conjunction with Project Managers, determine the risks associated with projects and setting up of contingency plans, to manage it, assess risk on projects, i.e., political risks, social risks, financial risks, etc. before any project commences.
    • Facilitate the appointment process for consultants by: Monitoring the progress of the appointment letters, setting up standard appointment letters.
    • Prepare the call for proposals (Technical and financial proposals) before inviting proposals and adjudicating the proposals for appointment.
    • Bid Special meetings.
    • Arrange approval from BEC, submit to Adjudication Committee Tender documents. Latest tender, FIDEC forms (for Mechanical, contracts, etc).
    • Also, Financial Management Act specifics, CID (Construction Industry Development Board regulations).

    KEY RESPONSIBILITIES

    Team Leader Data Management – REF: JW388EX/2024

    PURPOSE 

    Responsible for all admin duties pertaining to meter reading device management e.g., installing, replacing, updating, and removing device.

     KEY RESPONSIBILITIES 

    • Plan and direct employee development, performance management and programmes, identifying training needs of subordinates and compile and their PDP’s, ensure that staff has the capacity to effectively provide and deliver services according to identified needs and planned programmes.
    • Provide support to the City of Johannesburg by validating the removal and replacement of meters on the billing system as per source documents received from the Depot, Unaccounted for Water (UFW) and Meter Reading, identify problem areas and implement corrective measures, ensure equipment and resources are correctly utilized.
    • Attend to disciplinary hearings by presenting and investigating cases, allocate work to staff, develop and monitor performance contracts and appraisals for each staff member and coaching where necessary, assist staff in solving their work related problems as well as referring them to relevant departments for assistance, ensure and confirm that staff report all related problems to relevant depots within 60 days, ensure staff feedback sessions are conducted at regular intervals to address areas of concern and improvements on billing.
    • Communicate with difficult consumers who have escalated them with management, arrange and chair regular meeting with City of Johannesburg management to feedback on the maintenance of data on the billing system and to address any shortfalls, accurately report the performance of the Data Management team on a daily, monthly, and annual basis, audit work reported to the depot to ensure subordinates captured data correctly.
    • Plan direct employee development, performance management and programmes.
    • Review targets to ensure achievement of objectives.

    JOB REQUIREMENTS

    Essential qualifications and experience:

    • Grade 12 or relevant NQF 4 Certificate

    Customer Service Representative X2 - REF: JW388EX/2024

    PURPOSE 

    • Compilation of recommendation letters for customer queries, validating and capturing of adjustments and tariffs relating to water and sewer for billing.

    KEY RESPONSIBILITIES 

    • Effective prioritization, investigation, and resolution of daily-allocated queries from various stakeholders including the City of Johannesburg (COJ), Ombudsman’s Office, The Office of the City Manager and Executive channels.
    • Provide support to Credit Management for effective credit control and increased revenue collection.
    • Verify and capture all tariff changes for customer billing and correct usage and living units to be linked to customer billing accounts.
    • Resolve all queries with meters billing on estimations.
    • Identify and highlight additions and amendments for the Water Services By-Laws and Johannesburg Water tariffs to the Team Leader: Customer Support to assist in query resolution.
    • Communicate, track, and escalate meter audits referred to the relevant section within the Meter Reading Department.
    • Ensure a workflow management system is utilized to monitor and manage all queries relating to the section.
    • Identify problem areas timeously and escalate to the Team Leader: Customer Support.
    • Build a full property profile per query using historical and current data from various information sources including Deeds, Land Information Systems, Aerial photographic layers, water and sewer pipe layouts, meter installation history, meter reading, meter audit investigations and the billing system.
    • Produce full account analysis from the billing system.
    • Summarise the entire history of an account for distribution.
    • Follow-up with various departments within Johannesburg Water and COJ to collect information and facts to resolve customer queries.
    • Regular face-to-face, telephonic, electronic engagements with internal and external stakeholders.
    • Provide initiation, progress and resolution feedback on all matters allocated to the section.
    • Prepare accurate statistical based reporting on new, outstanding, and resolved work.
    • Audit all work completed the Operations, Metering and Revenue and all other inputs for resolution of queries.
    • Offer support to COJ to resolve all water and sewer queries. 

    JOB REQUIREMENTS

    Essential qualifications and experience: 

    • Grade 12 (NQF 4)
    • Customer Service/Finance Certificate (NQF 5)
    • Must have at least 5 years in a municipal revenue environment of which 2 years must be related to Billing

    Laboratory Assistant X2 – REF: JW388EX/2024

    PURPOSE

    To conduct routine elementary analysis in the laboratory, assist the analyst with the simple analyses when necessary and keep the workplace clean and tidy. 

    KEY RESPONSIBILITIES
    • Plan daily laboratory activities. Arrange the received samples on the benches according to the type of sample and worksheet.
    • Prepare the samples before analysis by filtering. Plan the verification of instrumentation.
    • Receive and sign for samples from different stakeholders as per SOP. Undertake elementary analysis such as COD, Total solids and chlorides according to SOP. Operate the elementary instrumentations such as Conductivity meter as directed.
    • Capture data using the necessary computer equipment.
    • Report the outcome of the analysis to the manager.
    • Adhere to Occupational Health and Safety   rules and procedures as stipulated by the company.
    • Check eye wash bottle & Sodium bicarbonate in the lab. Keep the working place clean & tidy. Assist analyst with the preparation of reagents, standards and sample preparation on a daily basis. Assist analyst with analysis when required.
    • Participate in proficiency testing schemes. Participate in accreditation audits. Resolve the Corrective Action Request issued. Verify pH meter daily using the buffers. Verify mass balances using mass pieces.
    • Verify auto dispensers by weighing the required volume of water. Verify the heating blocks by checking the temperature daily. Attend toolbox talk. Inform the Lab manager of any anomaly of results.
    • Report malfunctioning of instruments to the Lab Manager.

    Process Manager: Infrastructure Asset – REF: JW388EX/2024

    PURPOSE 

    To ensure asset management processes across disciplines and departments.

    KEY RESPONSIBILITIES 

    • Interpret and implement engineering project data and to align asset management processes, protocols and controls. Interpret project BoOs data, built drawings and unbundle completed projects. 
    • Prepare asset verification plans. Supervise on-site asset inspections and verifications.
