    Estimator - Midrand

    JOB DESCRIPTION

    • Responsible for the production of estimates or part estimates under the appropriate cost code of accounts as required by the contract or requested by the Chief Estimator or Manager, Project Controls.
    • Ensures estimates are produced to required technical quality.
    • Ensure historical/statistical data are collected in a format suitable for use on future estimates.
    • Ensure maintenance and development of technical work practices as delegated by the Chief Estimator or Manger, Project Controls.
    • Allocated projects, irrespective of size, that requires a capital cost estimate to be conducted, has the appropriate documentation in place required to record the estimate methodology and basis, the cost estimate itself, and necessary backup documentation. Estimate documentation is consistent in format and presentation.
    • Allocated capital cost estimate is commenced with an Estimate Plan, approved by the Client, Senior Estimator or Manager, Project Control, detailing the methodology to be undertaken in compiling the estimate, appropriate for the expected level of accuracy to be achieved in the estimates. The Estimate 
    • Plan is aligned with corporate and contractual procedures as a minimum, but ideally also internationally recognized best practices such as AACE RP  18R-97.
    • Allocated capital cost estimate is developed in accordance with specific Estimate Plan, to the required quality to meet the expected estimate accuracy, is reviewed by the Project Team and corporate leadership as required by the relevant delegation of authority and the Client. Records of the reviews are available, and the estimate is submitted on time.
    • Allocated capital cost estimate is saved in the appropriate, correct folder, is concisely indexed and numbered for full future traceability.
    • Allocated projects for which an estimate has been undertaken and which have gone into the execution phase have actual quantities and costs compared with those of the estimate for future reference and quality improvement.

    RESPONSIBILITIES

    • Remain informed regarding developments in the design and construction methods used within the process plants and associated industries.
    • Recommend to the Chief Estimator, changes to estimating systems and work practices to improve the efficiency and accuracy of estimates.
    • Develop, review and agree with the Chief Estimator, or Manager, Project Controls as applicable, the scope, basis and methodology of any estimate to be undertaken.
    • Produce the estimate based on the agreed methodology and job specifications.
    • Review each estimate with the Chief Estimator or Manager, Project Controls, to confirm that correct estimating methodology has been used and agree the quality and accuracy of the estimate and contingency levels if appropriate.
    • Preparation and presentation of estimating notes and all other documents required for departmental, management and client reviews.
    • Preparation and maintenance of specific project and proposal statistics.
    • Assist the Cost Engineer when required in the preparation of contract variations and trends.
    • Liaise closely with the other operating departments to ensure the timely release of information in order to meet proposal/estimate deadlines.
    • Maintain strict confidentiality of estimates and client information with regards to all third parties when the job dictates.
    • Perform any other functions as directed by the Chief Estimator or Manager, Project Controls.
    • Ensure that project feedback is properly analyzed to assess the accuracy and consistency of ongoing estimating activity.
    • Co-ordinates with Project Manager and other Departments to ensure all required technical and commercial input to the estimate is obtained.
    • Attend estimate department reviews and attend project, management and client reviews as requested/delegated by the Chief Estimator or Manager, Project Controls.

    QUALIFICATIONS

    Qualifications: 

    • National Diploma in Engineering or Quantity Surveying or equivalent, or
    • Sufficient relevant experience over and above that stated below, in lieu of qualification requirements.

    Desirable

    • BSC Engineering Degree or Quantity Surveying or equivalent
    • Registered as a Professional Quantity Surveyor with the South African Council for the Quantity Surveying Profession

    Knowledge, skills and experience:

    • Minimum 4 years working experience in a relevant industry environment.
    • Competent/proficient user of MS Excel, MS Access, and MS Word

    Desirable

    • Advanced user of MS Excel, MS Access,
    • Exposure to and understanding of the engineering and technical environment, in particular in the oil and gas sector.

    Quality Inspector

    JOB DESCRIPTION

    • A minimum of 8 years previous QC experience in a technical field, of which at least 5 years were in the Petrochemical industry, together with knowledge of ISO 9001: 2008 requirements 
    • Significant experience in Quality Control activities within front end engineering and design, detailed design, and construction activities.
    • Significant experience in providing Quality Control input to Proposals in response to Client Invitation to Bid documentation.
    • Participate in the overall Company Management Review process.
    • Understanding of the Occupational Health and Safety Act 85 of 1993, PER and SANS 347.

    RESPONSIBILITIES

    • Provide input to the QC contribution to proposal activities.
    • Keep up to date with developments in Quality Control, with respect to client, national and international requirements through attendance of seminars, and participation in the appropriate Consultative Groups of Industry Bodies.
    • Ensure that customer complaints are effectively actioned.
    • Advise the HOD Engineer Quality Control on the need for Corrective Action through the analysis of Quality Inspection Reports/Quality Inspection records and feedback.
    • Attend kick-off and Pre manufacturing meetings where required with the contractor(s) and establish how the defined quality control requirements are to be implemented.
    • Where required review and comment on quality plans and ITPs issued by construction contractors and suppliers.
    • Seek to develop a lesson learnt / feedback system that contributes and distributes information within the Quality Control department. 
    • Carry out or arrange for Quality Inspections of Suppliers and the issue of appropriate reports, when requested.
    • Liaise with Client and/or outside inspection authorities in all cases where inspection is to be carried out jointly.
    • Review or arrange for the review of Suppliers' Quality Plans in accordance with individual Project requirements, when required.
    • Ensure that inspection of equipment and materials is carried out in accordance with all purchase orders, requisitions and their referenced specifications, codes, standards, procedures, Inspection Plans and Supplier Quality Plans.
    • Complete inspection reports on the correct forms immediately following all visits to Suppliers' works and forward to the appropriate office(s) without delay.
    • Ensure that impartial inspection practices are observed, in order to maintain Suppliers' respect and confidence.
    • Take the necessary action to resolve any Inspection problems arising within or referred to the Inspection Group

    QUALIFICATIONS

    Qualifications: 

    • Qualified as an “IPE” Inspector of Pressurized Equipment by SAQCC from the Southern African Institute of Welding. 

    Knowledge, skills and experience:

    • A minimum of 5 years previous QC experience, preferably in the Petrochemical and Construction contracting industry, together with knowledge of ISO 9001: requirements 
    • Understanding of the Occupational Health and Safety Act 85 of 1993, PER and SANS 347.
