    Manager Human Resources

    Job Summary:

    The Human Resources Manager is responsible for all Human Resources activities within sites/operations. This role focuses on human resources planning, implementation, and administration. The role is also responsible to support business with employee relations, training, and development requirements and providing reports to various stakeholders.  

    Minimum Requirements

    • Matric
    • Bachelor’s degree in human resources management (NQF Level 7)
    • Certificate Programme in Industrial Relation would be advantageous
    • Driver’s licence with own vehicle
    • The role requires extensive travelling to the sites 

    Minimum Work Experience

    • Human Resources Generalist experience-  5 Years
    • Industrial Relations experience - 2 Years
    • Experience in working with regulatory and legislative bodies
    • Experience in the cement industry would be advantageous

    Duties and Responsibilities 

    Human Resource Management

    • Support the business to implement human resources needs in line with business strategy
    • Drive and implement Group HR initiatives
    • Track progress made against the set target for these initiatives
    • Identify HR-related risks, mitigate, and implement corrective measures
    • Conduct analysis, make recommendations and implement improvement actions
    • Create awareness of HR initiatives within the sites/operations
    • Driving the Jabali culture through effective change management
    • Partner with Talent and Organisational Development and Plant leadership to ensure competent workforce through learning and development to drive a purpose-led and performance-driven organization
    • Partner with Talent and Organisational Development and Plant leadership to ensure effective talent management and succession planning
    • Partner with Talent and Organisational Development and Plant leadership to ensure effective performance management
    • Effective management of all employee movements through the employee life cycle
    • Effective management of conditions of employment and benefits
    • Ensure effective management of overtime
    • Ensure complete adherence to LRA at all times i.e. labour brokers, fatigue management, correct shifts and elimination of excessive leave

    Stakeholder Engagement

    • Plan engagement sessions with the sites/operations
    • Present objectives to stakeholders as per the project or process owner’s requirements
    • Support stakeholders with the resolution of HR-related matters
    • Respond to HR queries raised by stakeholders within the sites/operations
    • Identify Corporate Social Initiatives and allocate resources for implementation in conjunction with Corporate Affairs
    • Engage various relevant legislative, regulatory, and governing bodies and manage relationships with these in line with organisational expectations and KPIs
    • Report the outcome of projects to relevant custodians
    • Actively participate in Employment Equity (EE) meetings
    • Effective employee relations management and effective management of local issues
    • Effective wage negotiations
    • Ensuring sound industrial relations

    Compliance, Governance and Reporting

    • Compile and submit reports to stakeholders in line with the PPC standards
    • Analyse reports and recommend changes for continuous improvement
    • Present HR reports to HR Manco, Exco, and other committees
    • Obtain approval for proposals in line with the delegations of authority from various stakeholders
    • Analyse and implement Employment Equity plan in line with targets put in place
    • Submit regulatory and legislative reports to relevant Stakeholders

    Main Outs and Responsibilities for the Role

    • Draft EE plan and submit to the Employment Equity committee for deliberations and approval
    • Compliance and reporting on all HR regulatory requirements
      • MPRDA (Mining charter & SLP)
      • BBBEE (Management control and Skill Development)
      • MQA (WSP & ATR)
      • BCEA, LRA, SDA, EE, etc.
    • Compliance with all HR audits (GRI, Department of Labour & Internal Audits, IFRS controls)
    • Compliance with SHARP protocols
    • Compliance with all HR policies & procedures
    • Monitor data integrity captured on HR system

    People Management

    • Manage the performance of direct reports and monitor adherence to expected standards.
    • Offer guidance and support and if required take appropriate disciplinary action
    • Coach and train team members to perform optimally in their roles
    • Provide direct reports with opportunities for growth and development through on-the-job training and feedback
    • Participate in the selection and appointment of new team members
    • Support the onboarding of new team members
    • Conduct regular meetings and promote open and ongoing communication with the team
    • Approve the leave of direct reports and manage overtime where applicable

    Budget Management

    • Prepare the annual departmental budget for submission to the line manager for review and approval
    • Approve expenditure within the delegation of authority level
    • Monitor expenditure against the approved budget, reporting on any deviations to the line manager and Finance Department
