    Lead, Quality Assurance, Talent & Resourcing, AME

    The Role Responsibilities

    The Talent and Resourcing (T&R) Quality Assurance Team provide expertise in the governance of all existing and new products, processes and services globally. Accountable for ensuring the function is equipped with fit for purpose controls on all key risks, acting as the conduit with HR Operational Risk for co-creating Control Design Assessment (CDA), validating Risk Control Sample Testing results on Resourcing produced by Operational Risk, determining newly emerging regulatory and operational risks, GDPR and Data Privacy in processes, managing the annual Risk and Control Self-Assessment (RCSA), developing and delivering effective policies and standards; overseeing quality assurance on Resourcing processes (POIs), process maps, End to End Resourcing Process operating instructions, Resourcing guides, acting as the go to for Audits and Reviews (internal and external).

    Critical responsibilities of the role:

    • Responsibility for quality assurance activities across Middle East, Africa and Pakistan, as well as also to contribute to global projects in quality assurance activities.

    • Working closely with the  Resourcing Relationship Managers, Resourcing Product Design and Development team and Resourcing teams on the impact of the changes to processes and quality assurance in the Resourcing processes, process maps, policies, standards, POIs, risk control framework, regulatory and compliance requirements, CDA, RCSA.

    • Identifying and resolving quality assurance issues across the end to end resourcing processes.

    • Assure Background Screening across Africa, Middle East and Pakistan is operating highly effectively and contribute to drive continuous improvement of performance by the screening vendor performance and internal screening team and design of process.

    Business

    • Collaborate, work closely and seamlessly with the Resourcing Product Design and Development Manager AME, the Resourcing Relationship Manager West, the Resourcing Leads for Middle East, West, Southern and East Africa Clusters and Pakistan, GBS Resourcing Operations and Screening Teams to surface and address quality assurance issues in the end-to-end resourcing process, and escalating them to the Head QA for resolution as needed.

    • Operate highly collaboratively with HR Governance and Control, Regional and Group HR Operational Risk, Regional SCM, to collegiately address actions required.

    • Continuously improve, learn from risk and operational failures to build robust solutions, and raise awareness to prevent reoccurrences for instances of human error to engage, educate/re-educate and successfully embed the revised framework with the stakeholders and users.

    • Build and maintain credible relationships with internal and external stakeholders to achieve:

      • high levels of sponsorship, engagement and collective understanding

      • stakeholder awareness and buy-in

      • facilitating readiness for implementation of quality assurance changes

      • early response to issues and resolving them

    Processes

    • Monitor Resourcing AME adherence to Taleo workflow assurance standards, adherence to Resourcing policies and POIs and all the controls.

    • Collaborate and work closely with the Resourcing Product Design and Development AME, and the Resourcing Relationship Manager West, the Resourcing Leads for Middle East Cluster, West, Southern and East Africa Clusters and Pakistan to surface and address control issues in the end-to-end resourcing process.

    • Raise for discussion and solution any process issues impacting the controls environment which are impediments to a high-quality resourcing process and consult how to adapt and improve the control to make it fit for purpose as required.

    • Continuously review the adherence of the Resourcing AME teams to all applicable controls including Regional regulatory requirements and internal policies, standards, process operating instructions, procedures, and guidelines.

    Risk Management 

    • Monitor adherence of the Resourcing AME teams to all applicable Resourcing regulatory requirements, internal policies, procedures, guidelines, Risk KRIs, CDA and CSTs and other control requirements.

    • Contribute to define monitors (Key Control Indicators (KCIs) and Control Sample Tests (CSTs)) and set benchmark thresholds for Key Controls, to provide early warning of potential problems and indicate where risk exposure may be elevated due to ineffective controls.

    • Proactively seek input from Resourcing teams to identify risks and ensure completeness.

    • Anticipate and identify emerging risk in the Region / globally and mitigate to support the successful implementation of the required changes.

    • Review, assess and validate the completeness and accuracy of CSTs performed.

    • Operate the annual RCSA (country risk review) for AME countries to ensure the Regulatory and Employment Laws pertaining to Resourcing are aligned to the process being operated in entirety.

    • Continuously assess existing risks, implement robust mitigation strategies, monitor delivery of improved assurance from reports.

    • Proactively represent and support Resourcing AME countries in country risk activities, risk and governance forums.

    • Support the response to AME Regulators on Resourcing activities in the region.

    • Perform ongoing country risk reviews that the Regulatory and Employment Laws pertaining to Resourcing in AME are entirely aligned to the end to end process requirements.

    • Act as the AME Focal Point for Internal Audits, External Audits and Reviews for Resourcing and Talent to provide/co-ordinate expert inputs and responses to deliver positive outcomes and grading.

    • Support Head Quality Assurance to drive appropriate level of controls into vendor compliance to ensure the process is aligned to the standards required in the end-to end-resourcing process.

    • Leverage the regional data and factual evidence to drive and underpin day-to-day management actions and decision-making (including driving compliance, identifying opportunities for improvements and driving resolutions to close gaps.

    • Raise any Change Requests from country / region that are required to ensure processes are compliant with country regulations.

    • Ensure ongoing maintenance of local changes to global employment contract template / FWN employment contract template (depending upon which version is operating).

    • Work with all stakeholders to ensure there is a comprehensive structure in place to monitor, report, verify and track all areas of Resourcing compliance.

    • Work closely with the Resourcing Product Design and Development Manager AME to minimise operational losses associated with Resourcing processes arising in the countries.

    • Support the Regional HR Operational Risk Manager on Resourcing requests for all reviews and/or audits.

    Vendor Management 

    • Ensure country Resourcing vendor contracts are compliant and up to date.

    • Support the Relationship Manager to validate search vendors and maintain up to date PSL entries.

    • Support global Resourcing RFP activities and impact to countries such as screening; attraction; search; sourcing.

    • Work with GSSP manager to ensure country screening packages under global vendor contracts are set up correctly and communication within country to stakeholders of changes.
      Act as the Resourcing focal point facing off to the country outsourcing for outsourcing approval.

    Qualifications and Attributes

    •    Experience at work in a similar position in a large, matrix organization, ideally from Banking
    •    Deep end-to-end knowledge and hands on recruitment experience, gained across a complex, multinational environment
    •    Understanding of recruitment-related risks, governance and compliance issues, including the implementation of controls to combat them
    •    Previous experience at writing processes, policies or procedures – preferable
    •    English fluency
    •    Risk-based approach
    •    Previous exposure to senior stakeholders & ability to establish relationships and influence at all levels within an organisation
    •    Commercial awareness & sharp business acumen
    •    Excellent interpersonal & communication skills; multi-cultural awareness & sensitivity
    •    Proven experience in resolving service issues to mutual satisfaction
