    Supply Chain Management (SCM) Manager [Ref. 1930/01]

    Job Purpose:

    • To ensure compliance with PFMA, National Treasury Regulations, and other relevant legislation in managing the procurement of goods and services. The SCM Manager will also coordinate and collaborate with suppliers,
    • intermediaries, third-party service providers and customers for strategic sourcing, procurement, conversion, and logistics management services. 
    • The successful incumbent will be based at the ETDP SETA Head Office in Johannesburg and will report to the Chief Financial Officer.
    • The successful candidate must meet the following minimum requirements:

    Minimum Requirements

    •  A National Senior Certificate (Matric) plus a Bachelor’s Degree (NQF level 7) in Supply Chain Management, Procurement, Accounting, Financial Management, Public Administration or Public Management.
    •  A Postgraduate Degree (NQF Level 8) in the relevant field of study is required.
    •  Professional membership with CIPS would be an added advantage.
    •  A minimum of seven (7) years’ experience in a Supply Chain Management (SCM) environment, of which three (3) years of experience must be at a senior management level in the public sector environment.
    •  Extensive experience in logistical support, preferential procurement, and BID committee processes and practices.
    •  Draft, manage and interpret contracts.
    •  Extensive knowledge of legislation regulating Supply Chain Management; experience implementing PFMA and National Treasury Regulations and a general understanding of BBBEE Act requirements in line with Procurement compliance will be preferred.
    •  Extensive knowledge of regulatory frameworks such as PMFA, Treasury Regulations, PPPFA, B-BBEE Act, SCM policy and Asset Management Frameworks.

    Duties and Responsibilities

    •  Develop and oversee the implementation of the supply chain management system.
    •  Develop the procurement plan to align with ETDP SETA’s annual performance plan and ensure execution in accordance with National Treasury guidelines.
    •  Comply with the National Treasury requirements in all aspects of the SCM processes for which the SCM Unit is responsible.
    •  Develop, review and update SCM policies and practices in line with the legislative or regulatory changes.
    •  Establish the bid specification, bid evaluation, and bid adjudication committees and oversee their proper functioning.
    •  Approved demand management process effectively managed, including needs assessment, categorization of commodities, availability of funds, market assessment, and industry analysis, identifying procurement methods,
    • identifying preferential procurement policy objectives, specifications/terms of reference, and life cycle costing.
    •  Identify preference points system and appropriate goals per commodity regarding preferential procurement policy objectives.
    •  Oversee the development and utilization of a supplier database.
    •  Oversee and manage the bid/quotation process.
    •  Ensure that the procurement process for all goods and services is adhered to in terms of the applicable policies and procedures.
    •  Manage the annual SCM risk assessment, development of the SCM risk universe and risk response plan.
    •  Eliminate and mitigate any supply-related risks in executing the SCM objectives.
    •  Develop procedures to prevent or report on any irregular, unauthorized, fruitless, and wasteful expenditure.
    •  Prevent and eliminate financial mismanagement in the SCM process by ensuring value for money in the payment of goods and services received by ETDP SETA.
    •  Develop and monitor the SCM risk register and provide quarterly reports on progress in implementing risk mitigation strategies with estimated risk mitigation accomplishment dates.
    •  Set performance objectives for the team by cascading corporate initiatives into individual performance contracts.
    •  Manage SCM staff, including quarterly performance monitoring by conducting appraisals and ensuring ongoing training and development of SCM employees.
    •  Produce monthly and quarterly reports in compliance with National Treasury and DHET requirements.
    •  Report on supply chain management information to internal and external stakeholders as required.
    •  Advise accurately on all SCM related matters to the Chief Financial Officer.

    Provincial Manager: Eastern Cape [Ref. 1930/02]

    Job Purpose: 

    • To manage the ETDP SETA Provincial Office by overseeing the successful implementation of all projects and skills development initiatives in the province and coordinate and monitor the programmes and projects under the auspices of the ETDP SETA. 
    • The successful candidate will report to the Chief Executive Officer and will be based at the ETDP SETA Eastern Cape provincial office, located in East London.
    • The successful incumbent must meet the following minimum requirements:

    Minimum Requirements

    •  Bachelor’s Degree (NQF level 7) in Education, Training and Development, Public Administration, Public Management or Business Management or a relevant ETD qualification.
    •  A relevant Postgraduate Degree (NQF level 8) will be an added advantage.
    •  A professional qualification in Project Management will be advantageous.
    •  A minimum of five (5) years working experience in the ETD sector, of which three (3) years must be in a management-level position in the ETD Sector or a similar environment.
    •  Sound experience in Project Management planning with the ability to prepare, manage and monitor budgets, monitor projects implemented and progress thereof, and must have excellent stakeholder relations.
    •  Operational experience in a training, education and development environment will also be an added advantage.
    •  Sound knowledge of basic financial management which includes a good understanding and experience in budget and expenditure management with the ability to accurately account.
    •  The incumbent must have a good understanding and knowledge of skills development legislation, including the Skills Development Act (SDA), Skills Development Levies Act (SDLA), National Qualifications Framework (NQF), South African Qualifications Authority Act (SAQA Act), Public Finance Management Act (PFMA), etc.

    Duties and Responsibilities

    •  Manage all programmes and projects in line with the ETDP SETA policies, procedures, plans and strategies.
    •  Responsible for the development and compilation of the operational plan, weekly plan and quarterly plans of the province.
    •  Coordinate and conduct provincial advocacy and outreach programmes.
    •  Ensure all objectives and targets are met within the prescribed period or financial year including the equity requirements.
    •  Responsible and accountable for quality assurance of all provincial programmes and activities, including providers, facilitators, assessors, and moderators.
    •  Regularly maintain and update a database of all ETDP accredited providers in the province.
    •  Recruit and conduct inductions for ETDP SETA learners/beneficiaries and training/service providers and inform them of the ETDP SETA requirements.
    •  Assist learners in accessing accredited providers in the province to assist learners outside the ETD sector, where these skills have been identified as critical or scarce. 
    •  Assist rural providers that require assistance for the implantation of SETA programmes in rural areas
    •  Support WSP and ATR mobilisation well in advance of the submission dates to ensure maximum participation.
    •  Maintain sound relations and keep all stakeholders including constituencies abreast of the SETA programmes, activities and events.
    •  Facilitate, maintain, and support partnerships with HEIs, FETs, and other relevant partners in the province to promote skills development initiatives and strategic sectoral training interventions effectively.
    •  Ensure delivery of quality products and services in accordance with Service Level Agreement and stakeholder expectations.

    •  Represent the ETDP SETA in meetings, forums, etc., at the provincial level as and when delegated or required.
    •  Perform additional responsibilities as delegated by the CEO when required.

    Note: The position will be based in East London, Eastern Cape and extensive travelling will be required. The successful candidate will enter into a performance contract with the ETDP SETA.

    Executive Assistant to the CEO [Ref. 1930/03]

    Job Purpose: 

    • The Executive Assistant will manage and oversee the CEO's office operations, procedures and resources to facilitate the organisation's effectiveness and efficiency by monitoring strategic initiatives. 
    • The successful candidate would also be required to alert and undertake various other administrative tasks identified by the Chief Executive Officer. 
    • Reporting to the Chief Executive Officer, the successful candidate will be based in Johannesburg at the ETDP SETA Head Office.
    • The successful candidate must meet the following minimum requirements:

    Minimum Requirements

    •  A National Senior Certificate (Matric) plus a Bachelor’s Degree (NQF Level 7) in Office Administration and Management, Public Administration/Management or a relevant qualification.
    •  A minimum of five (5) years’ experience managing an executive office with three (3) years’ experience as an executive assistant.
    •  Excellent administrative skills, including identifying administrative needs and developing and maintaining appropriate systems.
    •  An ability to coordinate plan and manage a complex and busy diary.
    •  Proven track record in building and managing stakeholder relationships at all levels.
    •  Experience in a SETA environment or any public entity would be an added advantage.

    •  Be responsible for risk, compliance and fraud pertaining to the CEO's office.
    •  Follow-up on all outstanding matters and instructions from the CEO to Management.

    Legal and Compliance Specialist [Ref. 1930/04]

    Job Purpose: 

    • The Legal and Compliance Specialist will oversee the organization's Legal and Compliance department to ensure compliance with all relevant regulations and legislation, proactively identify and manage potential risks and litigation, and monitor and report all legal and compliance issues and processes. 
    • The successful candidate will be based at the ETDP SETA Head Office in Johannesburg and report to the Manager: Corporate Services. 
    • The successful candidate must meet the following minimum requirements:

    Minimum Requirements

    •  A National Senior Certificate (Matric) plus a Bachelor of Law Degree, LLB, or B. PROC (NQF Level 7).
    •  Completed articles within the legal environment will be advantageous.
    •  A membership with the Compliance Institute of South Africa or any Legal Institute will be an added advantage.
    •  A minimum of five (5) years’ experience in a legal environment in contract management, litigation, and/or regulatory compliance.
    •  Experience in developing and managing compliance monitoring programmes.
    •  Proven experience in coordinating compliance issues at an organisational level.
    •  Strong contract drafting skills on commercial agreements (contract management).
    •  In-depth knowledge of applicable compliance and risk standards and management.
    •  Sound analysis and interpretation of laws and regulations knowledge.

    •  Advocate for drafting the service level agreements/contracts, Memorandum of Agreement, and Memorandum of Understanding and provide opinions on the organisation's acceptability and appropriateness (valid and legally binding).

    Learning Programmes Evaluation Coordinator [Ref. 1930/05]

    Job Purpose: 

    • To coordinate the evaluation of learning programmes for providers seeking new accreditation and those skills development providers accredited by other ETQAs to offer learning programmes with standards and/or qualifications falling within the ETDQA scope. 
    • The Learning Programmes Evaluation Coordinator will report directly to the Head of Department: Provider Support and Monitoring and develop strong working relationships with the external stakeholders, QCTO, and accredited skills development providers within the scope of ETDQA. The position is based at the ETDP SETA’s Head Office in Johannesburg.
    • The successful candidate must meet the following minimum requirements:

    Minimum Requirements

    •  National Senior Certificate plus a Bachelor’s degree at NQF Level 7 in Education, Training, and Development, Social Sciences, Public Administration/Management or relevant ETD qualifications.
    •  A Total Quality and Monitoring and Evaluation qualification will be an added advantage.
    •  At least five (5) years of work experience in a skills development quality assurance environment, with a minimum of three (3) years experience in learning programme evaluation processes or material design and approval.
    •  A good understanding of educational management or quality management systems.
    •  Experience and knowledge of ETQA processes.
    •  Sound knowledge and understanding of legislation, including the Skills Development Act, National Qualifications Framework Act, Public Finance Management Act, Skills Development Levies Act, and QCTO processes.
    •  Extensive knowledge and understanding of Project management principles and implementation.
    •  Ability to manage and work with people at all levels within the organisation and external clients.
    •  Strong data analysis skills (quantitative/qualitative) and report writing skills.
    •  Good Communication skills (verbal and written) to liaise with stakeholders at all levels.

    Duties and Responsibilities

    •  Establish an appropriate panel of external learning programme evaluators and coordinate the initial training and any necessary further professional development for panel members.
    •  Oversee the work of the external Learning Programme Evaluators.
    •  Ensure that learning programmes submitted by the skills development provider are evaluated in accordance with the ETDP SETA's learning programme evaluation approval criteria.
    •  Ensure that skills development providers who are accredited by other ETQAs, but who offer learning programmes leading to standards and/or qualifications that fall within the ETDQA focus have access to effective evaluation of these learning programmes, as part of the necessary partnership work with other ETQAs.
    •  Ensure that recommendations for learning programme approval are submitted to the Head of Department for further processing before the Quality Assurance Committee ratification.
    •  Liaise with the internal and external stakeholders regarding the processes of Learning Programmes.
    •  Collaborate with other quality assurance officials to ensure that the needs of the skills development providers are met in a supportive and developmental manner.
    •  Conduct workshops for skills development providers that need to be guided about learning programme design and development.
    •  Set up and maintain a comprehensive database of skills development providers seeking learning programme evaluation only, recording progress made regarding learning materials and assessment systems and ensuring that these providers are informed timely of the requirements and timeframe for learning programme renewal proceedings.
    •  Re-evaluate resubmitted learning programmes and write reports on the outcomes of these learning programmes.
    •  Ensure that complaints, appeals, and all reported and suspected irregularities are investigated and, where
    •  appropriate, referred to the Head of Department for action.
    •  Report regularly and make recommendations to the Head of Department about learning programme approval and be available to support these recommendations to the Quality Assurance Committee or whosoever has delegated that responsibility by the SETA Authority.
    •  To ensure that all learning programme evaluation records are maintained in line with ETDQA policy and systems.
    •  Support the process of monthly and quarterly reports.
    •  Set up and maintain a comprehensive database of learning programmes.
    •  In addition to these typical duties, other duties may be performed as assigned and required.
