    Professional Nurse

    Key duties and responsibilities:

    • Work with the facility team and outreach teams to get referrals and to initiate ART and IPT for eligible HIV infected clients: Paediatrics, adolescent, and adults, including PrEP.
    • Provide follow up care for patients on treatment in line with DoH HIV Management guidelines as well as Anova work plan and Facility 95-95-95 plans.
    • Routinely monitor performance & registers of (TB/HIV/STI) programmes at facility level and provide mentorship & technical support where required.
    • Identify poor performing indicators, put together quality improvement (QI) plans and implement as agreed upon with the team.
    • Identify training needs at facility level and arrange in-service training where needed.

    Essential qualifications, skills and experience:

    • A degree or diploma qualification as a Professional Nurse.
    • Registration as a Professional Nurse with the South African Nursing Council
    • NIMART trained and certified as competent to work independently
    • At least 4 years’ experience in working at a clinic (PHC or CHC) facility
    • At least 2 years NIMART experience

    Technical Advisor: Paeds&Adolescent

    Key duties and responsibilities: 

    Technical assistance

    • Facilitate improvement in early infant diagnosis and ART initiation in children across Sedibeng District though the regular review of PCR for action reports (NHLS) to identify gaps and implement QI projects to improve outcomes at facility level.
    • Facilitate the sharing of PCR reports down to facility level to identify, trace and increase initiation of positive infants to ART.
    • Facility improved Linkage to care and ART initiation in children by conduct monthly audits on the PCR for action reports and Tier.net
    • Pre-ART and ART modules to ensure that HIV positive infants and children are initiated on ART, and ensure feedback on performance of the DIP indicators is of good quality.
    • Facilitate the analysis the VL completion and suppression, identify the gaps and challenges, assist with the planning and implementation of QI plans to address the gaps.

    Technical Assistance

    • Providing capacity building for Anova and DOH nurses through in-service training on Paediatric HIV management, with a particular focus on the monitoring of VL and management of unsuppressed VL.
    • Facilitate the improvement of clinical management of Children’s support groups (40), through capacitating the clinical staff, social workers and dieticians to assist the Family Free team to offer a comprehensive service.
    • Facilitate training of Anova Nurse Mentors, DOH Facility staff on Disclosure, psychosocial support and Adherence support.
    • Assist the Dietician with capacity building and in-service training on NACS in the Paediatric HIV cohort.

    Stakeholder Management

    • Ensure Anova is represented at appropriate forums within the Provincial and District to ensure that the quality and performance of the Paediatric HIV programme is appropriately monitored and improved.
    • Work closely with the Senior Clinical Advisors to ensure appropriate involvement of the Anova clinical team.

    Monitoring and evaluation

    • Work with the M&E team to develop and analyse monthly dashboards on the clinical cascade for Paediatrics (0-10 years) and provide each sub-district with a report on the analysis assisting with identifying gaps and facilities that require more focus and direct service delivery related to the Paediatric HIV programme.
    • Ensure all training and mentoring activities are appropriately recorded and captured onto the Anova internal database.
    • Ensure appropriate use of Anova tools to ensure facility managers have a record of the assistance and support provided by Anova staff on the Paediatric HIV programme.

    Reporting

    • Compile Monthly /quarterly report to programme manager.

    Clinical Technical Advisor

    Key duties and responsibilities:

    • Technical advisor aimed to provide skills transfer to DoH and Anova counterparts and build local capacity to achieve health system strengthening at the facility level.
    • To implement improvement strategies that will improve 909090 programme, SA NDOH NSP for HIV/TB/STI (2017- 2022) plans.

    Snr Monitoring & Evaluation Manager

    Key Duties and Responsibilities

    Quality Data Collection and Reporting co-ordination

    • Ensure timely and complete submission of all required weekly, monthly, and quarterly reports.
    • Define data collection methods and sources for each program indicator.
    • Define a data collection schedule in accordance with program management need.
    • Ensure that data flow and internal reporting requirements are defined, and clear guidelines, SOPs and other tools are in place for data collection, aggregation and reporting.
    • Standardize paper tools, electronic systems (DOH & Program) and SOPs to ensure they are harmonized across all sites for data collection, processing and analysis.
    • Ensure data sources collect the required information to the agreed minimum quality standards.

    Data Quality Assurance

    • Ensure appropriate data quality assurance systems, measures and tools are in place and are monitored at all levels
    • Identify shortcomings in the processes and remedy these by developing protocols to ensure regular, accurate data collection and reporting and continually improve them for efficiency.

    Data Analysis and Reporting for Programme Performance Improvement

    • Monitor adherence to reporting timelines as well as quality of data submitted
    • Work closely with the Public Health and Data /Reporting Teams to ensure that all program data are reported according to the required quality standards and timelines
    • Ensure correct and complete weekly, monthly, quarterly reports are submitted on time

    • Develop training curricula and provide training for M&E staff
    • Develop tools that support data use within programs
    • Build capacity of the programme teams to use data in a strategic manner to inform programme decision making

    Supervision and Mentoring of M&E Unit

    • Set performance objectives for members of the M&E unit and provide supervision, performance management, mentoring and coaching
    • Hold regular meetings with the M&E managers/M&E officers to supervise progress on key deliverables
    • Proactively manage operational issues to ensure the M&E unit is able perform their work (e.g. HR allocation, IT resources, supplies procurement, etc.)
    • Create a cohesive team environment through fostering open communication and providing constructive feedback
    • Conduct visits to sites to provide supervision, operational assistance, training and support, as well as to ensure that M&E tools are understood and being implemented effectively

    Essential qualifications, skills and experience:

    • A degree in Public Health, epidemiology, information systems, science or project management is essential.
    • A Master’s degree in management or monitoring and evaluation or analytics is advantageous.
    • Minimum of six years’ experience focused on operationalizing performance indicators and, preferably, working within/extracting data from DATIM, TIER.Net, etc.
    • At least 8 years of progressively responsible work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data-intensive, performance-based programmes, preferably large-scale PEPFAR-funded programmes.
    • Working knowledge of South Africa’s health information systems and monitoring and evaluation processes as they relate to data collection for performance-based reporting on the NSP

    Enrolled Nurse

    Key duties and responsibilities:

    • Support facilities with phlebotomy work by identifying clients eligible for viral load monitoring and collect blood specimens for viral load testing.
    • Screen clients for STIs, TB, Hypertension, Diabetes and refer for provision of symptomatic management.
    • Provide phlebotomy services for baseline bloods (pre-ART patients), VL and other monitoring bloods for patients already on ART in decanted modalities or general follow-up care.
    • Supervise the implementation of Anova’s APACE support activities at facility and facility level, in line with 95-95-95 strategy and workplan.

    Finance Administrator

    Key Duties and Responsibilities

    Document Management

    • Receive payment request documentation from the projects.
    • Review the documentation to validate the accuracy and completeness of the supporting documentation and to ensure compliant in terms of Anova’s financial standard operating procedures and donor requirements.
    • Corrective action to be taken in the event of non-compliance.
    • Capture the purchase order and insert the reference number onto the supporting documentation.
    • Ensure that all payment documents are submitted within the required deadlines to the respective bank signatories for approval.

    Data Capturing

    • Generate an AP (Accounts Payable) batch within the accounting system.
    • Capture the supplier invoice/s against the relevant supplier code and allocate the expense to the respective project code and line item, through purchase order.
    • Forward the documentation to the Bookkeeper to confirm and post the purchase order/ AP batch into the accounting system within the correct accounting period.

    Process Payments

    • Forward a copy of the remittance advice to the respective supplier as proof of payment.

    Compliance

    • Ensure that compliance deadlines are met within the given time frame.
    • All non-compliant issues as well as documents not on file needs to be addressed and cleared.
    • Take a proactive step in ensuring that checks are done before submitting payments to accountant, e.g. invoices are signed; originals are attached, invoice must have both Vat numbers; authorised signatories did sign off on payments.
    • Administrators needs to familiarize themselves with ALL finance policies and procedures (such as: procurement, petty cash; payment process, etc.)

    Supplier Reconciliation

    • Obtain supplier statements on a monthly basis.
    • Develop a supplier reconciliation template and constantly improve.
    • Ensure that reconciliations are done on a monthly basis and forwarded to accountant for review and signed off by both accountant and financial manager

    Technical Assistant Northern

    Key Duties and Responsibilities:

    • Provide clinical support and technical advice on TB program to DoH and internal staff.
    • Plan, facilitate and monitor the implementation of TB support activities across the sub-district.
    • Identify facilities that are not reaching the MER TB indicator targets and initiate QIPs across the sub-district.
    • Provide technical support and monitor IPC (Infection Prevention and Control) program at facility level and develop QI strategies for gaps identified.

    Key Duties and Responsibilities

    • Provide clinical advice to Department of Health (DoH) and Anova staff on HIV, TB, PMTCT & Pediatric management.

    Project Coordinator: Men's Health

    Key duties and responsibilities:

    Implementation of clinical prevention, care, and treatment services

    • Oversee and support the implementation of Anova’s Men’s program activities at the district, Sub-District, and facility level, in line with APACE strategy & workplan
    • Form part of Anova Sub-District teams and be actively involved in activities that support the MINA campaign, Men’s health services, and the overall Anova APACE strategy.
    • Oversee the implementation of comprehensive HIV prevention, care, and treatment, psychological/adherence support, and SRHR services to Men, including distribution of prepacked medication/ART and PrEP (once approved by DoH).
    • Promote and support successful linkage of adolescent boys to VMMC services
    • Review weekly and monthly data on Men’s health services uptake at Men’s Health sites,
      PrEP uptake, retention performance against targets; then, together with M & E team and other Anova staff, develop strategies to improve performance

    Capacity building

    • Provide training to relevant staff (Internal & external staff) on comprehensive packages of Men’s program services, including MINA.
    • Mentor and coach the Anova and DOH teams on critical issues related to the Management of Men living with HIV.

    Program Monitoring and Evaluation Reporting

    • Ensure prompt submission of monthly and quarterly reports to line manager, and other reports as required.
    • Respond to requests for relevant information when required
    • Support relevant research processes
    • Undertake activities as directed by the HTS manager
    • Participate in management meetings, sub-district meetings and other meetings as required

    Stakeholder Engagement

    • Engage with DOH stakeholders to get buy-in for scale-up of Men’s program activities.
    • Identify other stakeholders already providing Men targeted/related activities in the subdistricts
    • Develop relationships with relevant government departments, civil society, faith-based organizations, and internal stakeholders that support or impact the project’s core objectives.

    Minimum qualifications, experience, and skills required:

    • Diploma in nursing and valid registration with SANC
    • Clinical Assessment Treatment & Care (PHC Nurse Clinician)
    • At least five years’ experience in a management position with at least two-year experience
      within the Male program's comprehensive HIV/TB programs essential
    • Understanding TB/HIV/PrEP guidelines, Male program indicators, and monitoring &
      evaluation
    • Demonstrate initiative and the ability to develop and carry out work plans and solve problems
      within the Men’s health program
    • General knowledge of health systems – facility and community HCT, etc.
    • Teamwork, Ability to multitask and communication skills.

    Clinical Nurse Practitioner

    Key duties and responsibilities:

     Provide Technical Support to Primary Healthcare Clinics for Integration of Mental Health Services                      

    • Train and mentor facility nurses to conduct integrated chronic, mental health care visits and manage common mental illnesses with the support of a psychiatrist
    • Coordinate the multi-disciplinary team to provide comprehensive support to clients with mental health issues
    • Disseminate, develop algorithms, guidelines and job aids to support mental health as and when required
    • Support counsellors in conduct mental health screening and support provision, including training and mentoring of DoH counsellors
    • Support supply chain of mental health care medications to ensure constant availability at PHCs
    • Conduct facility file audits to identify clients with unmet mental health needs and to ensure quality care has been provided

    Provide Quality Mental Health Care

    • Diagnose and manage common mental health disorders
    • Create mental health management plans for clients including clinical care, psychosocial support and referral into hospital and/or community support organisations
    • Liaise with the psychiatrist and psychologist to schedule facility visits and provide clinical advice to project and the DoH staff
    • Administer and dispense medication accordingly, including continuation of mental health medications available to the PHC
    • Monitor medication or therapy effectiveness and propose regimen/dosage change to psychiatrist should it be required
    • Partner with patient family members to help integrate the mental rehabilitation process
    • Ensure that client information is kept confidential and the POPI act is adhered to all times

     Project Coordination and Team Management

    • Manage a team of 5-10 project staff
    • Coordinate activities and interventions to ensure objectives of the project are met
    • Liaise with other stakeholders & keep up to date with relevant trends to ensure that best practices that align with statutory requirements are always applied
    • Coordinate with DoH and other stakeholders to improve and track referral and linkage to care of clients
    • Daily supervision, mentorship and support of project social auxiliary workers and counsellors
    • Identify training needs and opportunities for programme staff development, facilitate and arrange required development interventions

    Project Administration and Support

    • Ensure that all staff are complying to the relevant SOP’s and relevant statutory requirements
    • Complete, compile, and submit the relevant technical assistance tool/reports to line manager and submit as and when required
    • Ensure compliance to ethical conduct of the principles of medical ethics when dealing with patients and patients records
    • Prepare and participate in audit processes
    • Support Anova and its stakeholders, attend relevant meetings to facilitate the implementation of the mental health project, particularly within the district, local municipality and supported facilities
    • Ensure reports are submitted to the facility and project manager - regarding project activities
    • Conduct quality reviews and improvement processes to ensure best practices are rendered to our clients
    • Attend and participate in both internal and external trainings for continuous professional development
    • Communicate efficiently and professionally with all relevant stakeholders

    Data Management

    • Ensure all patient records and registers are completed accurately
    • Store and maintain all relevant records
    • Maintain accurate, up-to-date records of medical supplies, equipment and drugs in own area of operation
    • Ensure 100% compliance to data management SOP, internal quality control guidelines and other quality assurance SOP

    Minimum qualifications, experience and skills required:

    • Degree/Diploma in Nursing with Psychiatric or any other relevant qualification
    • Registered with SANC (South African Nursing Council)
    • Certificate in PC 101/Adult Primary Care
    • Dispensing license
    • Post-graduate degree in psychiatric or mental health qualification would be added advantage
    • 2 years’ experience in mental health programme
    • Familiar with various mental therapeutic methods
    • Knowledge of mental health and community health issues
    • Must be patient and resilient
    • Strong interpersonal, written, and oral communication skills are required
    • Ability to speak regional targeted communities’ languages
    • Valid driver’s license and willing to travel as and when required
    • Innovative, organized, analytical and excellent interpretation data skills
    • Ability to maintain confidentiality and has attention to details
    • Previous experience in supervising and coordinating projects
