    Head: Strategic Support

    Key performance areas:

    Head: Strategic Support - CMAN19003

    • Provide strategic advice to the CoE, translating the organisational strategy into operational and service delivery objectives, implementing the Manifesto and constitutional obligations of Local Government, monitoring the turnaround plans and other related Provincial Programmes and reporting on key development pertaining to the CoE strategic commitments.
    • Communicate a meaningful strategic context that guides and directs best practice.
    • Driving organisational governance and compliance processes and practices as determined by internal stakeholders, Specialists, industry groups and legislative requirements.
    • Developing and managing key stakeholder relationships that enable organisational strategic objectives.
    • Facilitating the interface between the City Manager, the Office of the Executive Mayor, and the Provincial Government MEC for Local Government and Housing.
    • Champion financial management reforms towards best practice in Local Government Finance as encapsulated in the Municipal Finance Management Act (MFMA), and other Municipal Acts and provide effective and efficient financial management systems.
    • Ensure that strategy and the Operating Model is adequately budgeted for through the development and implementation of a fit for purpose budget.
    • Expand networks and collaborative efforts with other role-players in the municipality towards promoting effective planning and implementation of financial management that translates into service delivery.
    • Provide project management support to a team of financial management specialists, including human resource management, planning, risk management and reporting.
    • Develop a turnaround plan with the aim to improve the municipality’s financial performance.
    • Provide input on the development/ review of Revenue Enhancement Strategy.
    • Monitor the implementation of the Revenue Enhancement Strategy.
    • Provide technical support and advice on budget reforms, strategic and annual Performance Plans formulation, including compliance with relevant legislation to relevant stakeholders.
    • Monitor and source reports from relevant departments and report on revenue practices and processes.
    • Support efficient and sustainable financial management, provide financial policy advice to the accounting officers and oversee expenditure planning and budget processes.
    • Develop a coherent infrastructure Investment Plan which set out how to achieve infrastructure targets.
    • Mobilise public and private funding resources for capital and recurrent expenditure.
    • Oversee and ensure mutually beneficial Contract negotiations, relationships, management, and administration of agreements.

    Core Requirements:

    • Honours Degree in Business Administration / Public Administration/Accounting/Financial Management or relevant equivalent NQF Level 8 qualification
    • MFMA Certificate
    • 8 years’ experience of which 5 years should have been at Senior Management Level.

    • Operation planning and reporting skills.
    • People management and empowerment skills.
    • Effective communication skills with the ability to build trusting relationships

    Minimum Requirements:

    • Relevant Social Sciences Degree
    • Registration with the Health Professions Council of South Africa (HPCSA) or South African Council for Social Services Professionals (SACSSP) as a Counsellor
    • 1 - 3 years' experience in a similar environment

    • Provide employee assistance, support, short-term counselling and educational programmes to CoE employees to improve their quality of life

    • Adhere to governance and risk requirements by escalating issues of delivery and quality to operational management process owners

    Minimum Requirements:

    • Grade 12
    • Examiner of Driver's Licence Diploma (EDL)
    • Examiner of Vehicle Diploma (EOV)
    • EC & A Driver's License preferably with PrDP

    Core Responsibilities:

    • Execute the administrative tasks in provision of administrative support IRO of all testing functions
    • Drive Vehicle over inspection pit test
    • Examine Motor Vehicles for roadworthy and fitness certificate
    • Responsible for enforcement of SABS codes and policy suggestions
    • Responsible for computation of wear and tear of Vehicles
    • Verify Engine / Chassis Number and ensure SAP clearance
    • Conducting eye tests, learners license class, driver's fitness test and vehicle fitness test and all other administrative functions in line with the operations.
    • Authorise application/issue of Learner License , Driver's License, PrDP
    • Responsible for conversion of driver's license as per guidelines in the NRTA Act 93 of 1996 together with SOP's and policies
    • Adhere to lawful instructions by the Supervisor or and Management, in carrying out functions in line with the operations
    • Maintain professional conduct at all times
    • Operate a Vehicle for the purpose of conducting inspection for Vehicle fitness
    • Examine Motor Vehicles for roadworthy and issue vehicle fitness certificate
    • Responsible to ensure compliance as per guide lines by the SABS codes, NRTA 93 of 1996, RTA Act 29 of 1989, policies and procedures and all other legislation framework.
    • Responsible for validation of wear and tear of Vehicles
    • Verify Engine / Chassis Number and ensure SAP clearance

    Core Responsibilities:

    • Plan for short term activities regarding maintenance of vehicles, daily refuse removal schedules and services
    • Schedule daily vehicles and staff allocation to ensure equal workloads for round collection and other services
    • Organise for maintenance of transfer stations, mini disposal sites, removal of carcases etc.
    • Arrange for breakdowns to be attended to immediately
    • Administer control over issuing consumables, productivity and attendance of staff
    • Ensure that vehicles leaving depot are roadworthy and have been checked for mechanical defects
    • Control premises of transfer stations and mini sites and ensure they are maintained properly and that there is sufficient disposal space. Ensure that council policies are made available to the work force at the depot
    • Compile survey reports of volumes of refuse placed out daily/weekly on request and submit to Operations Officer
    • Keep statistics with regard to consumables issued and other relevant operational issues
    • Ensure safekeeping of relevant and current administrative information at depot
    • Perform administrative functions at the depot
    • Attend to customer service orientation
    • Ensure good relations and excellent liaison with stakeholders
