    Senior Internal Auditor

    About the job:

    The CSIR has a vacancy for a Senior Internal Auditor in the Internal Audit Service portfolio. The incumbent will provide an independent, objective assurance and consulting activity, designed to add value and improve the organization's operations. This position is located in Pretoria.

    Key responsibilities:

    • Apply the ethical principles of integrity, objectivity, professional competence and due care, confidentiality and professional behaviour in the context of an audit;
    • Develop an understanding of the audit approach, methodology and tools through planning and conducting preliminary investigations and preparing an Audit Planning Memorandum (APM) prior to undertaking each audit project;
    • Develop an understanding of the client business and the areas audited through; 
    • Researching and familiarization of applicable policies and procedures of the business;
    • Obtaining data from other functions within the organization or externally (where necessary) while performing the audits; 
    • Interpret the policies, procedures and processes and assess compliance thereof within the organisation;
    • Plan and perform an audit with professional scepticism recognising that circumstances may exist that cause potential risks;
    • Execute already established audit programs within the required timeframe;
    • Develop or update audit programs based on the risks identified and changes in operations;
    • Document working papers in line with the IIA standards to assist in; 
    • Preparing an evidence-based draft report, including conclusions drawn from the work undertaken and recommendations for improved control;
    • Providing a detailed audit trail of the work performed;
    • Formulate audit findings, make recommendations by discussing the findings of the audit fieldwork with the client and seek agreement to actions/recommendations made;
    • Work independently, show initiative and sound professional judgement;
    • Compile audit certificates and perform any other ad hoc projects that may be allocated by the Group Manager;
    • Develop and maintain relationships with clients and represent the IAS in various forums as directed by the Group Manager;
    • Assist in the supervision and development of junior staff and new staff in the department;
    • Conduct audits as per the approved annual plans and as allocated by the Group Manager.

    Qualifications, skills and experience:

    • A National Diploma or Bachelor’s degree in Internal Auditing with at least four years’ audit experience;
    • Certified Internal Auditor (CIA) qualification or studying towards a CIA qualification;
    • Any other certifications such as CFE, CCSA, CRMA will be an added advantage;
    • Thorough knowledge of risk management and internal controls;
    • Familiarity with accounting and auditing concepts and theory;
    • Technical competency in Microsoft Office Suite;
    • Knowledge about internal audit practices and trends;
    • Ability to develop an understanding of legislation applicable to the CSIR and how these impacts on the audits;
    • Understanding the PFMA and all applicable legislation;
    • Use of automated audit tools such as IDEA or Audit Command Language (ACL) data analysis tool and Teammate will be an advantage;
    • Ability to multitask and proper time management;
    • Ability to handle audit projects independently.

    Frontend Software Developer

    About the job:

    The CSIR has a vacancy for a Frontend Software Developer: Spatial Information Systems in the eGovernment Impact Area, within the Next Generation Enterprises and Institutions cluster. The incumbent will be responsible to design, develop, and contribute to systems architecture leading to the implementation of operational spatial information systems. This position is based in Pretoria.

    Key responsibilities:

    • Work across disciplines with researchers and experts to conceptualise and develop high-technology software solutions for clients;
    • Contribute technically to large and complex projects, using cutting-edge technology and innovative designs;
    • Assist and support systems architecture and development team with high-level system design and integration;
    • Contribute to development activities that translate design into working systems;
    • Contribute to technology research of the group by creating and publishing research outputs, such as scientific conference papers and journal articles in selected topics of interest.

    Qualifications, skills and experience:          

    • An Honours degree or equivalent NQF 8 qualifications in geoinformatics, geomatics, computer science, computer/electronic engineering, information technology;
    • At least two years practical experience in professional software development and engineering, particularly in large, complex projects using modern web frameworks (HTML5, ReactJS/BackboneJS), JavaScript, and Python;
    • A Masters’ degree will be advantageous;
    • Experience using test-driven approaches and agile methods (e.g., Scrum, SAFe);
    • Experience working on cloud computing platforms and with cloud-based development;

    Experience with the following would be required:

    • Open-source geospatial software (e.g., GeoServer, QGIS);
    • Interoperability and system integration;
    • Dynamic metadata systems and interchange formats (web and geospatial);
    • Data management and analysis;
    • Relational databases, PostgreSQL, and related technologies;
    • Responsive and adaptive design;

    Experience with the following would be advantageous:

    • UX Design;
    • UI Development;
    • Mapping libraries (e.g., OpenLayers JS, Cesium JS, Leaflet);
    • Node.js;
    • Open Graphics Libraries (e.g., Open GL);
    • Testing frameworks, (e.g., Selenium);
    • JIRA, Confluence, Git;
    • RESTful APIs;
    • Django;
    • Docker;
    • Strong software development foundation, knowledge, and fundamentals;
    • Must have knowledge and/or interest in developing geospatial information systems;
    • All international qualifications require an evaluation report / certificate issued by the South African Qualifications Authority (SAQA).

    Backend Software Developer

    • Bash and Node.js and other programming languages;
    • Open-source software (e.g., GeoServer, QGIS);
    • Research and publication of scientific articles;
