Senior SCM Demand Officer (REF NO. HRM/26/24) at Lepelle Northern Water

Minimum Job Requirements: 

• National Diploma or Bachelor’s Degree in Supply Chain Management, Purchasing or Logistics with at least 4 years’ experience in Supply Chain Management environment, of which 2 years must be at supervisory level. 
• A valid driver’s license is a prerequisite. 
• Professional registration as a Supply Chain Management or Logistics Practitioner will be advantageous. 

Competencies:

• Must have thorough knowledge of Supply Chain Management Policies and Procedures (PPPFA, BBBEE and PFMA) 
• Must be computer literate (MS Word, MS Excel, MS PowerPoint etc.)Time management 
• Strong business acumen and ethics 
• Have the ability to communicate effectively at all levels
• Good presentation skills 
• Report writing skills 
• Ability to work under pressure and beyond normal working hours. 

Key Responsibilities: 
 Reporting to the Supply Chain Manager, the incumbent will be responsible for: 

• Conducting need assessment, categorizing commodities’ and acquire budget confirmation 
• Compile the procurement Plan for operational budget based on needs assessment and budget 5 availability for procurement above R1 million or determined by National Treasury 
• Compile the consolidated procurement Plan for capital projects based on departmental procurement plan submissions and budget availability for procurement above R1 million or determined by National Treasury 
• Review specifications and ensure that the specifications and terms of reference comply with relevant legislation 
• Conduct market analysis and commodity price check to assist user departments with cost estimations for their services or goods required 
• Compile and maintain commodity price list for use of acquisition benchmark 
• Advise on suitable sourcing strategies based on market and price analysis 
• Manage and report on the procurement plan progress/performance on a monthly, quarterly and annual basis 
• Advise on bid specification and end users on compilation of specifications in line with SCM prescripts 
• Provide support in the bid and quotation process relating to need analysis, price benchmarking and specifications etc. 
• Directly supervise SCM subordinates on demand related items where required 
• Ensures compliance and monitor the system in terms of the PFMA and all relevant pieces of legislation related to SCM and Demand Management 
• Implement, update and report on Risk and Audit action plan related to demand management unit 
• Ensure compliance with all LNW policies, procedures and code of ethics.
