Monitoring and Evaluation Manager at Rand Water

Minimum Requirements
 

Qualifications required:

• Information Management/ Information systems/ Monitoring and Evaluation, Public Management, Social Sciences or related field (3 to 4 years) qualification at NQF level 7.
• Master’s degree (NQF level 8)

Experience required:

• 8 - 10 years’ experience in Strategy, Performance Reporting, Information Management and Enterprise-wide/ Corporate Monitoring and Evaluation.
• Proven experience in Monitoring and Evaluation of strategic programs/ projects in the public sector.
• Experience in quantitative analytical experience, including the ability to use Microsoft Excel and other econometrics and statistical software (e.g. STATA, SPSS).

Primary Duties

• Developing and implementing Rand Water`s integrated M&E framework, plans, tools, and methodologies to support the coordination of monitoring and evaluation, and reporting across the organization.
• Oversee the development of monitoring, evaluation and reporting systems that include appropriate outcomes, outputs, activities, target indicators and impact measurements.
• Lead the design, development, planning, and implementation of programs and projects for M&E and reporting, including the development of identified priority project's Monitoring, Evaluation and Reporting Plan.
• Provide actionable insights and advice to executives based on performance analysis.
• Develop and propose strategies and actions to address performance gaps and enhance effectiveness.
• Provide data-driven guidance and recommendations for operational adjustments & strategic initiatives.
• Participate in national and provincial Monitoring and Evaluation forums and influence and advise Executives on best practices in the Water Monitoring and Evaluation initiatives. 
• Influence improvement of Rand Water performance as reported in the quarterly reports and Integrated Annual report.
• Provide professional and specialist services to management on program and project Monitoring, Reporting and Evaluation, to ensure achievement of Rand Water strategy.
• Develop Rand Water’s M&E policy and procedures in alignment of the Policy Framework for the Government-wide Monitoring and Evaluation System and having same adopted by EXCO and Board.
