    General Manager - Legal and Regulatory Corporate Services

    RESPONSIBILITIES

    Budget Management

    • Forecast, plan, developand review OPEX and CAPEX budgets within agreed parameters.
    • Manage and optimise the budget, ensuringall expenditure is in line with the agreed budgets

    Operational effectiveness

    • Provide a broad frameworkto ensure resourcesare obtained, used and coordinated in a way that allowsthe company to achieve its mission.
    • Provide legal advice and guidance on regulations, legislation or public policies that will impacton MTN and its business.
    • Lobby key stakeholders influential in shapingand changing publicpolicy and draft regulations/legislation within the framework of MTN stakeholder engagement policy.
    • Negotiate with other network operatorsin relation to interconnection, facilities sharing and othernon-competitive public policy issues.
    • Draft, vet and submit MTN submissions on draft regulations, legislation, public policiesand ministerial directives.
    • Influence and manageregulatory entities to ensure that MTN remains top of mind on these regulatory entities
    • Manage and monitormobile telecoms market opportunities through insights from competitor and industryanalysis.
    • Provide regulatory and compliance relatedinput into the development of operational plans and strategies of other businessunits.
    • Provide inputinto and sign off of BRS and URS documentation from regulatory, legal and economicperspective.
    • Assist MTN mergers and acquisitions initiatives with regulatory input such as due diligence and assessment.
    • Oversee the management and review of advice to the business on technical regulatory compliance issues such as Radio Frequency Spectrum; Radio Frequency Migration Plans; IMT Roadmap; World Radio Conference; Numbering Plans, Mobile Number Portability (MNP), amongst others.
    • Provide strategicAdvice (Interconnection, Facilities Leasing, Essential Facilities and Relevant Markets)as appropriate, including:
    • Advice on short and long term interconnect strategy and coordinating with Other BU’s to facilitate interconnection strategy
    • Provide input into interconnect working groups relating to interconnection frameworks 
    • Manage regulatory threatsto MTN business and protectMTN against regulations that erode sustainability of the business in the medium and long term
    • Assist in resolving interconnect issues with Mobile Network Operators (MNOs), including litigation and negotiations
    • Develop strategic capacity to advise on new international interconnection trends 
    • Manage litigation on any telecomsregulatory issues, including ICASA, the Competition Commission, resolving litigation throughsettlement negotiations.
    • Prepare and submit Board Submission and Management Reports on strategic regulatory issues
    • Draft, vet correspondence on behalf of MTN to ICASA, Competition Commission; DCDT, Parliament and any otherregulatory body, and present in any public hearings.
    • Attend any other meetingsas may be required with Government Departments, Regulatory bodies, Parliamentary Portfolio Committees.
    • Manage relationship and represent MTN in industry Associations such as Association of Comms and Technology (ACT); South African Communications Forum (SACF); Digital Council Africa (DCA) or any other Association which MTN may be a member.
    • Give strategic input to those associations to the benefit of MTN 

    Customer relationships

    • Develop cross-functional relationships within the industry and key stakeholders.
    • Align service delivery to changing market segments and Mancos
    • Understand customerneeds and developand fine-tune systemsaccordingly.
    • Adopt a proactive approachto prevent problemsfrom arising in the future.
    • Initiate changeto continually improveall aspects of service delivery, driving continuous improvement as an important element of service delivery

    Project Management

    • Develop and drive the executionof agreed projects
    • Drive the implementation, tracking, monitoring and compliance of Projects
    • Contract management in line with Procurement Policies
    • Co-ordinate projectreporting
    • Ensure effectiveimplementation of the integrated projectmanagement model
    • Risk management

    Business Analysis

    • Perform BusinessAnalysis MTN SA Business Analysisin line with the methodology and guidelines
    • Identify ways to fine tune policies, processes and systemsin line with changing work practices
    • Determine, document,and review requirements for projects withinthe scope of the value stream or impacting processes and systems
    • Design, analyseand document workflowand make appropriate recommendations that will positively impactoperational effectiveness
    • Identify BusinessImprovement and Optimisation opportunities that will result in improvement of process performance
    • Ensure that benchmarking is conducted with other companies and organizations within and outsidethe industry.
    • Construct businesscases for initiations proposed by the business. Researchand consider best practice, local conditions, trends,as well as competitor analysis activity
    • Identify and implement innovative ways to use minimumresources to achievemaximum outputs 

    QUALIFICATIONS

    Education:

    • 4 year tertiaryqualification in Law/LLB(Commercial / Business)or related MBA / MastersAdvantageous

    Experience:

    • Admitted attorney with experience working in a law firm
    • Senior management track record of 10 yearsor more; with at least 5 yearsin relevant sector/industry as per relevant role
    • Experience working in a global/multinational enterprise (understanding emerging marketsadvantageous)
    • Worked across diversecultures and geographies
    • ICT Technology, Mobile Network Operator (MNO) / ICT regulatory experience
