Job Purpose:

To provide an integrated and sustainable architectural service to the eThekwini Municipality through provision of impartial, cost effective professional architectural and built environment services, including advisory, management, delivery and developmental services.

Key Responsibility Areas:

• Leads and manages the Architecture Department by controlling project design, technical, cost, feasibility and development studies of Council owned buildings, facilities and land.
• Proactively manages and develops strategic architectural developments, advising relevant committees and senior officials in light thereof, and formulates the strategic direction for the Engineering Unit.
• Undertakes project management duties for all architectural projects and prepares and presents evaluative reports in light thereof to Council Committees or Departments.
• Undertakes research and developments into procurement systems and advises and implements alternate procurement systems best suited to achieve Council objectives.
• Undertakes structural and Civil Engineering; Electrical and Mechanical Engineering; and Urban and Landscape design, development and maintenance.
• Undertakes contract administration and contract supervision and deals with issues that arise which fall within the terms of reference of the Department.
• Formulates capital and operating budgets, taking into account performance requirements and resource allocations/constraints.
• Manages, supervises and develops the performance and conduct of the Departments staff.

Essential Requirements:

• Registration as a Professional Architect (PR. Arch) with the South African Council for the Architectural Professions.
• Valid motor vehicle driver’s license.
• 7 years professional architectural and project management experience of which 2 years must be at a senior management level.

Preferred Requirements:

Registration as a Professional Construction Manager (Pr.CPM) with the South African Council for the Construction Project Management Professions.

Special Conditions:

• Staff+/- 370. Capital budget annual work liability R 400M.
• Asset maintenance liability value R 15bn.
