    Technical Advisor: HIVSS (HIV Self-Screening)

    Key Duties and Responsibilities

     Coordinate and support implementation of the national HIVSS Programme including the expansion of the facilities implementing HIVSS in the country in alignment with the annual performance plan (APP) targets.

    • Lead and provide technical support for the expansion of facilities implementing HIVSS in alignment to the APP targets.
    • Review and revise the HIVSS guidelines in alignment to the WHO guidelines and the national HTS Policy guidelines.
    • Identify gap analysis and develop a training plan for provinces as the programme expands.
    • Train a data base of trainers to disseminate training to districts and eventually facilities.
    • Provide technical support for the programme responses to the auditors on a quarterly basis.
    • Lead integration of HIVSS programme into the prevention and Differentiated models of care guidelines.
    • Ensure that HIVSS operational plans are implemented, and targets are met.
    • Provide support for data management of HIVSS. 

    Monitor the coverage of the current HIVSS through outreach activities by partners in communities, Higher institutions, Key populations sites and workplaces

    • Ensure expansion of HIVSS to different Institutions/organisations/companies and populations.
    • Monitor testing targets and support provinces that do not reach targets and partner's needs with action plans.
    • Ensure fast tracking of expansion of targeted testing sites for HIVSS. 

    Coordinate implementation of HIVSS and Index Testing to ensure data is collected and presented in quarterly meetings

    • Support review and revision of guidelines and supporting tools for implementation of HIVSS.
    • Support continuous training and mentoring of HIVSS.
    • Ensure data collection in a total market approach for HIVSS.

     Provide technical support to the HTS Manager in progress meetings for HTS with relevant implementing partners.

    • Participate in relevant HIVSS progress meetings and provide technical support.
    • Ensure HIVSS data collection from all implementing partners and ensure these are discussed in the relevant meetings.
    • Provide technical support to the HTS manager for partner implementation of HIVSS and progress meetings thereof.

    Coordinate needs analysis for capacity building for the programme and link support with partners

    • Ensure the tools are available (Training manuals and data collection tools (Registers).
    • Support training as per need for index testing and HIVSS.

     Any other tasks as agreed with line manager.

    Minimum Qualifications, Experience and Skills Required:

    • Bachelor’s degree in Science, health sciences, public health, social science or equivalent.
    • 3-5 years’ experience within HIV and AIDS programmes including HTS and HIVSS (experience with DOH and/or NGO’s supporting HTS an added advantage).
    • Training in Diversity management (Facilitation skills) and Programme/Project management.
    • Management competencies and leadership qualities.
    • Human Resource Development.
    • Material analysis and development.
    • Ability to work in a highly pressured environment driven by a sense of urgency to meet deadlines.

    Professional Nurse - Permanent

    Key Duties and Responsibilities

    • Champion the Anova 95-95-95 in-facility activities by leading the facility meetings and supporting weekly data review, monitor attendance and liaise between Anova and the facility
    • Work with the outreach teams to get referrals and to initiate ART for eligible HIV infected clients including PrEP
    • Provide follow up care for patients on treatment in line with DoH HIV Management guidelines as well as Anova work plan and Facility 90-90-90 plans
    • Routinely monitor performance & registers of (TB/HIV/STI) programmes at facility level and provide mentorship & technical support where required
    • Identify poor performing indicators, put together quality improvement (QI) plans and implement as agreed upon with the facility team
    • Identify training needs at facility level and arrange in-service training where needed
    • Train clinic staff on MSM Diversity trainer and biomedical training and mentor staff at facilities
    • Use relevant M&E tools to report weekly to Anova sub-district team on number of clients initiated on ART and TPT
    • Support facilities with the implementation of I-ACT support groups and Chronic treatment clubs in line with Anova’s work plan
    • Attend weekly multi-disciplinary meeting
    • Be part of HITT projects for data clean-up.

    Minimum Qualifications, Experience and Skills Required

    • A degree or diploma qualification as a Professional Nurse
    • Registration as a Professional Nurse with the South African Nursing Council
    • Western Cape NIMART trained and certified as competent to work independently
    • At least 4 years’ experience in working at a clinic (PHC or CHC) facility
    • At least 2 years NIMART experience
    • Familiar with latest HIV Management, PrEP, STI and TB and guidelines
    • PHC Qualification is advantageous
    • Excellent communication and interpersonal skills
    • Good report-writing skills
    • Strong organizational skills, including time management and multi-tasking skills
    • Driver’s License is required, and ability to drive.

    Data Capturer - Fixed Term Contract

    Key Duties and Responsibilities

    • Collate and organize data into relevant data tools, systems as required by the project, including data from RedCap, facility systems and routine data.
    • Assist in making sure all ART Folders updated are captured on Health Information System
    • Assist the M&E Officer to manage monthly data reports from project staff, particularly the CLOs
    • Implement and be part of Data Quality Improvement Projects
    • Support the M&E Officer to improve routinely collected data e.g. RedCap at Anova supported facilities, by participating in data audits and data improvement activities, including training.
    • Assist the M&E Officer to collate and analyse monthly data reports from project staff, particularly the CLOs
    • Assist with submission dispatch weekly
    • Data cleaning(interrogations) at facility level
    • Safe storage of monthly backups, dispatches, and Monthly reports

    • Grade 12

    Sub District Manager - Permanent Contract

    Key Duties and Responsibilities 

    • Provide clinical advice to DOH and PHC (Primary Health Care) staff on HIV, TB, PMTCT & Paediatric management
    • Plan, develop and review overall strategy for the sub-district in line with the overall Health Systems Strengthening and 909090 HIV/TB strategy
    • Support Anova Non roving and roving team leaders (through mentorship, providing technical advice, conducting joint stakeholder engagement activities, conducting facility level support visits, etc.) to ensure that agreed upon activities are successfully implemented in facilities
    • Manage a diverse team of staff in conjunction with other line managers (e.g. M&E, HTS, Pharmacy etc.) in order to ensure efficient project delivery

    Minimum Qualifications, Experience and Skills Required

    • Bachelor’s MBChB degree or B. Pharmacy or BCurr with a Postgraduate qualification with Primary Health Care speciality (Nurse Clinician)
    • Minimum 3 years’ post community service clinical experience (for medical doctors) and 8 years for Nurse Clinicians
    • At least 2 years’ experience in a management or senior role within comprehensive HIV/TB programmes
    • Understanding of TB/HIV/(E)PMTCT programmes, programme indicators and monitoring & evaluate
    • Ability to analyse and interpret HIV/TB programme data to inform programme planning and implementation
    • Demonstrate initiative, and the ability to develop and carry out work plans and solve problems
    • Good knowledge of antiretroviral therapy, TB and chronic medication
    • Quality Improvement and project management skills, an advantage
    • Valid HPCSA registration as Independent Practioner or valid SANC registration

    Linkage Officer

    Key Duties and Responsibilities

      Linkage to care

      • Ensure that all clients tested HIV-positive are followed up and linked into care
      • Keep a record and cohort of how many are initiated on antiretroviral therapy (ART)
      • Link all clients referred for PrEP, TB and STI
      • Link clients to other psycho-social services

      Health Education

      • Effectively provide health education to clients about HIV, ARVs, Adherence to ART, STI prevention, Prep and Index testing
      • Distribution of IEC material and Condoms
      • Demonstrate condom and Lubricant use

      HTS (HIV testing services) & other HIV related support activities

      • Provide HTS counselling and testing
      • Contact the negative cohort and facilitate HTS to the Negative cohort
      • Contact and facilitate HTS to Index partners
      • Promoting and performing HTS to the target group
      • Participating in social mobilisation activities to encourage clients for HTS

      Administration and Reporting

      • Reporting weekly to Team leader and Provincial Coordinator
      • Capture and update linkage/Index spreadsheet in the absence of the Enrolled.
      • Ensure that referral slips (tear-off sections) are collected from the facilities and filed at the office.
      • Ensure that client’s indemnity form is fill in correctly and attached to other necessary documentation where possible.
      • Submit weekly plans to the Team Leader/Driver

      Communication and Reporting

      • Liaise with the professional nurse and enrolled nurse and M&E on clients that require to be followed up and give feedback.
      • Regular checks on Tier.net for clients that have been linked to care
      • Compile weekly, Monthly reports and submit

    Minimum Qualifications, Experience and Skills Required

    • Grade 12
    • RTCQI Certificate/HTS Counselling Certificate
    • Social Auxiliary Worker qualification would be an added advantage
    • Experience in working on Human Rights/Sexual Reproductive Health/TB and HIV/AIDS in the NGO or government sector  
    • Minimum of 2 years working experience in a similar role
    • Knowledge and exposure to a range of human rights issues including barriers to accessing legal and health services in Global Fund supported districts
    • Proficiency in speaking and writing, in English and any local language
    • Organising and negotiation skills
    • Ability to work with people of all backgrounds.

    Procurement Manager - Johannesburg

    Key Duties and Responsibilities

    Procurement and Compliance Management

    • Ensure the Procurement function is efficiently managed and supports the business in a timely fashion.
    • Ensure the implementation of procurement policies and procedures for best practice and compliance with audit and funder requirements.
    • Ensure procurement adheres to BBBEE scorecard requirements to obtain maximum procurement verification points.
    • Maintain a preferred supplier listing for all goods and services procured by Anova.
    • Maintain insurance schedules for all assets of Anova and ensure annual insurance renewals are affected timeously in order for all insured assets to be adequately covered.
    • Adhere to set KPI’s, SOP’s and performance management systems as required by the Head of Business Operations and key stakeholders.
    • Streamline procurement processes to eliminate bottlenecks and drive efficiency in service delivery.
    • Maintain an effective filing and storage system in line with stakeholders’ compliance standards.
    • Lead in preparations for bid specification and tender advertising.
    • Support in completion of tender evaluation packs for the Bid Evaluating & Adjudicating Committees.
    • Monitor business trends and highlight areas of improvements to the Head of Business Operations.
    • Assesses Anova’s procurement activities and alert management of any anomalies.

    Supplier and Stakeholder Relationship Management

    • Establish a good and professional relationships with suppliers and stakeholders
    • Manage a business focused relationship with suppliers that will ensure competitiveness and cost-effective value adds for Anova.
    • Regularly review service level agreements/contracts and negotiate for best rates.
    • Conduct periodic audits for value for money and quality of goods and services with suppliers.
    • Collect and review feedback on procured goods and services from requesters and end users.
    • Partner with the Finance department by maintaining procurement records and ensuring they reconcile with Finance reports.
    • Create process flow documents and conduct training sessions on procurement SOP’s, policies and processes.

    Team Management

    • Day-to-day management and supervision of the Procurement team.
    • Provide technical support to the Procurement team.
    • Regularly assess the team for capacity and work allocation.
    • Be the first point of escalation for stakeholders, suppliers and clients.
    • Consistently identify training and development needs within the Procurement team.
    • Periodically conduct performance reviews in line with Anova’s performance cycles.
    • Any other reasonable tasks and ad hoc responsibilities as agreed with the Head of Business Operations.

    Minimum Qualifications, Experience and Skills Required

    • B.com degree in Supply Chain Management/Economics/Business Administration or equivalent.
    • 10 years’ progressive experience in a procurement field.
    • Minimum of 5 years’ experience in overseeing or managing procurement.
    • Excellent knowledge of procurement best practice principals and possess outstanding decision-making skills.
    • Relevant knowledge and experience in managing SLA’s/SOP’s/ suppliers and stakeholders.
    • Significant experience in collecting and analysing data and using financial systems.
    • Knowledge of Supply Management Software (Database Management)
    • Strong working knowledge of sourcing and procurement techniques as well as an aptitude for reading the market.
    • Excellent written and communication skills in English (proficiency in other official languages preferred).

    Advantageous Qualifications, Experience and Skills

    • Charted Institute of Procurement and Supply Diploma (CIPS).
    • Proven track record of managing SLA agreements and develop procurement SOP’s
