Position Purpose:
- Provide leadership and direction across core TCC procurement operational areas, namely the contract management, transactional sourcing (procuring off existing contracts) and tactical sourcing functions to ensure effective contract management for all contracts managed by TCC SCM, including seamless transactional procurement management i.e. ordering off these contracts and proactive, efficient day-to-day fulfilment of Corporate Centre procurement needs through the tactical procurement (RFQ process) of goods and services. Works closely with the GM: Procurement Operations Central Category Management to ensure proactive identification and segregation of truly tactical and strategic procurement needs, thus supporting effective demand management and leveraging economies of scale benefits for Transnet.
Position outputs:
Functional leadership:
- Provide strategic leadership and direction to the contract management, tactical sourcing and transactional sourcing functional areas that reside under the Procurement Operations function;
- Lead the teams in ensuring adherence to procurement policies, processes and systems;
- Drive continuous efficiency and effectiveness of procurement operations whilst ensuring full compliance, business continuity and customer satisfaction;
- Optimise and reduce cost of tactical and transactional activities; and
- Build and maintain a Centre of Excellence for contract management across the Transnet business.
Service delivery management:
- Direct team in its execution of tactical and transactional sourcing and implement the relevant policies and procedures for cost effective and efficient tactical sourcing and supplier management;
- Develop strategies and tactics to continuously improve the Procure-to-Pay process in order to improve operating efficiency and effectiveness in service delivery;
- Determine most efficient and cost-effective procurement channels;
- Develop strategies and tactics to ensure that B-BBEE compliant suppliers are used by the business for day-to-day fulfilment of business requirements;
- Develop strategies and tactics to ensure procurement practitioners utilise existing supplier agreements concluded by the Central Category Management team in order to ensure realisation of contracted savings; and
- Work closely with the GM: Procurement Operations Central Category Management to ensure effective demand management and processes to drive teams to appropriately segregate truly tactical and strategic procurement needs;
- Develop consistent and enabling contract management system, processes and procedures across all contracts;
- Direct team in providing efficient contract management support services, development of contract management plan and monitoring of contracts in place;
- Enable procurement operations contract management team to provide effective support to the Central Category Management team during the tendering process for contract preparation, negotiations and award; and
- Enable procurement operations contract management team to provide effective support to contract managers/owners post award, including but not limited to contract administration, termination, closeout and dispute resolution.
Manage functional area budget:
- Compile and manage functional area budget;
- Monitor progress against approved budget;
- Ensure financial procedures are followed, monitor cost expectations, participate in review of costs, identify and resolve discrepancies; and
- Approve and authorise expenditures aligned to approved budget, Transnet’s DoA framework and policy for processing.
Compliance, Performance Monitoring and Reporting:
- Enforce standards and standardisation with regard to contract management and transactional and tactical sourcing processes as per the latest governance manuals and processes;
- Ensure that the legal, regulatory and policy requirements are complied with by the business and its suppliers, with input and support from the SCM Compliance and Legal teams at Transnet;
- Provide critical input into policy and process improvement initiatives; and
- Manage SLAs with end-users and track performance of the function, providing regular reporting on these, effectively communicating with end-users and managing their requirements / expectations and team performance where issues arise.
Stakeholder management:
- Communicate the vision and objectives of the function to relevant stakeholders across the business;
- Ensure the effective integration and coordination of related activities between Category Management and other key functions in the SCM value chain, namely, Supplier Relationship Management, SCM Compliance, Localisation and BBBEE and Systems and Data;
- Provide strategic decision-making guidance and support to the GCPO on critical aspects relating to Transnet’s SCM function;
- Provide regular feedback on progress and performance; and
- Highlight or escalate issues timeously to the relevant stakeholders.
Capability development:
- Drive capability development initiatives for contract management across Transnet;
- Agree performance measures, ongoing performance management and appraisal for direct reports;
- Agree skills development plans for direct reports;
- Implement succession planning in the function as part of talent management across Transnet;
- Lead capability development for contract management across Transnet, by providing focused training initiatives on contract management best practices and processes; and
- Drive the values and behaviours required to create a positive motivational culture in SCM across Transnet, with specific reference to Procurement Operations.
Qualifications & Experience:
- Bachelor’s degree in Supply Chain, Commerce, Law or any other relevant degree.
- 12-15 years’ experience in a large enterprise with complex business processes of which 5 years – 7 years are at senior management experience,
- 8-10 years of supply chain-related experience in large enterprise
- 3-5 years management experience
- MCIPS certification and CIPS membership required
- MBA or related postgraduate qualification advantageous
- Proven track record of working within cross-functional teams to drive successful delivery
- PFMA, PPPFA and public sector Procurement experience will be an added advantage

Position Purpose:
The Role is accountable to the Executive Manager: Security Governance, Risk, Compliance and Training. The position has a three pronged focus purpose:
- To provide a range of diverse administrative, research, compliance, policy development and information management tasks that assist Group Security to achieve its objective of providing an effective and balanced security governance and assurance; as well as security regulation and policy advice to Transnet;
- Is to promote ethical conduct and compliance with rules, regulations, policies and standards that govern how Transnet conduct its business. The incumbent must stay on top of the latest laws, regulations and trends within the security industry and should be able to translate these into requirements and procedures for Transnet;
- To coordinate across the Group security structures and assist in the identification, monitoring, and reporting of security risks throughout Transnet.
Position outputs:
Security Governance (Policy and Standards) Research related activities:
- provide support in undertaking research on specific topics and consult internal stakeholders to contribute to improving security regulation and policy application;
- to research and prepare responses to concerns raised by the organization on security policy shortcomings and perceived excess regulation;
- source, collate and analyse policy related information from the ODs/SUs;
- undertake research and collate information for reporting, monitoring and evaluation purposes to contribute to the achievement of security policy outcomes.
Writing:
To write various Sub Functional briefs, reports, responses, consultation/meeting documents, papers and other documents as required including and not limited to:
- thematic literature review mini-reports;
- specific security legislation compliance consolidated reports;
- security culture awareness scripts;
- minutes of consultation and meetings;
- Sub Function correspondence to the business;
- Review security regulatory universe and plan;
- Policy awareness scripts.
Management and project related tasks:
- To manage own projects within agreed deadlines and compile management reports;
- To assist with the development of the Sub Function work plan where required;
- Actively participating in business engagements through development of relevant communication and management reports;
- Provide support to the Sub Function for all projects in execution;
- Ensuring that information about the activities of the Sub Function is shared with the relevant stakeholders on approval;
- Assist in the development of written submissions to various governance structures;
Communication and Liaison:
- Assist in the coordination of feedback expressed by the Business on various policy matters;

- Coordinate and retain records of the completed Z204 forms for personnel vetting by the State Security Agency;

- Conduct internal departmental audits and reviews at regular intervals to ensure that compliance procedures are regularly followed;
- Ensure that all employees are thoroughly updated about the organization’s policies, regulations, and processes;
- Report to management on the implementation of the compliance program;
- Provide training on security compliance;
- Revise rules, reports, and procedures at regular intervals to recognize the inherent risks;

Security Risk Management:
- Conduct on the job training on the use of the Security Risk Assessment Process;
- Facilitate the conducting of security assessments at identified risk areas;
- Security Risk Assessment reports;
- Identify potential security risks;
- Identify emerging security risks;
- Decide upon and implement security risk management strategies;
- Perform ad-hoc data analytics as required;
- Assist in the coordination of feedback expressed by the Business on various security risk matters;
- To actively contribute to the Sub Function internal distribution of work in progress;
- To assist in Sub Function security risk awareness activities organization-wide;
- Compile regular management reports on the risk profile of the organization;
- Regularly update the Security Risk Register.
Qualifications & Experience:
- Matric
- Degree or Higher Diploma in Security Risk Management or Criminal Justice or Management;
- Computer Literacy training;
- Three years relevant experience and willing to undergo SSA security screening.
