    Senior State Accountant: Debts, Ref No. DOI 88/2023

    Job Purpose    

    • The Department of Infrastructure Western Cape Government has an opportunity for a suitably qualified and competent individual to provide an effective and efficient accounting system for revenue and receivebles.This post is based in Cape Town.

    Minimum Requirements    

    • An appropriate 3-year tertiary qualification (National Diploma/ B-Degree or equivalent qualification) in Financial Accounting or related; A minimum of 1 year supervisory experience in a Financial Accouting/Management environment; A valid code B (or higher) driving licence. 

    Recommendation    

    • Proven computer literacy (Ms Excel).

    Key Performance Areas    

    Revenue and Receivables Management:

    • Manage the development and maintenance of Policies and Standard Operating Procedures;
    • relevant accounting system;
    • collection of fees;
    • receipting system; reconciliations;
    • preparation of bad debt write-off and monitoring and analysis of debtors.

    Disclosures in the financial statements and reporting according to GRAP 2:

    • Manage the information of the disclosure of debtors in the financial statements;
    • gathering of applicable revenue information to be included in the statement of performance with notes in the Financial Statements; preparation of debtor status reports;
    • preparation of exposure to non-recoverable debt reports.

    Analyse System reports:

    • Access and interpret financial reports.
    • Operational management of the Sub-component:
    • Human Resource Management;
    • Service delivery management;
    • Financial Resource Management;
    • Information management;
    • Performance management;
    • Compliance management.

    Competencies    

    Knowledge of the following:

    • Revenue and Debt Management;
    • PFMA and applicable legislation.

    Skills in the following:

    • Communication (verbal and written)
    • High level of computer literacy (MS Office), especially high level of excel capability and managing databases in excel;
    • Ability to work in a team, Ability to work under pressure;
    • change management; supervisory;
    • time management, planning and organising and analytical and problem solving.
