    Senior Manager: Regional Risk and Compliance

    Mission/Core purpose of the Job

    • The Senior Manager: Regional Risk and Compliance  will be accountable to work with the OpCos in the assigned Region to implement operationalise the Group R&C goals and programs as per directives. The Regional Risk team will act towards their OpCos on behalf of Group R&C as well as be the spokesperson for their OpCos towards Group when and as suitable or needed.
    • Furthermore, the role is accountable for leading the development, implementation and management of the Group Wide Compliance Program for the regions including monitoring and oversight over all compliance related aspects.  The role will include developing Compliance Frameworks, Compliance Manuals and Testing Methodologies to ensure continuous improvement to compliance to regulatory obligations and internal controls. The role will conduct risk deep dives, group compliance testing activities, quality assurance reviews throughout the region and provide oversight and guidance to the compliance officers situated within the Operations.

    Key Performance Areas
    The Senior Manager: Regional Risk and Compliance  will be accountable to achieve the following objectives:

    • Review reports to Audits and Risk Committees and provide valuable insights for all the Region’s OPCOs as well assess the quality of monthly reports sent to Group
    • Consolidate of all OPCO Group Risk and Compliance monthly reports for Group Exco, Group Compliance Committee, Group Governance Risk and Audits Committees, and other as may be the case
    • Assist in performing quality assurance assignment on all Group Risk and Compliance Methodologies and controls
    • Report and Monitor Opcos performance indicators related to Risk and Compliance activities
    • Support Opcos team in the escalation and Management of key risk and compliance issues
    • Support the OPCOs Risk and Compliance teams to promote a strong and robust culture of risk and compliance within the operations
    • Develop as well as Provide training content on Risk and Compliance Methodologies, policies, and issues as the case may require for opcos
    • Support the drive for adoption, localization, training and testing of all Group Policies within each OPCO
    • Support the drive for automation through the use of technology tools (eGRC) within the OPCOs
    • Build and maintain a compliance universe for both regulatory obligation and policies and processes, that will be used as the base for development, enhancement, monitoring and oversight over compliance requirements in the region
    • Develop and implement a Compliance Program that includes assisting the region with the development of Compliance Risk Management Plan with associated controls to ensure an acceptable level of compliance to regulatory obligations and internal policies
    • Implement standards for testing methodologies, techniques, and procedures
    • Assist the operations in the regions with the effective utilisation of technology in the management and executing of the Compliance Program
    • Execute on the compliance monitoring and testing methodologies, techniques and procedures according to the agreed methodologies and contribute to a combined assurance approach. This includes monitor compliance to relevant laws and regulations and policies and processes. Maintain a Compliance Risk register of any regulatory, Compliance Monitoring and Testing and audit issues in order to provide ongoing advice and guidance to management, external financial auditors and our operations.
    • Understand the impact of potential changes driven by the regional / local regulators, industry, and legal environment and report these back to management
    • Stay abreast of all relevant compliance and regulatory requirements assess the impact of these and assess whether the Operations are adequately prepared for changes
    • Analyse the Regulatory, Political, Economical and social environment and trends in the region and perform risk assessments to identify areas of impact and risk.
    • Perform regular risk assessments and work with business to ensure that mitigating actions are in place and tracked
    • Provide continuous guidance, support and oversight to the Operations in the region to enhance the quality of OpCo’s Compliance Monitoring and Testing programs and ensure improvement on the level of maturity
    • Monitor the effective cascading of the Compliance strategy into the Operations business plans to ensure vertical alignment and horizontal integration with other interfacing strategies
    • Promote and support a risk minimizing culture in alignment with Compliance’s role as the second line of defence
    • Monitor and report to management on compliance best practice and processes
    • Act as a subject matter expert for all issues related to the Group Compliance Policy, Program, Manual and Testing Methodology
    • Drive continuous improvement on standardization of processes across MTN along with business units leading to an improved internal control environment
    • Establish training programs and create awareness within the business on regulatory obligations, compliance monitoring and testing programs and methodologies and maturity workplans.
    • Provide relevant strategic input into implementation of MTN Group’s compliance agenda
    • Report to management on the compliance assessments and weaknesses and work with first line management to address weaknesses
    • Execute compliance assessment and review programs to determine organisational vulnerabilities and highlight risks
    • Assist the GM in reviewing the quality of OpCo Compliance Monitoring and Testing programs and assist them to improve their maturity
    • Report on monitoring and testing results to the GM and assist with relevant Exco and Board reporting
    • Identify, understand and mitigate risks that can impact the operations of MTN Group and assist with the relevant reporting on these matters

    Education

    • Minimum of 4-year tertiary degree
    • Fluent in English
    • MBA or Masters advantageous
    • Relevant certification / accreditation / membership with professional body as required for role

    Experience

    • Minimum of 5 years’ experience in an area of specialisation; with experience in supervising others
    • Experience working in a medium organization
    • Experience in working across diverse cultures and geographies (advantageous)
    • Experience working in a small to medium organisation
    • Working in international company with English as primary company language (French, Arabic and other additional relevant languages advantageous
