    Senior Consultant: Technical Design & Audit

    Mission/ Core purpose of the Job

    The Senior Consultant is responsible for managing and enhancing the Revenue Assurance technology strategy to reduce or eliminate leakage and fraud risk for all MTN operating companies. The role is accountable for providing specialist support to RAFM departments across MTN OPCOs. The role also provides management oversight for strategic technology projects and management support for group selected vendors. The role also provides effective governance and operating best practice in the strategic management of vendors providing technology services and stakeholder engagement with Group technology counterparts to ensure alignment with the bigger Group Technology strategy.

    MTN is entering a new phase in its lifecycle where operational and commercial excellence has become critical for success. The urgency for change has become more heightened amidst increased competitive intensity across all markets in which MTN operates. The Group’s RAFM function must therefore ensure the successful delivery in context of:

    Assurance of service revenues of R172bn, cost of sales R40bn and leakage risk of R3.9bn.

    • An operating environment of 21 operations that have an assessed inherent risk more than double the industry average (>7% of revenues).
    • Dynamic legal and regulatory environment that requires effective awareness and compliance.
    • A fast-evolving industry risk environment with a material threat of cyber-crime to MTN’s future strategy and performance.

    Key Performance Areas
    The Senior Consultant will be accountable to achieve the following objectives:

    • Responsible for proactive identification and management of risk in relation to MTN’s RAFM technology infrastructure.
    • Support the formulation of MTN Group’s Revenue Assurance strategy, with a strategic perspective on risk affecting MTN’s revenues.
    • Keep abreast on technology trends, assurance standards and governance risk impacting MTN’s revenues.
    • Responsible for ensuring that general control, application control and operating control risks are identified and solutions designed into the OSS/BSS architecture and Group Technology strategy.

    Role Complexity

    • Ensuring quality is achieved in the implementation of systems where limited time for delivery is allocated.
    • An operating environment that has an assessed inherent risk more than double the industry average (>4% of revenues)
    • A level of Revenue Assurance capability across Group that is lower, by 33%, than the benchmarked industry average.
    • A financial performance environment characterised by slower revenue and profitability growth.
    • Efficiency Expense program for doing more with less through automation, robotics process automation (RPA), machine learning (ML) and artificial intelligence (AI).
    • An environment that is constantly changing with a move towards platforms, connectivity, double data, FibreCo and FinCo
    • Mix of different architecture models, Big Data drive across OpCos with the move towards native cloud-based solutions
    • Mix of RAFM tool implementations across MTN’s footprint.

    Role Dependencies

    • Active support from the Executive RAFM, Group and OPCO TDA teams.
    • Various MTN OpCo’s RAFM Managers and TDAs.
    • Deep understanding of the MTN RAFM strategy and tactical solutions.
    • Understanding of technology architecture and cloud based solutions and requirements
    • Understanding of the OpCo RAFM technology, business and regulatory context
    • Alignment of OpCo and Group strategy initiatives and the impact on RAFM Tools and related technologies
    • Group RAFM Vendors (Systems/Projects)

    Education, Experience and Competencies
    Education:

    • Minimum 4 year degree in Engineering/ Computer Science/IT Audit/Accounting/Finance
    • Post Graduate Qualification – CISA/CISM/CRISK/MBA/CA.SA (advantageous)
    • Relevant Project Management certification (e.g. Prince 2) (advantageous)

    Experience:

    • At least 5 years in a Revenue Assurance and Fraud Management organization in a global telecommunications company
    • At least 5 years in relevant sector/ industry relevant role.
    • Experience working in a global/multinational enterprise with experience working in emerging markets.
    • At least 2 years of experience in systems audit and/or advisory organizations.
    • Proven track record of technology transformation involvement and part of the delivery team.
    • At least 2 years of experience in RAFM exponential technologies will be advantageous

    • Technology appreciation and application for core networks and information systems
    • Finance and accounting – financial accounting and management accounting
    • Understanding of Databases, Big Data and centralised concepts including Cloud-based solutions and requirements

    Training:

    • Governance Legislation and regulations – King/Sarbannes Auxley/IFRS
    • Telecommunications technology
    • Audit training
    • Risk management techniques

    Other:

    • Regional and International Travel obligations
    • Fluent in English
    • Fluent in French and Arabic (advantageous)
