    Human Resources Assistant

    Duties

    • Under the direct supervision of the Human Resources Specialist and the general supervision of the Human Resources Officer.  
    • The incumbent provides a full range of Payroll and Time & Attendance services the USDHs, Eligible Family Members and Locally Employed Staff and serves as the primary point of contact with the Global Financial Services Center (GFSC) on resolving pay discrepancies.  
    • The Employee provides guidance on Workman’s Compensation claims and oversees the Official Residence Employees (OREs).

    Qualifications and Evaluations
    EXPERIENCE:  

    • Minimum three years of progressively responsible experience in Payroll administration and Time Attendance Reporting is required.

    JOB KNOWLEDGE:  

    • Good knowledge of basic accounting principle, Basic conditions of employment act of South Africa, Payroll and records management is required. Knowledge of payroll software/system and data entry is required and basic understanding of local taxes.

    Education Requirements:

    • A Completed Two-year College Diploma is required.

    Evaluations:
    LANGUAGE:  

    • Fluent speaking/reading/writing in English is required.  (This will be tested).
    • Any other additional South African language is required.

    SKILLS AND ABILITIES:  

    • Ability to maintain good working relationships with the Mission personnel 
    • Americans and Locally Employed (LE) Staff. 
    • Ability to deal with outside callers to provide relevant information for any of the services provided by HR and to expeditiously address HR requests/issues, as appropriate.
    • Proficiency in the use of Microsoft Word and Excel is required

    • Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), Letter from Veterans’ Affairs which indicates the present existence of a service-connected disability dated within the past six months, equivalent documentation, or certification.  
    • A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. 
    • The certification letter should be on letterhead of the appropriate military branch of the service and contain
      • the military service dates including the expected discharge or release date; and 
      • the character of service.  
    • Acceptable documentation must be submitted in order for the preference to be given
