    Divisional/ Portfolio Procurement Manager

    About the job:

    The CSIR has a vacancy for a Divisional/Portfolio Procurement Manager. The successful incumbent will provide strategic input and domain expertise into Division/Portfolio strategic and operational plans aligned to the Supply Chain Management (SCM) strategy to meet business needs. The incumbent will provide procurement leadership, strategic advice and guidance to Line Management on procurement best practices. The incumbent will offer end-to-end SCM services and provide overall procurement management of the Division’s/Portfolio’s customized needs, as well as driving the Division’s/Portfolio’s components of the overall CSIR SCM KPIs. This includes the execution, management and monitoring of the set SCM KPIs and strategic SCM objectives, implementation of all applicable legislation as well as keeping the division appraised of changing legislation and emerging trends and technologies in supply chain management, providing audit support and supplier management including supplier and enterprise development. The incumbent is responsible and accountable to manage and develop the procurement team within the division. Alignment and collaboration with internal and external stakeholders on procurement related matters. Managing liaison with the Central SCM for the purpose of accessing central services as well as alignment with the SCM strategy, policies, processes and systems. This position is based in Pretoria.

    Key responsibilities:

    Strategic and operational management

    • Strategic input into the development of the procurement plan
    • Remain abreast of procurement trends and technologies and ensure divisional/ portfolio alignment.
    • Drive the implementation of the procurement plan for the division/portfolio.
    • Sourcing of goods and services
    • Consistently identify new goods and services required to deliver on the division/portfolio’s procurement needs.
    • Expediting of procurement requests
    • Managing of all requisitions
    • Oversee the compilation of all tender requirements and maybe responsible for management of complex tenders as and when required. 
    • Facilitating and overseeing the efficient functioning of tender committees.
    • Evaluating and approving conditions for issuing and awarding bids.
    • Implement and achieve preferential procurement targets.

    Governance and Compliance Reporting

    • Active participation in drafting of procedures in close consultation with the Central SCM      
    • Provide expert domain advice on CSIR procurement Policy, processes and all applicable legislation.
    • Responsible for full compliance with all related legislation, policies & procedures.
    • Ensure accurate and in timeous identification of need for new policy/procedure reviews.
    • Influence, communicate and provide interpretation of policy to all internal stakeholders.
    • Monitor successful implementation of policies/ procedures and take the necessary remedial action when required.
    • Provides input into and explains, and implements instructions, policies, and procedures for purchasing and contract management.
    • Ensures that all procurement spend is aligned with the departmental budget.
    • Ensure that all CSIR suppliers comply with current procurement legislation.

    Financial Management

    • Implement and ensure achievement of unit’s set cost savings target.
    • Identify cost savings opportunities.
    • Shared responsibility for the divisional procurement functional budget.

    Stakeholder Relationship Management

    • Develop and maintain sound strategic relationships with internal and external stakeholders.
    • Partner with divisional management to integrate procurement objectives to the overall cluster/portfolio objectives.
    • Actively contribute to new business initiatives and projects and communicate and manage the impact of these on procurement activities.
    • Timely submission of procurement reports to divisional management and SCM central office
    • Provide expert procurement advice to business.
    • Measure and monitor supplier performance and evaluations and take action as may be appropriate.
    • Resolves grievances with vendors, contractors, and suppliers.

    SHE: Safety, Health, Quality and Environment

    • Oversee adherence to the SHEQ programme to ensure compliance to all SHEQ requirements by the procurement team within the division.

    People Management and Performance

    • Responsible and accountable for the management of the divisional/portfolio procurement function, which includes recruitment and resource management.
    • Coach, mentor and develop staff, including overseeing new employee onboarding performance/ productivity
    • Empower employees to take responsibility for their jobs and goals.
    • Ensure compliance with performance management policies and procedures.         
    • Drive a performance management culture within the procurement team.
    • Oversees and manages the daily work assignments and schedules of the division.
    • Conducts performance evaluations that are timely and constructive. 
    • Handles discipline and termination of employees in accordance with company policy.

    Qualifications, skills and experience:

    • A Three year Purchasing and Supply Management Degree or equivalent qualification (NQF 7)
    • Post graduate qualification will be advantageous.
    • A minimum of 6 years’ experience in a supply chain or procurement environment.
    • At least 3 years management experience of a supply chain or procurement function / procurement teams.
    • Experience in the public sector is an added advantage.
    • Sound knowledge and understanding of procurement legislation applicable to State Owned Entities, including but not limited to the Public Finance Management Act (PFMA), Broad-Based Black Economic Empowerment Act (B-BBEE Act), Preferential Procurement Policy Framework Act, and other relevant treasury regulations.
    • Working knowledge of various commodities including construction and professional services.
    • Experience in developing and implementing procedures and standard operating procedures.
    • Management/supervisory and negotiation skills.
    • Communication with various stakeholders, internal and external.
    • People management, including performance management.
    • Financial management.
    • Demand planning and implementation.
    • Resource Planning and optimization.
