    Information Privacy Officer : Information Communication and Technology (Eigo)

    Purpose of the Job:

    The Information Privacy Officer is responsible for assisting development, implementation, maintenance and adherence to the organisation’s privacy policies and procedures which cover the collection, use, disclosure and privacy of personal information including assisting with activities related to Data and Information Governance.  

    Key Performance Areas:

    •  Maintain, evolve and implement the FSCA's privacy policies and procedures in coordination with appropriate members of the organisation, especially legal    counsel, but also the ICT security team, risk management officer and the compliance officer. 
    •  Ensure that business units, technology teams and third parties follow the FSCA's privacy program, meet privacy policy requirements and address privacy     concerns.
    •  Monitor the status and effectiveness of privacy controls across service offerings, ensuring that privacy-related key risk indicators are effectively     monitored to prevent an unacceptable impact on business objectives and reputation.
    •  Assist with evaluating data security practices — in particular, logging, monitoring and auditing practices — to ensure they are not in conflict with   privacy  requirements.
    •  Work with applicable regulators during the investigation of a privacy complaint against the organisation and support the litigation group in privacy-  related  litigation.
    •  Assist with managing public perception of privacy practices for the organisation.
    •  Prepare privacy awareness training and orientation for all employees.
    •  Identify trends in privacy and regulatory requirements and compliance enforcement, and plan for changes.
    •  Assist with data and information governance related initiatives

    Requirements

    • Bachelor's degree in business administration, law, finance, accounting, computer science or a related discipline, with at least 5 years’ experience in privacy, data governance, information management and security, risk management or compliance, preferably in financial services industry. One or more of the following certifications will be advantageous: Certified Information Privacy Professional (CIPP) and Certified Information Systems Auditor (CISA), as well as knowledge of the POPIA and GDPR.

    Manager AML/CFT Supervision Department

    Purpose of the Job:

    • To supervise and enforce compliance with the Financial Intelligence Centre Act by the Financial Institutions and ensure that any referrals relating to AML/CFT matters received from the Financial Intelligence Centre are appropriately dealt with within the FSCA. The person appointed to this position will report to the Departmental Head.

    Key Performance Areas:

    •  Manage a team of analysts that perform desk based and on-site supervision following a risk based supervisory approach;
    •  Ensure that supervisory plans are managed and executed on time;
    •  Manage onsite and offsite inspections and other supervisory activities in terms of the FIC Act;
    •  Report on onsite and offsite inspections and other supervisory activities conducted;
    •  Manage the investigation of all complaints relating to financial institutions;
    •  Ensure that projects are properly planned, managed and executed on time;
    •  Ensure implementation of policies, guidelines and procedures to support the risk-based supervision approach;
    •  Monitor international trends and developments in the financial services industry to inform supervisory approach;
    •  Engage with industry stakeholders on various AML/CFT supervisory matters;
    •  Innovate new processes and procedures where a need is identified within the department to ensure optimum performance; and
    •  Manage the human resources of the team effectively and efficiently (train, develop, monitor, lead and assess performance of staff).

    Requirements

    • Bachelor’s degree in Commerce, Law or other relevant discipline with at least 5 years working experience within the financial services industry, 3 of which must be in a management level. A good knowledge of financial sector laws, supervision of compliance with the FIC Act and understanding of AML/CFT standards as set by FATF is required. The successful candidate must be able to display good planning, organisational and leadership skills.

    Specialist Analyst AML/CFT Supervision Department

    Purpose of the Job:

    To supervise and/or enforce compliance with the Financial Intelligence Centre Act, by the Financial Institutions categorized as accountable institutions and ensure that any referrals relating to AML/CFT matters received from the Financial Intelligence Centre are appropriately dealt with within the FSCA. The person appointed to this position will report to the Manager: AML/CFT Supervision Department.

    Key Performance Areas:

    •  Monitor and enforce compliance with the FIC Act by the financial institutions;
    •  Identify and report trends in the financial services sector with possible impact on the FSCA’s ability to discharge its duties as a Supervisory Body;
    •  Conduct on-site and/or offsite inspections and other supervisory activities in terms of the FIC Act;
    •  Investigate all complaints relating to financial institutions;
    •  Refine processes and procedures relating to regulatory and supervisory frameworks;
    •  Actively participate in and contribute to industry and FSCA committees as and when required;
    •  Assist junior staff with planning and performance on supervisory activities;
    •  Assist the Manager in training and development of Junior Staff;
    •  Liaise with internal and external stakeholders in respect of regulatory and supervisory matters; and
    •  Perform administrative or other supervisory activities relating to the regulatory framework.

    Requirements

    • A Bachelors’ Degree (NQF 7) in Accounting, Audit, Law, Risk Management and other relevant discipline and other relevant discipline with at least 4 years working experience within the financial services industry. A postgraduate certificate in Anti-Money Laundering will be advantageous. The candidate must have a good knowledge and exposure to the financial sector laws. A good understanding of the FIC Act and the Financial Sector Regulation Act is essential. Excellent report writing skills are essential. The candidate will be required  to travel domestically.

    Junior Analyst Supervision: Investment Providers Department

    Purpose of the Job:

    Appropriately supervise the conduct of the collective investments schemes (CIS) managers and monitor their compliance with the provisions of the Collective Investments Schemes Control Act, 2002 and related legislation within the framework of the objectives of the department. The person appointed in this position will report to the Manager: Investment Providers.

    Key Performance Areas:

    •  Supervise the conduct of the CIS Managers;
    •  Monitor compliance with legislation to ensure sound collective investment schemes and the protection of investors;
    •  Analyse financial statements and compliance reports of CIS managers and collective investment schemes;
    •  Monitor and report on the continued compliance by all registered CIS managers, identify problems and possible solutions;
    •  Maintain a risk based supervision approach to the collective investment schemes industry of South Africa;
    •  Perform on –site inspections in terms of risk based supervision approach and write a report;
    •  Attend to enquiries and investigate complaints from the general public;
    •  Maintain a comprehensive database of information of the CIS managers, collective investment schemes and portfolios, and compilation of reports to users;
    •  Assist with projects identified by the Manager;
    •  Engage with internal and external regulatory stakeholders to co-ordinate supervisory activities; and
    •  Attend to administrative duties.

    Requirements

    A B Com/ B Tech with Accounting as major or related degree with at least 1 year’s relevant experience, preferably in the Collective Investment Schemes industry. Audit experience will be an added advantage.

    Accounts Payable Controller - Financial Sector Conduct Authority

    Purpose of the Job:

    To provide administrative support to the Accounts Payable section by efficiently coordinating receipting, tracking, and recording of invoices. The person appointed to this position will report to the Senior Manager Finance.

    Key Performance Areas:

    •  Ensure that invoices are paid within 30 days of receipt;
    •  Receive, verify and receipt invoices on 4 Flow;
    •  Track progress of invoices on 4 Flow ;
    •  Forward creditors statements received from suppliers to finance Bookkeeper
    •  Respond to all business calls and e-mails from members of staff and supplier;
    •  Adhere to month end deadlines as per finance department month end calendar;
    •  Adhere to finance department year end closure procedures;
    •  Adhere to any adhoc timeframes, timelines and deadlines as indicated / requested by seniors;
    •  Attend to any ad-hoc duties/projects as delegated;

    Other Key Competencies:

    • The candidate must demonstrate the following skills and attributes: Action Orientated, relating and networking, problem solving, planning and organising, quality orientation, team work, have confidence, good communication skills (verbal and written), good interpersonal skills, and customer relations skills. Commitment to meet deadlines and Computer literacy.

    Requirements

    • A matric certificate and studying towards a finance qualification. Experience within finance or supply chain dealing with supplier invoices will be an advantage.
