    Manager - Submarine Cable Station.Technology Information

    JOB DESCRIPTION
    Context:

    • International Submarine Cables carrying high volume and high value international traffic for MTN, its    customers as well as 3rd parties.
    • Operating submarine cable infrastructure on behalf of MTN and its consortium co-investors within South African territory, Exclusive Economic Zone (EEZ) and international waters.
    • Shared infrastructure require interfacing with highly specialised and experienced counterparts from global operators and participation within consortium structures
    • Wide range of technologies and specialist fields requiring an understanding of the maritime and marine environment, geophysical influences and other seabed users in addition to the optical fibre submarine    cable technologies
    • Aggregate and balance operational requirements across diverse geographies and supporting varied service  platforms
    • Integrate requirements from multiple internal and external stakeholders to provide the relevant services to support business requirements
    • High impact of decisions making due to importance of international traffic and high cost environment.

    Key Performance Areas: Core, essential responsibilities / outputs of the position (KPA's)

    Key Tasks: 

    • Coordinate submarine cable system operational and maintenance aspects at the cable landing station as well    as marine segments assigned to MTN as maintenance authority.
    • Coordinate the activation and extension of  capacity to backhaul systems for MTN, customers and consortium    members
    • Provide technical support to customers and facilitate the technical interface between international    consortia, MTN Opcos and Management.
    • Implement and participate in submarine cable protection and awareness programs with other seabed users,    cable owners and governmental agencies.
    • Represent MTN’s technical interests in operations and maintenance committees
    • Compile and submit the Key Performance Indicators’ report and other regular reports as required by the    system controlling body, of the status and details of any incidents that occurred affecting those segments    of the system under the control of the Station Manager or Maintenance Authority.
    • Coordinate station and system routine maintenance in accordance with consortium and manufacturer’s    procedures.
    • Ensure that the cable station is adequately staffed
    • Ensure that the maintenance personnel on duty are aware of their responsibilities to maintain the system    and are able to implement the fault reporting and repair schemes.
    • Ensure that the level of training and preparedness of personnel is maintained to the highest standard at    all times.
    • Implement changes prescribed by the system controlling body in accordance with the system maintenance    procedures.
    • Ensure accurate interpretation of fault data and work with the system NOC and other maintenance    authorities to ensure prompt resolution of all impairments.
    • Develop and review the System Joint System Maintenance Documentations (JSMD) or any other documentation as    regards the management and operations of submarine cable infrastructure.
    • Supervise engineers conducting emergency operational procedures in the event of failures on a call-out    basis.
    • Ensure that all staff are trained in safety procedures and that safety procedures are adhered to at all    times.
    • Compile cable station operational budget and submit to Bayobab and cable consortia for approval within the    specified and agreed timelines.
    • Facilitate the annual true up of budgeted vs. actual costs between MTN SA, Bayobab and cable consortia. 
    • Arrange for the calibration of test equipment and dispatch of faulty equipment for repairs in accordance    with procedures
    • Perform repair operations in coordination with the NOC, marine maintenance ship and consortium structures
    • Coordinate land cable maintenance and repairs.
    • Coordinate cable station building maintenance, security and cleaning services
    • Assist Bayobab regarding the development and implementation of new submarine cable projects
    • Attending consortia committee and working group meetings  

    Supervisory / Leadership / Managerial Tasks:

    •  Guide participation in multi-cultural team with seconded or part-time resources from various Opcos
    • Operate across multiple cultures, languages time zones and stages of development within MTN regions and    the rest of the World.
    • Communicates actively throughout Group Opco and central structures, as well as 3rd party project    structures and Consortiums.
    • Act as Technical representative in maintenance contract negotiations
    • Significant input in optimising budget and control of both capital and operational expenditure on    submarine terminal stations

    • Coordinate requirements across multiple Opcos and 3rd party operators
    • Facilitation role facing international operators and vendors on the one side and Opcos on the other
    • Understand the impact on technical solutions which is dependent on regulatory approval across multiple    jurisdictions

    Minimum Requirements  
    Education:

    • B Degree or Technical Diploma with working experience equivalent in telecommunications related areas    mandatory
    • Project Management experience or diploma would be an advantage

    Experience:

    • 10 years  in Telecommunications, with both Operational and Planning experience 
    • Experience in international transmission planning and implementation environment
    • Submarine Cable technical and operational experience
    • Leading cross-functional project teams

    Training:

    • Type A, Type B1 & B2 and Type AB submarine Cable System training will be an advantage
    • Cross section of Transmission and IP training required

    Consultant - Global HR Planning, Reporting and Analytics.Global Organisational Strategy and Performance

    RESPONSIBILITIES
    Mission/ Core purpose of the Job

    • Global Planning, Reporting & Analytics is a sub-function within the Global Organization Strategy and Performance function at MTN Group HR. As part of the Planning, Reporting & Analytics sub-function, the Consultant is responsible to support Global HR Strategy formulation, execute the Global People Analytics agenda, support Group HR planning and budgeting deliverables, develop Global HR Reports and to operationally manage the Global HR system and data.

    • The position will interface with the Group ExCo, Opco HR Leadership, Manco Service Operations, Engagement and Internal Communications and the Global HR Expertise Vertical Leaders (Global Rewards, Global Leadership and Learning Innovation and Global Employee Experience

     Key Deliverables
    The Consultant: Global HR Planning, Reporting and Analytics will be accountable to achieve the following objectives:

    Strategy Development and Implementation

    • Assist in the creation of the sub-functional strategy in line with the overarching business goals
    • Provide input into the effective implementation of the strategy by means of providing direction, structure, frameworks, models, plans and roadmaps

    Governance 
    Strategic Meetings

    • Provide input into strategic meetings when required
    • Provide input to enterprise wide transformation initiatives when required
    • Provide input to and ensure adequate risk mitigation and controls
    • Perform evaluation baseline of Service Level Agreements (SLAs) and key performance indicators (KPIs)

    Operational Delivery
    Support Delivery Management 

    • Ensure service delivery excellence for Global HR strategy, planning, budgeting, reporting, analytics and data management services by providing insights and serving as a trusted advisor to the Group HR functions and Opcos
    • Drive opportunities for continuous improvements in frameworks, methodologies and tools based on trends, feedback from business and leading practices
    • Proactively develop subject matter expertise in functional area to facilitate knowledge sharing across Opcos
    • Perform periodic reviews to ensure solutions are in line with the standardized practices, business strategies and leading industry practices
    • Ensure compliance of Group and Opcos to Global HR budgeting, reporting, analytics and data policies, guidelines and mandates
    • Provide training and consulting support to ensure effective adoption and use of global tools, methods and practices across Opcos
    • Assist in implementation of Global HR reporting, analytics and data management related special projects 
    • Liaise with external suppliers and consultants for outsourcing service provision and contract management
    • Support and facilitate organizational growth through internal networking, supporting new business proposals and presentations

    HR Planning and Budgeting

    • Manage and continually improve the Global HR budget drivers, templates and assumptions. Ensure alignment with the Group Finance mandates and guidelines for budgeting
    • Ensure consistent deployment and monitoring of compliance to standardised global HR budget drivers, templates and assumptions in the Opcos 
    • Assist in the consolidation of inputs and preparation of the annual business plan and budgets for Group HR 
    • Timely and accurate preparation of various periodic Group HR rolling budgets, forecasts, spends and variation analysis reports for Executive reviews, as per the submission schedules communicated by Group Finance
    • Perform extensive and in-depth analysis on HR costs (against budgets) across the various dimensions including functions/sub functions, cost centres and categories, spend types, duration
    • Assess the impact of current spends to forecast and predict impact on approved budgets. Recommend timely re-baselining/re-allocation of budgets, as required
    • Assist in developing standardised practices and principles for Group HR Cost Centre Management, in conjunction with Group Finance mandates
    • Assist in development of periodic Management/Executive MIS/Reports as part of periodic performance reporting 

    Strategy, Research and Analytics 

    • Support the Senior Manager in formulating and managing the Global HR Strategy by:
    • Liaising with multiple sources/stakeholders, gathering and validating relevant data, information, trends and analysis to support strategy formulation and monitoring 
    • Preparing Global HR strategy reports, presentations, proposals and updates
    • Ensure alignment and linkages of Strategy with budgets and plans
    • Implement research strategy and methodology to enable people metrics, reporting as well as advanced and predictive analytics 
    • Develop global people analytics strategy, methodology and frameworks and cascade to Opcos and Group HR for adoption
    • Define standardised global HR metrics, analytics, reporting and other HR functional performance indicators for MTN 
    • Collect global HR data, research business issues and markets and report findings based on business relevant hypotheses
    • Utilize technology and analytical tools to develop enterprise-wide people and other cross-functional data as needed
    • Correlate cross-functional data points to generate trends and insights for the organization and communicate results to relevant stakeholders for driving course correction and continuous improvement
    • Liaise with Manco Business Talent Partners and Regional Talent Partners to generate specific Business Unit or Region related insights and analytics
    • Application of data science techniques, complex qualitative/quantitative analyses, statistical and predictive modelling to deliver key HR trends, insights and conclusions  
    • Proactively communicate and share reports with various stakeholders through formal presentations on a periodic basis
    • Timely and accurate development of Executive/Management dashboards and artefacts on periodic basis
    • Responsible for managing global HR analytics queries and requests received from Global Expertise Verticals, Manco Business and Regional Partners and Opco Leadership, on a timely and accurate basis
    • Collaborate with subject matter experts across the Group HR functional areas to improve overall strategic and operational performance 
    • Strategic Surveys and Benchmarks 
    • Facilitate and encourage effective use of the survey philosophy and framework within MTN group
    • Update standard benchmark data from external sources and periodically maintain the applicable databases
    • Implement MTN survey policy across the MTN Group, including the oversight on all compliance issues
    • Support with the design and development of global internal survey tools, templates, interpretation guidelines and parameters 
    • Responsible for the selection of and participation in appropriate external HR surveys applicable to the MTN Group 
    • Support localized benchmarking studies/ surveys at Opcos by providing subject matter expertise
    • Communicate to the respective HR functions across the service delivery model with the principles of the survey framework, including: 
    • Template design, Sample and population, Interpretation parameters  
    • Survey methodology and questionnaire design
    • Comparison with international standard groups 
    • Timing and scheduling
    • Provision of reporting standards, templates and guidelines
    • Consultation on detailed interpretation
    • Ensure historical data relating to Group surveys are maintained and periodically perform back up measures and access rights reviews 
    • Responsible to generate and continuously improve Executive Insight Reports/Dashboards relating to the global benchmark studies and surveys, in context to MTN’s environment

    Global HR Reporting and Data Management

    • Design, package and circulate the Global HR Reporting toolkit to enable the consistent and easy adoption of practices at the Regions and Opcos
    • Prepare and continuously improve the comprehensive Global HR Reporting Service Catalogue 
    • Ensure timely preparation, validation and circulation of standard Global HR performance reports which are customized for stakeholder use
    • Develop and consolidate HR performance reports tracked by the Group CEO, ExCo
    • Identify opportunities and coordinate with vendors to build basic self-service business intelligence reports and dashboards. Enable personalization of reports to suit stakeholder needs
    • Receive and action requests for standard or ad-hoc HR reports. Ensure accuracy, completeness and adherence to SLAs
    • Institute appropriate processes and controls to manage, update and maintain Group HCM system, functionality, data structures and master data
    • Evaluate and continuously improve Global HR data management policy and processes 
    • Develop and communicate global HR data structures, standards, nomenclature, rules including data quality standards and principles across HR in the Group and Opcos
    • Implement controls and periodically monitor HR data with a view to Maintain the Group HCM system as the single source of truth for Group wide HR data
    • Coordinate with and provide inputs to the Manco Business Talent Partners, Regional Talent Partners and Opco teams respectively to ensure quality assurance of key human resources data sets, reports, and metrics
    • Coordinate with Master Data and Technology teams at MTN to build the required system functionality to collect, analyse and present data
    • Monitor BI databases to ensure optimal usage and performance at all times
    • Responsible for supporting integration of HR data with other applicable data sources within the Group
    • Assist in development of periodic Management/Executive MIS/Reports relating to Group employee spends, key risks/challenges and proposed operational/capex spends for upgrades/maintenance
    • Ways of Working and Collaboration 
    • Use a collaborative and solution-oriented approach within the HR Planning, Reporting and Analytics Sub-function as well as with all the Global Expertise Verticals in Group HR 
    • Periodic engagement with the Opco HR community to ensure consistency and sharing of insights and best practices across Opcos through governance mechanisms 
    • Coordinate and work closely with the Group IT and IS teams to ensure compliance and conformance to data and technology policies, as applicable 
    • Managerial / Supervisory Responsibilities

    QUALIFICATIONS
    Education:

    • Minimum of 3-year tertiary degree/diploma (Ideally Chartered Accountant or Financial Qualification. Other: Mathematic/statistics/Commerce/Sciences and/or Equivalent)
    • Relevant certification / accreditation / membership with professional bodies such as HR Analytics Professional and Oracle Certifications (BIEE), etc. (advantageous)

    Experience:

    • Minimum of 5 years’ experience in working in telecommunication environment with specific focus on budgeting/reporting/data management/advanced People Analytics/ Data sciences/Business Intelligence
    • Experience in ERP (Oracle Cloud preferred)

    • Experience working in a medium to large organization
