    The Geospatial Information Systems: Manager - Operations - Spatial Development Unit

     RESPONSIBILITIES AND OBLIGATIONS

    • The primary objective of the Geospatial Information Systems: Manager is to provide geospatial information services and develop Spatial Technology interventions to effect 4IR within CDC.  In pursuance of this primary objective, the Geospatial Information Systems: Manager is required to:
    • Overall management responsibility for the CDC Spatial Technologies;
    • Provision of Geospatial Information Services to the Coega SEZ, NMBLP and VACC;
    • Provision of Geospatial Information Services to defined CDC external clients (e.g. Provincial government, National government departments, CIDB);
    • Development and maintenance of a web-based system for distributing core GIS and spatial information;
    • Development and maintenance of accurate aerial topographic base layers for the Coega SEZ;
    • Acquisition and maintenance of requisite data sets including but not limited to imagery and DTM base data for the Coega SEZ and external programmes;
    • Modelling and visualization of the Coega SEZ with geospatial information technologies;
    • Development of a data model for the Spatial Data Infrastructure of the Coega SEZ and implementation of the model into a database schema and structure in collaboration with other government organizations;
    • Implementation of a backup and disaster recovery plan for the GIS unit;
    • Preparation and implementation of a training and capacity building program for GIS within the Coega Development Corporation.

    SPECIFIC RESPONSIBILITIES        

    • Establishment of a functional GIS user group for the NMBM area comprising interest groups which are able to facilitate access to data thereby introducing cost efficiencies to the CDC in terms of data and cost sharing;
    • Development of a business plan for the GIS unit linked to SEZ Land Acquisition and the Preparation of map services and user interface for integration with the One Stop Investor Portal;
    • Costing of GIS services to CDC clients and government departments;
    • Completion and submission of quarterly infrastructure reports;
    • Assistance to CDC Services in the rendering of assistance to Provincial government in the monitoring of Provincial infrastructure with the use of GeoSpatial technologies and assistance with other Infrastructure Development Improvement Projects including services related to infrastructure planning;
    • Acquisition and maintenance of imagery and DTM base data for the Coega SEZ and the NMMM / Cacadu area;
    • Appointment of two understudies and provision of mentorship and tuition to the employees in order to build GIS capacity;
    • Up to date base data of the SEZ including the maintenance and provision of GeoSpatial Information Services to prospective investors and tenants in the Coega SEZ;
    • CAD / GIS integration:  Scoping of issues and identification of solutions and approval by EXMA;
    • Development of system for and rendering of Geospatial support services to CDC Business units (internal clients) in line with the service requests by client units;
    • Progress towards a GIS based model of infrastructure development within the Coega SEZ through display of Terrain model, zone boundaries, zones and key infrastructure;
    • Preparation of the CAD design standard based on BS 1192 and ISO13567;
    • The closing of personal competency gaps; 
    • Assistance with other CDC work as part of diversifying (involvement in streams & other related work).

    EXPECTED OUTCOMES

    • A functional Enterprise GIS;
    • Quarterly reports;
    • Provincial infrastructure projects mapped and updated;
    • Database of imagery and terrain models;
    • GIS interns appointed;
    • Database of SEZ and Provincial base data;
    • Availability of Geospatial information services;
    • CAD / GIS integration solutions available;
    • GIS based virtual model of the SEZ;
    • An ISO based CAD design standard;
    • Competency gap closed;
    • Dashboards of integrated systems.

    You have the authority to:

    • Immediately stop any person(s) on CDC property from committing an unsafe or destructive act or omission;
    • Take whatever immediate steps you deem necessary to prevent injury or environmental damage when confronted with an unsafe or destructive condition.

    Additionally, ensure that:

    • During your period of employment and subsequent thereto, you shall keep confidential and shall not make use of, directly or indirectly, and shall not disclose any of the CDC’s trade secrets or confidential information or those of its subsidiary or associate companies or those of other persons who have made disclosures to the CDC under conditions of confidentiality, other than to persons authorised by the CDC or those employed by the CDC who are required to know such secrets or to have such information for the purpose of their employment with the CDC.
    • You shall not, without the written permission of the CEO, be directly or indirectly employed for gain in any business or pursuit other than that of the CDC.  Such permission will be granted only if the CEO is satisfied that the activity is not in conflict with the CDC’s interests, and that the Employee’s ability to fulfil his/her duties to the CEO satisfaction will not be impaired.
    • It is conditional that you and/or no immediate relative or member of my household be employed by an organisation in direct competition with the CDC, without the CDC’s written approval. The CDC reserves the right to enquire as to the place of employment of my spouse or any member of my household.
    • You will abide by the CDC Code of Conduct and Ethics Policy which seeks to codify the expected ethical behavior from me, to meet the ideal of good corporate governance.  

    QUALIFICATIONS AND EXPERIENCE

    •   Degree (NQF Level 7) in Geographic Information Systems / Geographic Information Science or equivalent;
    • 5 years post qualification experience within the GISc field;
    • Eligibility for registration as a GISc Professional with PLATO an advantage;
    • Experience and / or knowledge of Environmental Management, the Built Environment or Information Technology, PFMA and project management processes will be an advantage;
    • Knowledge and understanding of Geo-database implementation, GIS applications and spatial data queries.

    Assistant Project Manager - Operations - Spatial Development Unit

    RESPONSIBILITIES AND OBLIGATIONS

    • The primary objective of the Assistant Project Manager is to provide support to the Senior Spatial Planner and Unit Head: Spatial Development in order to achieve corporate and project objectives.  In pursuance of this, the Assistant Project Manager is required to:-
    • Carry out project tasks and assignments under the direction of the Senior Spatial Planer ;
    • Develop a Project Schedule and participate in the planning and management of projects, taking into consideration project documentation and deliverables for each project;
    • Apply Project Management skills and practices in all tasks and assignments;
    • Ensure co-ordination and integration of assigned tasks into a project plan;
    • Identify opportunities from other governmental departments and municipalities through a tendering system for spatial planning and land use management projects;
    • Prepare Tender Documentations, Proposals and Financials through the guidance of the Senior Spatial Planner;
    •  Draft the terms of reference for spatial planning projects and appoint consultants in line with the approved budget;
    • Manage projects, monitor and ensure achievement of specifications and timelines;
    • Develop and maintain an effective Stakeholder Engagement Management Plan for the SDU to ascertain a positive relationship between the CDC and external stakeholders;
    • Maintain coordination between GIS and town planning;
    • Undertake extensive research (qualitative and quantitative research), data collection and analysis and strategy development.
    • Facilitate and provide technical assistance to professional teams on all aspects relating to spatial planning and land development processes;
    • Apply PMBOK principles within each scope of projects and further apply CDC corporate procedures;
    • Represent the CDC with integrity at site meetings and provide input to the relevant stakeholders at site meetings under the guidance of the Senior Spatial Planner;
    • Refer project decisions and perceived risk areas to the Senior Spatial Planner;
    • Prepare technical and progress reports, roll out programmes and other reports as required by the Senior Spatial Planner;
    • Provide advice under the guidance of the Senior Spatial Planner to consultants and other CDC Managers on all aspects of design, contract, construction, project management and all spatial planning and land use management aspects of the Coega SEZ projects;
    • Carry out project administration and management duties in such a way as to provide reliable support to the Senior Spatial Planner;
    • Ability to take on an increasing level of responsibility as and when required per project roll out.

    OTHER RESPONSIBILITIES

    Promote CDC vision

    To promote the values, mission, vision, policies and strategies adopted by the CDC from time to time.

    • Monitoring
    1. To assist the Senior Spatial Planner to monitor progress of all designated projects in terms of budget and implementation programmes.
    2. To assist the Senior Spatial Planner to monitor performance of consultants, sub-consultants, suppliers, developers and concessionaires in respect of the designated projects.

    Stakeholder involvement

    • To interact with different role-players, interested and affected parties, stakeholders and implementing agents impacted by or impacting on the designated spatial planning and land use management aspects of the Coega SEZ projects
    • Provide technical support and facilitate planning processes for external Programmes on consultancy basis.
    • Attend meetings and collaborate with other external departments and professionals on complex issues related to spatial planning and land use management.

    Reporting

    • To prepare reports and position papers as required and directed by the Executive Manager Operations.

    REQUIREMENTS AND EXPERIENCE

    • A Degree within the Built environment (i.e. Project Management, Town Planning, Urban Design, Construction Management, Land Surveying, GIS etc) or equivalent;
    • Minimum of 4 years’ experience in the Built Environment;
    • Eligibility for registration with relevant professional body will be an advantage;
    • Project Management Certificate will be an added advantage;
    • Experience and/ or knowledge of Environmental Management, the Built Environment, and property management will be an advantage;
    • Good communication skills and report writing;
    • Manages Customer Relations effectively;
    • Has proven Client with needs assessment at project initiation stage and with prioritization of Client Projects;
    • Be prepared, willing and able to travel extensively;
    • code 8 (B) drivers’ license is essential;
