Specialist: Billing Applications (RICA, MNP, Provisioning) at MTN

Mission / Core purpose of the Job

The core purpose/mission of this job is to create workable system wide network solution architectures and designs for the mobile services meeting business and technical requirements.
This is particular to all Billing & Charging(Real-time, Retail and Wholesale), VAS, CRM, Self Service, Portal, Call Centre and Business information systems solutions
One must work on the development of products and perform capacity planning of services in line with business requirements and budgetary priorities within Service Delivery Area
One defines, plans, architects and implements requirements with vendors and MTN Operations for various systems and provides technical leadership

Context

• The IS area has to deal with the rapid advancement of systems and technology on within the following areas
• Telco Billing and associated Regulatory requirements (RICA & MNP)
• OSS (Operational support systems)
• BSS (Business support systems) layers
• Perform/Review low level designs, test case formulation and test case results review for Regulatory requirements that impact RICA and Mobile Number Portability
• Perform/Review low level designs, test case formulation and test case results review for Postpaid (SORB, TCP) and Prepaid Provisioning (application = PPOMS)
• Deal with an environment that is critical to the BRC stores - Call centres - customer facing; and has a direct impact on revenue generation.
• Deal with and environment that is highly regulated and legislated
• Deal with the consequences of operating in highly specialised environment where there is often a shortage of skills
• IT environments with the Telecommunication industry do not tolerate the stoppages, breakdowns and low level of service
• Vendors/suppliers are inconsistent and have different methods of working which makes applying consistent rules of engagement a challenge
• Technical support and escalation often need to be ‘out of business hours’ – for resolving critical issues
• When major issues/incidents arise on systems integrating to the Regulatory applications and Provisioning applications, one will need to assist Operations in a “hands-on” fashion
• Ensure that vendors (whether they do development or system configuration) apply MTN standards and MTN IS strategy and that in-house business and resultant functional logic is maintained within MTN through the supply of fully fledged and detailed specifications and ensure that vendors are driven to fulfil these
• Ensure that systems can deal with high transactional volumes wherein many environments also require low latency in order to properly fulfil real-time

Minimum Requirements

Education:

Minimum 3 year Degree or Diploma in Information Systems or Engineering (Bsc IT, Bcom IT, Diploma

Experience:

1. Minimum of 5+ years of relevant work experience in Information Security
2. Experience in managing and implementing large scale security projects
3. Advanced working understanding of the information and technology environment of a bank or telecom company
4. Other security experience such as incident handling (from appsec perspective), architecture, operations, GRC, OWASP, etc
5. Knowledge of application architectures and application development with at least one modern programming language.
6. Knowledge of threat modelling
7. Ability to express complex technical security control concepts passionately and effectively
8. Ability to work well with people from different disciplines and countries with varying degrees of technical experience.
9. Ability to communicate effectively when dealing with business customers and suppliers.
10. Knowledge of national and international regulatory compliances and frameworks such as NIST-CSF, ISO-27000, GDPR, PCI, etc.
