    Manager (Hc Metrics) - eThekwini

    Job Purpose    

    • To conceptualise, plan, develop and implement human capital projects; to develop human capital policies in relation to projects undertaken and facilitate specific training and development programmes and initiatives.

    Key Responsibility Areas    

    • Conceptualises the need for and value of human capital projects.
    • Undertakes detailed project planning and development.
    • Manages the implementation of human capital projects.
    • Develops policies in relation to projects undertaken.
    • Facilitates the training and development of employees arising from the project management process.
    • Manages administrative systems, records, processes and procedures.
    • Manages and monitors the performance and conduct of subordinate staff.

    Competencies    

    • Organisational Awareness - The ability to understand the key drivers in the sector and the municipality and to apply this understanding to meet the service delivery objectives and challenges.
    • Consulting - The ability to understand stakeholder needs and dynamics and to build capacity within the target audience through the ability to listen attentively, grasp issues, present information in a clear manner and respond appropriately to verbal and written communication of others.
    • Planning and Organising - The ability to plan and organise the work unit using goal setting, objectives, targets, creating work schedules and work plans with associated resources and budgets, according to the municipality’s procedures in order to achieve the tasks, functions, results of the work unit.
    • Monitoring and Control - The ability to monitor the results of delegations, assignments, or projects, considering the skills, knowledge, and experience of the assigned individual and the characteristics of the assignment or project.
    • Change Management - The ability to facilitate changes in technology, human behaviour and processes with minimal cost and disruption to the department, in a manner that enhances and ensures achievement of departmental objectives.
    • HC Technology / Information Management - The effective utilisation of technological applications and platforms that makes information both accessible and accurate, providing HC and line management with the knowledge and intelligence required for more effective decision making.
    • HC Service Delivery - The adequate provision of HC Services meeting the needs of the organization and its employees which enables delivery of organizational goals and targets.
    • Financial Management - Maximises the municipalities’ business sense and displays a sound business understanding in applying the most effective management practices to achieve municipal and project / programme financing goals and objectives.
    • Direction Setting - The ability to create a clear sense of common purpose and vision for others with a view to obtaining buy-in and commitment to the goals.
    • Problem Solving - The ability to gather information, analyse issues and deal with complexity and ambiguity. Shows long-term thinking, follows through in a logical manner, aware of consequences and implications. Is able to see the ‘Bigger Picture’.
    • Client Orientation and Customer Focus - Understands the service needs of a client/customer (internal or external) and actively focuses on anticipating, meeting and exceeding the needs in a timely and appropriate manner.
    • Impact and Influence - The ability to inspire a positive attitude in others and be able to influence others effectively.

    Essential Requirements    

    • Diploma (NQF Level 6) in one of the following: Human Resource Management or Public Management or Business Management or related and equivalent qualification.
    • Project Management certificate or obtainable within 6 months from date of appointment.
    • Valid motor vehicle driving license.
    • 4 Years relevant experience.

    Preferred Requirements    

    • Degree (NQF Level 7) in one of the following: Human Resource Management or Public Management or Business Management or related and equivalent qualification.
    • 5 Years relevant experience.
