    Contractor - Quantity Surveyor & Cost Controller (Ikhwezi)

    Key Performance Areas:

    • The QS/Cost Controller will be reporting directly to the Ikhwezi Finance Manager in performing the assigned duties in terms of the project implementation process for site rebranding.

    Role and Responsibilities:

    • Preparation and estimates budget costs by evaluating plans and specifications
    • Scrutinize budgets for bulk production
    • Conduct research to obtain data on labour costs, materials, production times, etc.
    • Review on final accounts
    • Review offers and quotes by subcontractors in relation to procurement
    • Prepare estimates for time, cost, materials, and labour to be used for purposes such as planning, organising and scheduling work
    • Create project status presentations for delivery to project team, when requested
    • Prepare documentation for contracts, transactions, or regulatory compliance 
    • Monitor and bring awareness to project milestones and deliverables 
    • Minimum 5 years of relevant administrative experience within a dynamic and fast-paced environment
    • Ability to communicate up- and downstream
    • Assess cost effectiveness procurement detail as the project develops

    Qualifications and Experience:

    • Relevant tertiary qualification (Construction studies/Quantity Surveying/Financial)
    • 5+ years of relevant experience
    • Experience working in multidisciplinary teams
    • Project management experience (Cost Control) and use of project management software
    • Ability to critically analyse project needs and issues, and report to team lead
    • Ability to liaise with key stakeholders

    Maintenance Project Technician

    Job Description

    • Development, Planning, Execution and Closure of Capital Projects
    • Coordinate project through typical Project Management life cycle
    • Ensure Capital projects satisfy the constraints of the Iron Triangle Approach specifically time, budget scope and quality
    • Development of Project plans using Project Management software e.g. Microsoft Projects
    • Provide scheduled updates on Capital Project Progress to all critical stakeholders
    • Conduct resource planning to ensure Capital Projects are adequately resourced
    • Ensure regulatory compliance for all critical assets
    • Ensure compliance with the Occupational Health and Safety Act
    • Co-ordinate Capital Project Activities with Supply Chain Planner and Scheduler
    • Provide input into 5 yearly Capital Planning Process

    Turnaround Data Controller

    Job Description

    • Responsible for the development of an effective document control system for use by the TA Planning team. Ensure alignment with Astron Energy Document Control standards.
    • Assumes ownership of TA database.  This includes ownership of the Turnaround worklists, current and historic.
    • Maintain control of all Worklist Inputs prior the Scope Input Freeze Milestone.
    • Support in controlling Scope approvals during Scope Challenge meetings prior the Scope Freeze Milestone.
    • Processing of all TAWs.  Ensuring correct stakeholders are informed and engaged.  Costing completed and register kept updated.
    • LPS Stewardship meeting – ensures meeting actions are followed through and correct procedures used.
    • Capturing and distribution of minutes when required (i.e. TA Core team/LPS/KPI progress, etc.). Ensure follow-up of action items.
    • Populates all fields in the database work list with support from Planning team. These include but are not limited to all reference numbers related to scope line numbers, material specifications, hot/cold work, responsible contractors, responsible planners, work types, etc.
    • Assists with the maintenance of a procurement tracking sheet.
    • Support Planning & Scheduling lead to quality assure the population and completeness of Planner KPI’s, ensuring readiness for Planners’ KPI meetings.
    • Maintaining and controlling of all TA folders on the primary business drive and SharePoint
    • Provides assistance with onboarding arrangements of new TA contractors.
    • Provides assistance with TA training requirements and coordination.
    • Presentation of data during Core Team meetings.
    • Supporting TA Leads in lessons learned collation and database management.
    • Identification of trends within database data spread over TA cycles.
    • May be asked to support the team with value adding administrative functions e.g. Leave calendars, booking of workshops, site liaison to external visitors.

    Professional Qualification and Certifications:

    • High School Diploma or Equivalent required.
    • Tertiary qualification in Computer Science, Statistics, Engineering, or a related field would be advantageous.
    • Certification in Power BI and other data visualisation tools advantageous.

    Work Experience:

    • 5 years relevant experience within manufacturing environment, supporting teams with data analytics.

    Knowledge and skills:

    • MS Access, PowerBI, MS Office and presentations
    • Must be proactive in communicating with all customers, peers, stakeholders and members of other organizations.
    • Communicates in a clear, concise, understandable manner, both orally and in writing. Listens carefully and asks questions.
    • Comfortable and competent in facilitating meetings. Stays accessible and approachable. Maintains professional demeanor in all situations.
    • Good planning and organizing skills.
    • Good understanding of Refinery Instructions Procedures will be advantageous, as will experienced with planning, estimating and the execution process

    Turnaround Cost Controller

    Duties will include the following:

    • Generate Turnaround budgets for next 2 cycles (10-year horizon)
    • Business Plan development and tracking, actuals vs plan and updating the forecast (TA Opex, R&M Opex and Statutory Inspection Capex).
    • Support development of AFE’s for TA’s
    • Lead cost estimating for TA & Regen events.
    • Proactively seek opportunities to improve cost control in R&M TA function.

    Focal point to ensure efficiency targets are achieved through the application of post award contract administrative and cost control support by means of:

    • KPI target tracking and reporting
    • Compensation event, variation and change management input.
    • Assembles/coordinates and leads team required to do quantity surveying / cost control.
    • Validates monthly Pay Certs from TRACK for contractors involved on Turnaround and Regen
    • Provides input to TA Execution Strategy, i.e., providing budget/forecast values for contract spend categories when planning new contracts, ensuring best value is created.
    • Performs invoice validation and verification from a rates perspective, resolves invoice queries with suppliers.
    • Ensures proper cost control is exercised in TA execution.
    • Generates monthly cost reports for TA Team and Management
    • Provide monthly cash flow forecasts.
    • Facilitates monthly cost meetings with TA Team Lead and contractors as required.
    • Aligns and ensures understanding of appropriate accounting treatment of TA costs in Astron Energy and ensures adherence to accounting policy - Capital vs Operating expenditure.
    • Performs monthly account reconciliations in accordance with agreed procedures. Review and ensures accurate accounting for Capitalised shutdown and Onstream Inspection costs.  Align with Finance Team at agreed intervals.
    • Ensures that the work-list projects have been correctly budgeted for by the Work Type and
    • that budgets align with agreed Business Plan budgets.
    • Aligns with the Centralised Planning and Scheduling Team on budget interfaces and shortfalls.
    • Closing out of TA cost after the event, supplier invoicing, open orders, TA Project in SAP.
    • Compiles Solomon reporting for TA’s.

    Professional Qualification and Certifications:

    • Higher Diploma/3-year Degree with Financial, Science or Mathematics foundation for example BSc or Higher Diploma with Eng /Math/Chem; BCom / B. Bus Science; BSc Quantity Surveying; Certified Cost Engineer. 
    • OR 8 years’ experience in Refinery, Project, or similar industry Cost Management

    Work Experience:

    • Minimum 5 years Cost Management/Analysis and Reporting Experience, preferably within the Refinery

    Knowledge and skills:

    • High level computer literacy including Excel, Ariba and SAP is essential.
    • Knowledge of MS Access, MS PowerPoint and PowerBI would be an advantage.
    • Knowledge of Contracts for Procurement and Construction essential
    • Good interpersonal and communications skills essential.
    • Organisation & Prioritization Skills – balancing of issues requiring quick, high-level analysis with those requiring greater depth.  Effectively managing multiple stakeholders essential.
    • Knowledge of Solomon or other similar cost metric
