    Programme Manager

    REF: PED/IHS/HD/03

    MINIMUM REQUIREMENTS:

    • A Bachelor’s degree (NQF level 7) or a tertiary qualification (NQF level 7) in the built environment, civil engineering, planning or project management
    • 5 - 7 years’ experience amongst others in the design/planning/supervision of township establishment, township engineering services
    • Computer Literacy to the level of MS Word, MS Excel, MS Project, MS PowerPoint, and MS Outlook
    • A valid Code B driver’s license

    OTHER REQUIREMENTS:

    • Sound working experience in financial and project management in the public sector
    • A thorough knowledge of Integrated Human Settlements principles and methodologies as well as research and policy development methodologies

    DUTIES/RESPONSIBILITIES:

    • Assist the Manager: Housing Development to develop and manage housing development systems and administer relevant legislation
    • Manage the development and implementation of Municipal housing developments in green- and brown-field areas within the relevant legislation/policies
    • Ensure the integration of Municipal Integrated Human Settlements Plan with other Municipal Housing policies and systems
    • Assist in the preparation of Housing Development related Standard Operating Procedures (SOPs) and policies
    • Develop norms, standards and guidelines for Housing Development and coordinate, monitor and evaluate the planning and implementation of the Municipal Integrated Human Settlements Plan and related policies and regulations
    • Provide housing development advice and technical support to the Sections Housing Development and Informal Settlements
    • Advise internal and external departments on National and Provincial guidelines and policies
    • Manage the project initiation and conceptualization of housing projects
    • Direct and control administration of a project
    • Draft business plans for funding applications
    • Ensure a successfully implemented project; receive the maximum funding for the project and ensure that the end user becomes a landowner, thus assisting the process of transfer of ownership to the end user
    • Quality control and overall integrity of the projects, focusing on internal consistency of the projects, as well as its coherence with planning, interfaces with other projects and corporate technical and specialist standards
    • Monitor and implement corrective measures to rectify acts contrary to financial regulations, audit requirements and departmental procedure
    • Relationship Management
    • Responsible for knowledge sharing, training & skills development
    • Facilitate and ensure effective communication with Councillors, National and Provincial Department of Human Settlements, consultants, Interested and Affected Parties, internal departments and the general public

    Accountant: Meter Reading, Trading and Billing Services

    MINIMUM REQUIREMENTS:

    • A relevant 3-year tertiary qualification, preferably a National Diploma or Degree with Financial Accounting as major subject
    • 2-5 years relevant experience
    • Valid Driver Licence (minimum Code B)
    • Unit standards required for minimum competencies or obtain within 18 months of appointment

    • Manage the processes and activities that will ensure correct accounting, adherence to necessary principles, and provide efficient, correct, balanced accounting and management of debtor accounts
    • Ensure that tariffs set by Council are adhered to in order to deliver accurate and timeous monthly accounts
    • Perform month-end and year-end reconciliations and statistics
    • Supervise and control all client correspondence and complaints in respect of the Section
    • Perform system administration relevant to the section
    • Assist in Internal and External (Auditor General) audits
    • Coordinate and control tasks/activities associated with controlling personnel performance, productivity, and discipline
    • General Administrative duties of the Section

    Artisan Assistant

    CS/PMBM/FM/09

    MINIMUM REQUIREMENTS:

    • Grade 10 with basic literacy
    • 1-2 years of relevant experience, preferably in a building maintenance working environment

    • Preparing surfaces with hand-held tools
    • Assisting Artisan with the following:
      • Painting/varnishing of windows
      • General painting
      • Plastering/skim coating of walls
      • Plumbing work
      • Repairing of ceilings and cornices
      • Laying of vinyl tiles
      • Replacing glazing
      • Replacing gutters and downpipes
      • Roof cleaning and painting
    • Cleaning of sites
    • Removing and washing off debris from tools and equipment
    • Placing and stacking of tools/equipment in the vehicle, observing sequences and procedures supporting safe transit
    • Physically loading materials and other products and/or holding and guiding plant/equipment during hoisting and placement
