    Aviation Security Risk Management Specialist

    Description

    The South African Civil Aviation Authority (SACAA) has an exciting opportunity in our Aviation Security department. We are looking for a talented individual with the relevant skills and experience who will:

    • develop and manage an Aviation Security Risk Management System.
    • develop and monitor Cyber Security Governance Framework, incorporating norms and standards for managing cyber security within the aviation industry.
    • ensure SACAA achieves its objectives and goals of protecting civil aviation data systems from malicious electronic attacks (unlawful interference) and developing means to deal with the consequences of such attacks. 

    AVIATION SECURITY RISK MANAGEMNET FRAMEWORK

    • Develop and maintain an Aviation Security Risk Management Framework for the South African Aviation industry.
    • Guide the South African Aviation industry on the implementation of a security risk framework and risk management.
    • Establish and manage a security risk assessment and the mitigation process for the aviation industry.
    • Establish a security data collection and analysis system.
    • Maintain the Aviation Security National Risk Context Statement up to date and collate data to inform the Statement.
    • Engage all stakeholders on prevailing aviation security risks as well as mitigation measures to be implemented periodically.

    AVIATION CYBER SECURITY FRAMEWORK OVERSIGHT AND REVIEW

    • Develop and oversee the implementation of the cybersecurity framework and strategy, and overarching aviation risk strategy, ensuring effective implementation across the civil aviation industry.
    • Receive and review for approval Cyber Security Strategies and DRP periodically from aviation industry stakeholders.
    • Lead the identification, implementation, and mitigation of security mechanisms.
    • Participate in the development of future standards and requirements in collaboration with industry peers.
    • Lead, develop, manage and maintain the cybersecurity governance deliverable lifecycle including ICAO standards.

    MANAGEMENT OF CYBER SECURITY INCIDENTS

    • Develop and implement security incident management, response, and recovery strategies.
    • Advise the Operators on the potential impact on cyber governance/risk/compliance requirements.
    • Provide support for the implementation of risk mitigation strategies when required.

    MANAGEMENT OF THE NON-CONFORMANCE REPORTING SYSTEM AND DATABASE

    • Manage the development and monitoring of the non-conformance database, and analysis of trends.
    • Communicate with Operators on new trends and threads concerning cyber security in the aviation environment.

    LIAISON AND CONSULTATION

    • Establish a consultative structure for the aviation industry
    • Develop strategy and monitor implementation
    • Provide feedback to SACAA
    • Participate in relevant structures within the aviation industry, risk management and cyber security

    Requirements

    Minimum Qualification:

    • National Diploma or equivalent NQF Level 6 qualification in Computer Science/ Information Technology or related qualification
    • Risk Management certificate would be advantageous

    Inspector: Airports and Airlines

    Description

    INTRODUCTION

    The South African Civil Aviation Authority (SACAA) has an exciting opportunity in our Aviation Security department. We are looking for a talented individual with the relevant skills and experience who will:

    • monitor the implementation of the National Aviation Security Plan (NASP) and other related Civil Aviation Regulations (CARs) in compliance with the ICAO SARPs
    • promote Aviation Security and strengthen the national aviation systems

    OVERSIGHT ACTIVITIES - INSPECTIONS AND AUDITS (RISK-BASED)

    • Plan and execute inspections and audits following laid down ISO procedures.
    • Conduct oversight activities as assigned by the manager, make appropriate recommendations and submit comprehensive reports.
    • Conduct inspections/audits follow-ups to ensure that identified security gaps are closed.
    • Evaluate, validate, and review security programs and manuals for Airport Operators, Aircraft Operators, Air Navigation Services, Aircraft Operator, and Catering Service Providers.
    • Process applications for the designation of officials for aviation security at the airports and airlines.

    ADMINISTRATION

    • File inspection and audit reports.
    • Create and maintain a database of allocated clients.
    • Create and maintain a database for non-compliances on the findings register.
    • Handle internal and external correspondence through the manager.
    • Maintain the AVSEC documents management.

    ENFORCEMENT AND COMPLIANCE

    • Follow up on and evaluate corrective action plans.
    • Initiate enforcement by alerting the manager of non-conformances, in line with the Enforcement procedure.
    • Submit reports of all major and severe non-conformances for the Manager to submit to the Enforcement Committee.

    AMENDMENTS TO REGULATIONS

    • Recommend to the Manager a review of regulations to address identified gaps in the security system.
    • Participate in the process of amending legal instruments related to aviation security.

    LIAISON AND CONSULTATION

    • Participate in Local Airport Security Committee as and when assigned and provide feedback to SACAA through the manager.
    • Provide feedback on queries raised by operators.
    • Participate in security awareness programs and SACAA initiatives.

    Requirements

    Minimum Qualification:

    • Relevant National Diploma or NQF 6 qualification
    • Basic aviation security Certificates and other related certificates

    Ideal Qualification:

    • NQF Level 6 Diploma in Security Risk Management, Quality Management or other relevant qualification

    Experience:

    • 3 years Aviation Security or related experience

    Personnel Licensing Inspector (AME)

    Description

    PURPOSE OF THE JOB

    The South African Civil Aviation Authority (SACAA) has an exciting opportunity in our Personnel Licensing department. We are looking for a talented individual with the relevant skills and experience who will develop and maintain a system for the oversight and surveillance of training standards and ensure the effective and correct administration of aviation training organisations conducting aviation maintenance and apprentice training in accordance with the South African Civil Aviation Regulations Part 141, ICAO Annex 1 and internal company policy and standards. Oversight of designated AME examiners, oversight of examination centres.

    CATS AND CAR DEVELOPMENT

    • Conduct research and development.
    • In co-operation with Managers: Licensing and Examinations
    • develop and implement Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards (CATS) for the Civil Aviation Regulations Part 141 and Parts 66 in compliance with the standards and recommended practices of ICAO Annex 

    OPERATIONAL MANAGEMENT

    • Develop civil aviation regulations and technical standards, training syllabi, theoretical knowledge examinations and practical testing for the issuance of all ICAO Annex licenses and ratings regulated in terms of the Civil Aviation Regulations.

    Requirements

    Personnel Licensing Inspector: Cabin Crew

    PURPOSE OF THE JOB

    Responsible for licensing standards and regulations for cabin crew licenses; oversight of cabin designated examiners and the certification and continued safety oversight of Aviation Training Organisations.

    Description

    PURPOSE OF THE JOB

    The South African Civil Aviation Authority (SACAA) has an exciting opportunity in our Personnel Licensing department. We are looking for a talented individual with the relevant skills and experience who will:

    CATS AND CAR DEVELOPMENT

    • In co-operation with Manager: Licensing and Manager: Examinations; develop, implement, and review applicable Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards for the Civil Aviation Regulations 2011, Parts 60, 61, 62, 63, or 101 in compliance with the standards and recommended practices of ICAO Annex 1.

    PLANNING AND SURVEILLANCE

    • As an authorised officer of the SACAA, responsible for conducting audits on all Part 141 certificate holders, as per Master Surveillance Plan, to establish compliance to the regulations.
    • Conduct audits and inspections as per the Manual of Procedures.
    • Make relevant recommendations pertaining to safety management systems.

    Requirements

    Minimum Qualification:

    • Hold or have held a CPL (A) or (H) license with ATP Theoretical examination credits

    Ideal Qualification:

    • Airline Transport Pilot License with Grade 1 Flight instructor rating

    Legal Advisor: Regulation Development

    Description

    PURPOSE OF THE JOB

    The South African Civil Aviation Authority (SACAA) has an exciting opportunity in our Regulation Development department. We are looking for a talented individual with the relevant skills and experience who will:

    • provide regulatory and general legal services to SACAA.
    • ensure that SACAA is protected against any legal risk by providing legal, regulatory and technical support services.
    • assist technical Divisions in developing legally sound and concise regulations and technical standards.
    • manage the formulation and approval of regulations and technical standards through a consultative process with the aviation industry in terms of section 157 of Civil Aviation Act, 2009 (Act No. 13 of 2009) (“the Act”).
    • manage Secretarial support services of the Civil Aviation Regulations Committee (CARCom), a statutory Committee established in terms of section 157 of the Act.
    • provide regulatory and general legal services to SACAA. Ensure that SACAA is protected against any legal risk by providing legal, regulatory and technical support services by drafting or vetting proposals for amendment of regulations and technical standards; drafting legal opinions, vetting of exemptions, vetting and drafting of contracts, advising on any legal matter; drafting and vetting of legal and non- legal documentation and provide legal services in meetings when requested to do so by SACAA Divisions.
    • provide verbal and written legal opinions/advice on a variety of matters pertaining to the acts and regulations administered by the SACAA and other matters of interest that have an impact on SACAA.
    • review of the final drafts of regulations and amendment to confirm their legality, determine the effect of such an amendment and the impact the Regulations or proposal will have on other existing legislation and to ensure conformity with constitutional principles.
    • draft/scrutinise and finalise the international agreements and memoranda of understanding (MOU).
    • draft/scrutinise or vetting of commercial contracts and service level agreements.
    • provide legal opinions/advice risks associated with commercial contracts.
    • provide legal support in the negotiation of commercial contracts and service level agreements.
    • coordinate, provide assistance, monitor and guide attorneys in litigation process and potential litigation matters against the SACAA.
    • deal with Department of Transport and Director of Civil Aviation appeal matters and represent the SACAA in tribunal appeal Committee.

    REGULATION DEVELOPMENT AND PROVISION OF LEGAL SUPPORT SERVICES

    • Draft/vet proposals for amendment of regulations and technical standards.
    • Draft regulations and technical standards.
    • Review final drafts of regulations and amendment to confirm legality.
    • Draft Memorandums for approvals of regulations and technical standards.
    • Draft any regulations, notices, publications as assigned by LAC.
    • Facilitate and monitor the approval process of the regulations and adhere to deadlines.
    • Draft Board and Executive Committee submissions, draft monthly reports, analyse exemptions and provide legal advice thereto.

    DRAFTING OF LEGAL OPINIONS

    • Research and draft accurate and legally correct legal opinions.
    • Recommend the course of action to be taken.

    LITIGATION PROCESS

    • Consider the merits of the matter.
    • Research the legalities pertaining to the matter and ensure that SACAA is protected against any legal risk that may arise.
    • Coordinate, provide assistance to monitor and guide the attorneys in the litigation matters.

    DRAFTING OF CONTRACTS

    • Draft, vet, interpret, and advise on contracts to ensure compliance and protect the interests of SACAA.

    Requirements

    Minimum Qualification:

    • B Proc or LLB, admitted as an Attorney or Advocate with pupillage

    Ideal Qualification:

    • Legislative drafting certificate

    Experience:

    • 3 years Attorney or Advocate with Basic Elementary exposure as Legal Practitioner
    • 3 years Legislative Drafting experience
