    General Manager: Corporate Finance

    Position Purpose

    • Develop and raise (Find) innovative funding solutions and optimal deal structures for investment opportunities that will deliver additional capacity to relieve the debt burden and strengthen the Transnet balance sheet.
    • Provide input, oversight and guidance to the broader organisation on Private Sector Participation (PSP) projects with regards to the financial viability of such projects and monitor and report on performance of PSP’s and subsidiarised OD’s to Transnet Governance Structures.
    • Provide oversight on development and review of tariffs for both regulated and non-regulated operating divisions of Transnet and sign off on submission to approving committees.
    • Provide financial oversight on all high value tenders as defined from time to time ensuring that the proposed terms are properly modelled and implications properly communicated to decision makers.
    • Provide other advisory and technical support to the organization at large – this includes custodian of WACC Policy, review of revaluation of infrastructure assets, lead balance sheet optimization project, and financial impact of subsidiarization of ODs.
    • Provide input and guidance to the broader organization around financial viability of investment opportunities for Transnet’s value preservation and growth.

    Position Outputs

    • The review and related approval processes for Transnet Group and Operating Divisions Weighted Average Cost of Capital.
    • Annual determination of shareholder value add matrices.
    • Annual Corporate Overheads allocation to Operating Divisions.
    • Annual re-gearing of Operating Divisions balance sheets.
    • Annual update of Transnet investments evaluation guidelines.
    • Input into Financial evaluation of investment projects and input into the capital projects submissions to Transnet approval bodies.
    • Evaluation of funding options in the acquisition of plant and equipment, particularly lease vs buy decisions.
    • Valuations of business and operations for acquisition, disposal, impairment testing for IFRS reporting and for Regulatory reporting for Transnet regulated entities.
    • Custodian of the Transnet wide financial model that is being developed in response to the NT guarantee conditions.
    • Custodian of pricing models to determine or review tariffs for the regulated and non-regulated OD’s.
    • Custodian of monitoring & reporting of performance for PSP’s and subsidiarised OD’s including recommendations for capital calls and changes to originally approved business cases.
    • Co-lead negotiator of commercial terms for PSP’s ensuring that Transnet interest are properly represented (currently supporting but OD’s can disregard input from GCF).
    • Provide reports on pricing and commercial acceptability of high value tenders from a procurement process (this requires permanent attendance to DBAC (TCC) and CBAC.
    • Provide reports highlighting risks and recommendations on the financial impact of OD’s that are being corporatized.
    • Co-lead the balance sheet optimisation process with Group Treasury jointly reporting to the FIC subcommittee.
    • Review of financial models for capital investments.
    • Investments risk management, monitoring and reporting.
    • Assessment, financial oversight, review and sign off on financial models, pricing proposals for High Value Tenders and Valuations.

    Qualifications and Experience

    • Registered CA (SA) qualification is required Minimum 15 years’ deal making / corporate finance experience in a similar role, of which 8 years must be at senior management level Requirement of Trust and Honesty in the handling of Finances as per the National Credit Act Amendment 19.

    Chief Procurement Officer

    Position Purpose

    • To develop an integrated Transnet Engineering’s supply chain strategy that is aligned with the Transnet’ Groups strategic supply chain management strategy.
    •  Provide strategic leadership to ensure provision of comprehensive supply chain management services to Transnet Engineering.
    • Develop strategies relating the implementation of BBBEE and enterprise development.
    • Develop contract management strategies to mitigate risk.
    • Provide strategic guidance and support to the Transnet Engineering businesses to ensure effective implementation of the strategy.

    Position Outputs

    • Formulate and manage the implementation of the approved Supply Management Strategies, policies & procedures to ensure that Transnet Engineering achieves its business objectives and minimise supply chain risk by improving inventory/material holdings and eliminate stock-outs of critical resources.
    • Ensure that sourcing strategies, policies and plans are developed, approved, implemented and reviewed to enable Transnet Engineering to cost effectively access & acquire quality material & services from reputable suppliers in line with the business objectives and Broad Based Black Economic Empowerment (BEE) principles.
    • Develop and implement logistics strategies (warehouse footprint, transport modes, preferred Logistics service providers (LSPs)) aligned with business plans.
    • Analyse the business strategy, forecasts, key performance indicators, investment plans, shareholder expectations, reviews and operating contexts to determine future trends, strategic direction and implications.
    • Responsible for driving optimization of total supply chain cost, inventory and customer service level performance through integrated supply chain activities, and 3rd party distribution alliances.
    • Formulate, recommend and implement approved Broad Based Black Economic Empowerment strategies, policies, standards and guidelines to enable Transnet Engineering to be a player in ensuring that the South African economy is broadly and fairly distributed to all South Africans especially the previously disadvantaged communities and assist in sustaining economic growth
    • Develop, manage and maintain relationships with key stakeholders, e.g. Government, suppliers, 3rd Party Service Providers, transport/logistics interest groups and general Business fraternities so that Transnet Engineering secures favourable reactions to its aims and objectives and explore any collaborative support opportunities
    • Develop, implement and maintain value adding inventory and tender business processes to enhance Transnet Engineering’s business sustainability & continuity by implementing effective internal controls and corporate governance procedures, which will minimise governance risks and ensure compliance to ISO accreditation standards.
    • Ensure compliance to the Public Finance Management Act (PFMA), Public Procurement Act, BBBEE, National Treasury directives, Transnet Policies and other applicable statutory requirements.
    • Lead and direct the team within supply management portfolio to drive high performance through the implementation of talent management strategies and performance management systems.
    • Plan and ensure the effective implementation of the supply management strategies so that the objectives are met within the required budget, time and quality requirements.
    • Prepare, monitor and control the annual budget so that expenditure is in line with Transnet’s financial requirements and facilitates the achievement of the strategy.
    • Develop and implement effective plans, strategies, procedures and policies and monitor them to ensure that they meet legal requirements, business needs, organisational objectives, and they reflect good practices.
    • Ensure data integrity and timely reporting to Transnet Group governance structures, Transnet Engineering EXCO and other ad hoc governance structures.
    • Produce reports [including recommendations, best practice, benchmarking, trends and risk] to inform strategic decision and policy compliance pertaining to supply chain management across Transnet Engineering.
    • Drive change related activities with regard to people, processes and technology.
    • Provide leadership support to the Transnet Engineering Employee Relations processes including support during Grievances and Disciplinary matters.

    Qualifications and Experience

    • Bachelor’s Degree in Business Management/ Finance/ Supply Chain Management/ Logistics.
    • Minimum of 10 years’ relevant experience in Supply Chain Management or Logistics of which at least 5 years in a senior management level in a large organisation with a complex operations environment.
    • Experience in leading major transformation within an organisation.
    • A postgraduate qualification will be an added advantage.
    • Registration with relevant professional body will be added advantage, e.g, CIPS.

    OR

    • Minimum of 12 years’ relevant experience in Supply Chain Management or Logistics of which at least 8 years in a senior management level in a large organisation with a complex operations environment.
    • Experience in leading major transformation within an organisation.
    • A postgraduate qualification will be an added advantage.
    • Registration with relevant professional body will be added advantage, e.g, CIPS.
    • Inherent job requirements
    • Requirement of trust and honesty in handling of finances as per the National Credit Act Amendment 19.
    • Drivers’ License (Code 08).
    • Regular travel as required by the business.
    • Knowledge & Understanding:
