    Broadcast Technical Specialist

    Position Description

    Development and Approval of Broadcast Studio and Transmitter Specifications

    • Review previous installations to keep abreast of industry changes
    • Develop and amend technical specifications at the beginning of each funding cycle

    • Conduct verification of broadcast studios following installation by appointed service providers as per the provided specification, and sign off if alignment with specification and industry standards

    Service Provider Management

    • Manage service providers installing broadcast studios through regular engagement to manage expectations and maintain sound working relationships
    • Make recommendations and prepare a studio verification report for payment of service following broadcast studio installations, for submission to the line manager for approval
    • Participate in the vetting of service providers as per the procurement policy and procedures

    Uplifting and Recommendation for Donation of Old Broadcast Equipment

    • Coordinate the collection of broadcast equipment from projects to secure storage for equipment, in consultation with the service provider and Legal Department, to ensure all broadcast equipment is accounted for
    • Alert the Legal Department and the line manager if there is any missing broadcast equipment

    Asset Registration & Verification

    • Capture assets for new studios during verification
    • Capture assets for existing funded projects
    • Update the broadcast asset register and produce quarterly reports for submission to the line manager for approval for the Board
    • Provide technical support to the Projects and Monitoring Department through site visits and studio launches, which includes troubleshooting and testing of new equipment
    • Provide support and information to the Broadcast Officer and the Training Department for project capacity building programmes

    Document Management

    • Act as the custodian of project technical information and recording keeping, ensuring compliance to audit standards

    Position Description

    Key Performance Area / Main Output

    Company Secretarial/ Board & Committees Administration

    • Provide a single point of contact to the MDDA for Company Secretary related services.
    • Prepare packs for Board meetings. Ensure that Board and Sub-committee packs are assembled and distributed within defined time frames via courier or other relevant service providers
    • Provide administration support to the Company Secretary and Board members.
    • Arrange and manage travel and accommodation arrangements for Board members
    • Maintain hard copy and electronic filing system of all Board reports, minutes and resolutions.
    • Manage Company Secretary’s diary.
    • Setup and co-ordinate meetings and conferences for the Company Secretarial Unit. Prepare monthly Board payment schedule for signature by the Assistant Company Secretary and Company Secretary and hand to HR/Finance within relevant time frames.

    Position Description

    Key Performance Area / Main Output

    Contract Drafting & Monitoring

    • Coordinate contract drafting, conclusions, close-outs, extensions and renewals
    • Assist with monitoring and updating of the contract register and monitor contract compliance with funding requirements from recipients
    • Assist in the liaison with recipient attorneys or recipient until consensus has been reached
    • Provide support in the maintenance of contractual records and documentation
    • Provide advice on contract matters, under the guidance of the line manager
    • Serve as the point of contact for MDDA business units and external parties on contractual matters and ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness
    • Verify that all contracts are devoid of omissions and MDDA interests are protected

    Litigation Support

    • Monitor cases to ensure that legal matters are managed efficiently and that the relevant parties are informed and are given the proper advice
    • Coordinate the required affidavits, briefings with attorneys, etc.
    • Alert the line manager on the status and/or progress of the cases
    • Assist in the preparation of relevant legal correspondence, notices and pleadings
    • Consult and obtain necessary information/briefing or documents from the relevant unit to assist in the litigation proceedings
    • Assist in the drafting of Terms of Reference / Specifications for the appointment of the service provider for legal matters as and when instructed by line manager

    Dispute Resolutions

    • Coordinate all administrative matters relating to the resolution of contractual disputes, inclusive of:
      • Employment contractual issues
      • Supplier agreements
      • Any other contractual disputes
    • Coordinate the required affidavits, briefings with attorneys, etc.
    • Represent MDDA in court, (when required) including representation and management of CCMA cases involving staff/contractual issues
    • Coordinate disciplinary/grievance hearings in accordance with company policy and procedures
    • Prepare the appropriate documentation (including relevant charge sheet) and the prosecution’s case, in consultation with attorneys as appropriate, in respect of all serious cases involving staff or grant recipients, and submit to the line manager for approval

    Regulatory Compliance

    • Identify legislation which impacts on the mandate of the MDDA and coordinate the updating of the compliance matrix
    • Advise on deviations or amendments from statutory practices to be used as a basis for strategic interventions for the line manager’s consideration
    • Assist in aligning and review policies and approval by the line manager

    Legal Research & Advice

    • Provide input into legal advice and opinions, benchmarked on legal precedents, to MDDA business units, under the guidance of the line manager
    • Conduct proper risk analysis and identify triggering factors towards potential legal risks within business units, for review and approval by the line manager
    • Undertake in-house legal research, including preparation of documentation, for all cases likely to be subject to court action and submit to the line manager for review

    Sub-Committee Legal Advisory Support

    Position Description

    Strategy Development and Implementation

    • Contribute towards the development of the MDDA business strategy, providing strategic input and guidance in the area of responsibility, to achieve business strategic objectives
    • Develop the departmental strategy in alignment with the MDDA business strategy to encompass:

    • Collaborate with direct reports to develop the annual operational plans for each department and ensure alignment to the overarching divisional strategy and business strategy

    • Create and maintain systems to share understanding and knowledge of key stakeholders

    Sector Development and Outreach

    • Develop projects focusing on targeted media development programmes
    • Lead the commissioning and analysis of research on media development and diversity
    • Research and monitor emerging trends and key strategic topics in community media and diversity; analyse and present research findings to management and the Board
    • Lead the coordination and analysis of policy implementation responses
    • Lead public submissions on legislation or regulations impacting the community media sector
    • Oversee the selection and implementation of research and capacity building projects
    • Commission research on media development and diversity; analyse and present research findings to management and the Board

    Budget Management

    • Prepare the departmental budget in accordance with the budgeting guidelines

    • Produce monthly financial reports to report on expenditure, any variances in terms of budgeted and actual figures, savings achieved and year to date figures
