    Clinical Advisor (Pretoria)

    Description
    Work Description 

    • The Clinical Advisor is responsible for providing clinical advice and strategic direction to the to the support district/s and the appropriate internal and external clinical staff.  They will building capacity among HCW to strengthen the TB HIV response and ensure clinical governance standards at all times.  The position will assist the District manager and DoH HO in ensuring the quality of the technical assistance provided to DoH is of the highest quality.  He/she will further be responsible for the training in developing, managing and implementing various knowledge and skill acquisition strategies for several cadres of health care providers within the field of HIV and TB management. 

    Technical Work Responsibilities 

    • Provide clinical guidance and strategic direction to District manager and District HOD on clinical governance and training on HIV and TB clinical care  
    • Assist with curricula development and resource material within the field of HIV and TB management 
    • Assist with the implementation and adaption of training strategies for health care providers  
    • Set of the necessary clinical for a to ensure adherence to national guidelines 
    • Apply appropriate adult teaching methodologies 
    • Perform clinical/mortality audits and regular site visits 
    • Contribute to development of operational plans  
    • Liaise with internal and external customers/stakeholders 
    • Document challenges and successes for future utilization in the scaling up of interventions 

    Duties:

    • Liaise with all Internal Customers and External Customers and Suppliers when necessary towards the achievement of organizational and departmental goals 
    • Maintain close relations with the district and sub-district public sector services and contribute to their operational plans where relevant 
    • Conduct meetings with Aurum as well as clinic staff 

    Support the HOD of training: 

    • Provide clinical guidance on HIV and TB clinical care to HOD training  
    • Provide clinical guidance on HIV and TB clinical care to Aurum-supported facilities and community programmes 
    • Assist with developing, managing and implementing various training and mentoring strategies Assist with developing and managing an internal CPD programme for various cadre of health care workers 
    • Mentor other clinicians on clinical procedures and protocols relating to HIV and TB care, in accordance with the national mentoring framework
    • Assist with conceptualising and coordinating the development of various resource materials  
    • Facilitate case discussions and refresher training 
    • Apply adult education methodology 
    • Provide formal mentoring to relevant stakeholders to ensure skills transfer 
    • Perform clinical audits to ensure adherence to guidelines and best practice 
    • Document lessons learnt and develop quality improvement plans 
    • Work with the Aurum and public sector management teams to ensure health systems are in place to support good clinical care 
    • Adapt training and mentoring skills to different models of health systems 
    • Keep up to date with developments in the field
    • Conduct knowledge and skills analysis 
    • Form and maintain close working relationships with various specialists within Aurum and other organizations to ensure curricula appropriateness and correctness

    Requirements
    Education 

    • A medical degree and registration with HPCSA 

    Advantageous 

    • Diploma in TB or HIV management 
    • Certificate in Project Management  
    • Advanced Paediatric HIV and TB management experience 
    • Experience in management of DR TB 
    • Data analytics and understanding of TB HIV indicators  

    Experience 

    • At least 4 years’ experience in provision of ART and management of complex TB HIV co-infected patients 
    • Experience in mentoring on clinical management and practice 
    • Rural health experience advantageous 
    • Experience in developing training resource material and training aids to assist implementation   
    • Good stakeholder engagement and management experience 
    • Ability to do presentations to management and leadership within DoH and internally 
    • A proven ability to be creative in knowledge transfer methodologies 
    • Experience in Quality Improvement methodology advantageous 
    • A track record of being able to work independently and as part of a multidisciplinary team with a willingness to learn about other medical disciplines 
    • Extensive experience in TB and HIV/AIDS treatment and care

    Senior Quality Improvement Advisor (Parktown)

    Description

    • The SQIA will provide technical assistance and oversight to the grant leadership with regards strategic design and implementation of all grant QI projects and strategies. They will oversee the QI capacity building of both internal staff as well as Department of Health colleagues.

    Technical Work Responsibilities

    • Develop and implement the Quality Improvement Strategy
    • Provide leadership in operational, system and process improvement, utilising continuous improvement methodologies to support decision making
    • Proactively engage with staff and DoH colleagues, to identify opportunities for improving implementation of quality improvement initiatives
    • Oversee the continual monitoring and adaptation of activities to ensure improved outcomes
    • Report on improvement initiatives  
    • Coach teams on topics related to continuous improvement and quality

    Requirements
    Education

    • Medical degree, nursing diploma/degree or degree/diploma in any related field.
    • A minimum of 5 years-experience as a quality improvement and/or quality standards development and assessments advisor or a recognised Diploma or Degree in Quality Improvement /Assurance

    Experience

    • At least 5 years’ experience in managing and leading the QI strategy and staff
    • Improvement Advisor Qualification ideal
    • Extensive experience in implementing QI approaches within the South African Healthcare system at facility, sub-district, district and provincial level
    • Evidence of being able to use and analyse data for improvement and reporting purposes
    • Vast experience in teaching QI methodology and evidence of ability to develop teaching aids
    • Understanding of the South Africa health care delivery system with at least 2 years experience in the field of TB

    District Manager (Sedibeng)

    Description

    • The District Manager is responsible for the effective leading and management of the district team in line with the project objectives, budget and timelines. This includes overseeing, planning, management and implementation of activities by the members of the team, the day-to-day management of all operations and interactions within the project.     Data Quality Monitor (Cape Town)

    Description

    • The Data Quality Monitor will be based at sub-district level and will ensure that key data quality dimensions such as validity, reliability, integrity, precision, timeliness, accuracy, worth, completeness, confidentiality and ethics are met for all data collected at facility and community levels. This position will contribute to the development and maintenance of the high standard of data collected and reported and assists with conducting routine data quality assessment (RDQA) or data quality audit. The Data Quality Monitor will work closely with M&E managers, Quality improvement advisors, QI officers and district health information managers to provide oversight and technical support on improving data quality to facility and community level staff as well as data capturers through facility level supervision and support visits, capacity building and data quality assurance. 

    Duties and Responsibilities

    • Provide guidance to facility and community staff on the effective ways to implement and adhere to the six key stages of data management cycle (data source, data collection, data collation, data analysis, data reporting and data usage).
    • Provide guidance on how the data are collected and how the raw data are assembled and analyzed; determining the most appropriate presentation formats for the data; and ensuring data use by decision makers.
    • Work with the M&E managers and officers to develop and implement data quality assessment tools to ensure validity, reliability, integrity, precision, timeliness, accuracy, worth, completeness, confidentiality and ethics for the data collected at facility and community levels.
    • Conduct regular data verification visits including detailed checking of reported data against source documents on a bi-weekly, monthly, quarterly, semi-annual and annual basis, to ensure all data captured is accurate and valid.
    • Ensure that data management systems and procedures are in place, implemented and adhered to, to ensure data quality.
    • Oversee TB project data management reports as well as participate in data review meetings at sub-district level. 
    • Conducting routine data quality assessment (RDQA) or data quality audit at facility and community level.
    • Write professional reports and provide feedback on data quality issues detected.
    • Review raw data from primary sources and compare with system generated reports to address any missing data, inconsistencies, discrepancies, or errors.
    • Work closely with the programmatic team, by implementing systems to improve data quality.
    • Perform basic data analysis with the view to provide recommendations on improvement of data quality measures and controls.
    • Attend regular MERL workshops, data related meetings and training courses as required.
    • To support the flow of facility level data for accurate and timeous weekly, monthly, quarterly, semi-annual and annual reporting.
    • Supervises data capturers within the Sub-district to ensure that the data captured is valid, complete and has integrity.
    • Promotes data usage for continuous quality improvement through feedback, training and capacity building activities at both health facility and community levels through regular monthly and quarterly data review meetings.
    • Assist data captures, facility and community staff to develop data quality management plan (DQMP) to maintain data quality standards.

    Requirements
    Education

    • NQF level 6 or equivalent qualification in data management or statistics.

    Advantageous

    • A qualification in health, public health, social sciences, information technology, or related field.
    • Good understanding and experience in using one of the following NDOH information management systems (District Health Information System (DHIS), Tier. Net and Electronic Drug Resistance Register (EDRWEB), and/ Patient Record and Health Management Information System (PREHIMS) or Primary Health Care Information System (PHCIS).

    Work experience

    • At least 3 years’ experience in data quality management, verification, conducting routine data quality assessment (RDQA) or data quality audit.
    • Experience of working in donor funded projects is desirable.
