    Technical Advisor: Paediatric & Adolescent Care (District Secondment)

    To support Johannesburg district HAST team to improve paediatric & adolescent HIV and TB Care & Treatment programme implementation and monitoring in the district; in order to achieve the 95-95-95 targets. Engage with the various stakeholders involved in care of children and adolescents to improve client reach and access to available resources.
     

    Key Duties and Responsibilities

    Programme Management & Technical Assistance

    • Play an active role within the Johannesburg District team, working with relevant District managers, to support the District to oversee implementation of 959595 HIV/TB strategy for children & adolescents (0 – 19 years) according to workplans, including scale-up of high yield strategies to improve case finding, linkage to care and support enhanced adherence to ART and viral suppression for children & adolescents living with HIV.
    • Work with District PMER team to undertake monthly/quarterly programme performance review, and identify areas for improvement in data and performance, and areas where additional data is needed to monitor the programme, advocating for its availability.
    • Work with District team to strengthen Matrix of Interventions implementation, monitoring and reporting at facility, sub-district and support process or sharing with provincial management.
    • Support District with compilation of best practices/case reports of work being done in the District, for learning and sharing with other districts/provinces.
    • Work with DoH and Anova facility/sub-district/district teams to identify tools and strategies for improvement and advocate for the review for adoption of these by District and sharing with province. Once adopted, oversee implementation with the District team through DoH sub-district leads.
    • Oversee DoH processes that improve Linkage to care and ART initiation in children including uptake of NHLS Results for Action, audits on the RfA reports and Tier.net Pre-ART and ART modules to ensure that HIV positive infants and children are initiated on ART 
    • Work with Integrated School Health Programme to increase services available from existing resources (e.g., Partner outreach teams, DoH funded NPOs)
    • Working with District and Partner community teams, determine potential areas to leverage with Dept of Social Development to reach more children under their care and maximize OVC support.
    • Support District facility visits

    Capacity Building

    • Support District to report on capacity building for paediatric and adolescent activities in the District (working with other Anova TAs and capacity building team)
    • Support other District managers on information related to paediatric and adolescent activities e., new information from province/national/conferences.

    Stakeholder engagement

    • Establish, manage, and maintain working relationships with province, district, sub-districts, facilities and other partner stakeholders for successful implementation of DOH and Anova workplans.
    • Working with other District managers, engage with paediatric team in the DCST and identify areas for collaboration and improvement for paediatric/adolescent HAST.
    • Working with other District managers, ensure paediatric and adolescent activities are included in Civil society platforms and report on SANAC NSP workplan activities.
    • In conjunction with Anova TAs, engage with NPOs for HTS and adherence support.
    • Attend monthly and adhoc meetings with supported sub-districts, district and partners and other departments.

    Reporting and Other Activities

    • Compile ad hoc, monthly, quarterly report to line manager, funders and different levels of DOH as required.
    • Contribute to District work plan development and implementation.
    • Provide feedback on programme developments as agreed with line manager.
    • Monthly reporting on meetings attended with sub-district, district, and or other stakeholders
    • Support and engage in relevant research processes, mainly operational research in the district.


    Essential Qualifications and Experience

    • MBChB degree or BCurr with a Postgraduate qualification with Primary Health Care speciality (Nurse Clinician)
    • Valid HPCSA registration as Independent Practitioner or valid SANC registration
    • Minimum 2 years’ post community service clinical experience (for medical doctors) and 5 years for Nurse Clinicians
    • HIV Management training essential.
    • NIMART trained and graduated from the mentorship programme (Nurse Clinician)
    • Quality Improvement and project and team management skills
    • Experience in training an advantage.
    • Experience in engaging with children and caregivers around Disclosure in children.
    • Experience with management of (donor) public health programmes, an advantage
    • Knowledge of 959595 strategy and other Health related policies

    Technical Knowledge and Skill

    • Knowledge of Anti-Retroviral Therapy (ART), TB and Chronic Medication in children and adolescents
    • Experience managing paediatric and adolescent programmes and engaging with key stakeholders.
    • Understanding of TB/HIV/VTP guidelines, programme indicators and monitoring & evaluation
    • Ability to analyze and interpret HIV/TB programme data to inform programme planning and implementation.
    • Excellent written & verbal communication.
    • Ability to work within a multidisciplinary team.
