    Senior Manager: Infrastructure Planning & Asset Management – REF: JW390EX/2024

    PURPOSE

    • To manage the compilation of the annual capital budgets and longer-term capital plans for Johannesburg Water, as well as all planning related to the water and sanitation infrastructure, including reticulation, reservoirs, pump stations, and wastewater treatment works. This role involves managing and coordinating activities and practices for infrastructure asset management throughout Johannesburg Water.

    KEY RESPONSIBILITIES

    • Develop and review long-term operational plans for the division of the entire department.
    • Evaluate and prioritize risks and assess options for accommodating the risks.
    • Develop departmental management plans and authorize the implementation of these plans.
    • Develop systems and procedures for managing and controlling departmental performance and deliverables.
    • Ensure that systems meet the requirements of all applicable legislation.
    • Control departmental expenditure by ensuring spending is appropriate and necessary for achieving objectives.
    • Attend to brief Johannesburg Water policies and performance progress.
    • Participate in committees to facilitate the review and implementation of long-term projects.
    • Liaise with DWAE, Province, Rand Water, Water Research Commission, CoJ, Planning, CoJ Housing, adjacent municipalities, and members of the public.
    • Ensure that adequate monitoring, forecasting, and demand management investigations are carried out on an ongoing basis to allow for timely augmentation of the water and sanitation infrastructure.
    • Manage the preparation of the annual capital budget and longer-term financial plans for Johannesburg Water.
    • Ensure projects are appropriately prioritized and motivated for inclusion in the following year’s capital budget.
    • Manage the preparation and maintenance of the Water Services Development Plan (WSDP).
    • Ensure compliance with employment equity, skills development planning, succession planning, and performance appraisal initiatives.
    • Oversee the alignment of asset management practices to Local Government, National Treasury, and internal guidelines and best practices.
    • Approve engineering scheme reports and construction drawings.
    • Manage the development and access to GIS applications.

    JOB REQUIREMENTS

    Essential Qualifications and Experience

    • B-Tech / BSc. Civil Engineering (NQF 7)
    • Registered for Pr.Eng or Pr. Tech
    • 15 years post-qualification experience in Civil Engineering, with at least 5 years at a Senior Management level in the Local Government environment
    • Experience in developing and implementing policies and procedures, strategy development, business planning, troubleshooting, and problem solving
    • Excellent knowledge of the planning environment and leadership
    • Must be an analytical and strategic thinker with sound judgment and business acumen
    • Service-oriented, innovative, assertive, and decisive
    • Driver’s Licence Code B
