Labour Market Policy Coordinator at The Congress of South African Trade Unions ( COSATU)

Key Responsibilities

• The successful candidate will be responsible to coordinate the implementation of COSATU labour market policy and also ensure thestrategic implementation of the policy by Affiliates. Reports to the Head of Policy and the COSATU Secretariat.
• Develop COSATU policy on various labour legislation
• Develop quarterly for the COSATU CEC and other constitutional structures of the federation
• Represent COSATU in statutory structures
• Develop COSATU submissions in (Government) legislation and policy development processes
• Lobby support for COSATU policy and positions by negotiating at various engagement forums
• Represent COSATU in the labour market chamber of NEDLAC as well as relevant NEDLAC
• MANCO task teams to advance the federation's Labour Market policies and defend workers interests in line with the broader mandate of the federation, as well as liaise with relevant national and international organisations and bodies involved on labour market and relevant policy matters
• Ensure implementation of decisions taken at the Chamber and other statutory bodies
• Support Education, Campaigns, Parliamentary and Communication departments by developing materials for education and labour legislation Convene and facilitate workshops and seminars on labour market policy and labour legislations
• Facilitate capacity building programs around labour and related legislations Jointly with Organising Department, develop materials for campaigns on labour legislation and related issues
• Work in collaboration with the Organising Department to roll out the campaign's programme related to labour market policy
• To popularise COSATU Labour market Policies and expose any and all forms of discriminationin the workplace and society as a whole, using all possible avenues and media, under the directives of the General Secretary and in close liaison with the Communication department.
• To monitor labour market statistics, trends, working conditions and employment figures and facts in the country, so as to help the federation position itself properly on important strategic and macro-economic policy issues affecting workers, particularly the most vulnerable in our society
• Work with the Communication department to develop press releases related to labour market and related policies
• Support COSATU/ Affiliates negotiators in various forums
• Advice and support COSATU Provinces in their dealings with Provincial Governments
• Write short policy memos and briefings for leadership
• Identify research needs and other issues requiring the intervention of the organization
• Fundraising for policy development
• Strengthen COSATU relationship with other stakeholders/social partners in the labour market

Required Skills and Qualifications

• Tertiary qualification in Economics, Law, or Social Science
• A postgraduate qualification will be advantageous
• Good writing and analytical skills, especially in respect of policy and legislative
• commentary
• Experience in policy and legislative analysis is an added advantage
• Commitment to the aims and perspectives of the Federation
• Extensive experience in COSATU and/or its affiliate unions
• Extensive experience and understanding of Labour Laws
• Excellent writer and researcher
• Excellent analytical, communication, and negotiating skills
• Sound, mature political judgment and integrity
• Ability to work under pressure and tight deadlines
