    Environmental and Social Impact Assessment (ESIA) Manager

     ACCOUNTABILITY:

    • Reporting to the Copper Africa Regional Head of Projects, this role is accountable for the development of Environment and Social Impact Assessment (ESIA) as part of the capital project development and operational permit requirements for the Glencore Operations in the DRC.

    QUALIFICATION & SKILL REQUIREMENTS:
    Minimum Qualifications:

    •  Master’s degree in Environmental or Social Science or equivalent environmental / technical qualification, e.g., Environmental Science and Management, Biosciences, Ecology, Environmental Engineering, Applied Science, Anthropology, Sociology, Social Science, Political Science, Geography / Social Geography.

    Competencies:

    •  Excellent English technical and report writing, proposals, and/or publications at an international standard.
    •  Proficient computer literacy including document management and reporting systems
    •  Ability to communicate and influence clearly and concisely, at various levels of the organisation
    •  In-depth knowledge in Health & Safety and environment in mining and construction Proven ability to work in a multi-disciplinary, multicultural, diverse team.
    •  Operate in a collaborative and proactive environment to deliver outcomes with a sense of urgency
    •  Effective stakeholder management abilities.

    Work Experience:

    •  12+ years’ overall experience in the field.
    •  At least 3 years’ experience managing or directing capital projects in the extractive industry in developing countries.
    •  Strong technical knowledge in areas such as Environmental and Social Impact assessment of complex and large infrastructure projects, environmental and social studies, environmental management, and environmental planning.
    •  Fluency in English mandatory.
    •  Proficiency in French an advantage.
    •  Experience in positions of leadership, including people management.
    •  A track record of successful management of environmental matters on complex projects.
    •  Knowledge of legislative and governance frameworks.
    •  Experience in mining or natural resources industries.

     GENERAL ACCOUNTABILITY:

    •  As the Project Manager / Team Leader, and Environment and Social Performance technical expert on projects; lead and manage direct project teams [DPC(Z1] and activities to achieve efficient, cost-effective, and high-quality delivery of knowledge bases, impact assessments and management plans for operational capital projects.
    •  Develop clear scopes for ESIAs and specialist studies, and identify key environmental and social  impacts, risk and opportunities associated with projects to inform the development of ESIA scopes and focus areas.
    •  Analyze, evaluate, and propose measures to prevent, control,  restore and/or compensate the potential environmental and social impacts of the project so that the project complies with Glencore, national, international standards, and external commitments and contributes to the Glencore and Copper Environmental and Social commitments.
    •  Ensure that management plans and other instruments detailing environmental and social requirements appropriately guide and influence the final design of the project and its components, including recommendations for changes to the project design and specific activities to be taken by contractors and subcontractors. 
    •  Identify and analysing interested and affected parties. In order to plan and oversee a consultation/stakeholder engagement plan in conjunction with the owners team. 
    •  Manage the internal schedule for Project review preparation, ensuring the delivery of project environmental and socials stage gate deliverables.
    •  Accurate preparation, completion/ review and timeous submission of technical reporting deliverables and other outputs with quality assurance.
    •  Manage and report on progress against the action plan to the overall Project Study Lead, developing the appropriate action plans to close any identified gaps, addressing weaknesses  and implementing relevant improvements in ongoing studies.
    •  Advise, provide professional support to, and maintain professional contact with, relevant IMEA and capital project stakeholders whilst building and maintaining open and constructive relationships.
    •  Coordinate and manage any field activities related to Project studies and permitting, including the supervising[DPC(Z2]  the work of other project colleagues and experts, including managing relevant ESIA consultants and reviewers.
    •  Perform meaningful consultations to support the project, whilst also building the capacity of local and regional staff.
