    Assistant Director: Road Safety Management (2 posts available in Central Karoo & Overberg)

    Job Purpose

    • The Department of Transport and Public Works, Western Cape Government has opportunities for two (2) suitably qualified and competent individuals to develop operational and business plans that will include road safety awareness activities and interventions.
    • The prospective candidate, together with a small team that he or she will lead and manage, shall have to execute the plans, monitor the implementation of such plans, report, evaluate and adjust them whenever necessary.
    • The aim of the operational and business plans is to reduce human fatalities, road crashes and casualties in the respective area where the successful candidate shall serve operationally. These posts will be based in Central Karoo and Overberg.

    Minimum Requirements

    • An appropriate 3-year tertiary qualification (National Diploma/B-Degree or higher)
    • A minimum of 5 years relevant experience in one or more of the following fields: Road safety education, Training, Law Enforcement, Developmental Communication or related field
    • A valid driving licence (Code B/08 or higher). Note: People with disabilities that restrict driving abilities but have reasonable access to transport may also apply.

    Recommendation

    • Experience in the following: working with under privileged communities particularly in fields that look at how to change dangerous behaviours
    •  Development of educational and instructional content or other developmental methods needed to reach target audiences in underprivileged area
    • Research, monitoring and evaluation.

    Key Performance Areas

    • Effective planning that should result in the successful implementation of the determined number (per annual performance and quarterly operational plans) of road safety interventions in the district where prospective candidate will be appointed
    • Provide leadership and manage staff and resources in the respective district where prospective candidate will be appointed, with the aim of achieving the intervention targets set out in the annual performance and operational plans
    • Provide solutions and remedies when operational challenges prevent the achievement of targets as set out the annual performance and operational plans
    •  Address human resource challenges that could hamper the achievement of annual performance or operational plan targets
    • Provide the administrative support needed to ensure operational plans, including monitoring and reporting on those plans, in the district where prospective candidate will be appointed are executed effectively
    •  Provide creative and practical input to managers/supervisors, needed to address the road safety challenges where the prospective candidate will be appointed.

    Competencies

    • Knowledge of the following: Practices, methods and principles that when applied and implemented will lead to safer road and traffic environments, especially for underprivileged communities
    •  Record of working with communities, educators, educational institutions, or institutions used to bring change and community development
    • Skills in the following: Verbal and written skills in at least two of the three official languages of the Western Cape
    • Managerial and administrative
    •  Public speaking and facilitation
    • Computer literacy in MS Office Package (Word, Excel, PowerPoint etc)
    •   Ability to work independently and as part of a team.

    Remuneration

    R 393 711 per annum (Salary Level 9).
